Remember that there are still a lot of analog cell towers in use, and even more cell phones that still have analog capabilities. Therefore you are still able to hear those people that are using the analog side (especially in less populated areas) and/or in areas where there's so many people using the towers that some peoples phone switch (roam) to the analog side so that the call can still be made.

Just an FYI,
Most ALL cell phone systems today are digital in nature so monitoring with a
conventional radio will not work so I would not even be concerned about this
any longer.
Most if not all Cell phones manufactured today are digital in nature!
It is good though that the FT-60 works in this band as I am sure there are
other services which will end up there at some point in time.

Ah, so for the techno savy out there, lets take a break from putting down
this radio and lets come up with a strategy for plugging the hole! What are
the legal issues concerning monitoring the cell frequencies. Certainly, you
can't disclose to third parties, but I don't think anybody can stop you from
listening. The fathers' of the constitution may not of had this (radio) in
mind but I think it is ok.
