Robert,
You have PPERIOD set to 0, it will never send a packet other than a startup
packet. Try setting 120 ( Seconds) I suspect that is your root problem
cause.

Yes it sounds too loud and distorted. Listen to other packets from nearby stations and lower your audio to match using the CALIBRATE and 1 or 2 keys.

You are fundamentally correct in all your assumptions about the TT3. You can't load a .t3f file into either a blank PIC, or a existing PIC 16F628 chip, since neither of these have the Byonics

TT4BT not connecting in Fedora 31
I'm installing a mobile I-gate in my truck to fill-in in remote regions.
Recently started using the TT4BT instead of 232-USB cable with my laptop.? Pairs and connects to my phone with APRSDroid.?
