I love the SiRF Star 4 GPS chips. SiRF has a windows program that can fully configure these chips as well as examine all aspects of their messages. My version is 3.4 and the file is SiRFdemo-3.4.exe.

You could also go old school and hide a toggle switch under the dash or somewhere that disables the fuel pump or ignition.? Turn the switch off when you park the car and at least they can't drive it
