'Sitting on' sag should be approximately 1/4 of full travel. Pre-load is simply turning a ring to pre-compress the spring so when you are moving the ring up to squash the spring you are increasing

It might be that some of the internal packing has degraded. This will improve gas flow and start to lean out the top end which in turn makes the mixture closer to correct and sharpens up the high end
