There is a relatively frequent issue with the Channel Switch Hybrid (U400) in 2445's and 2465's. Replacement is the only option if it's the culprit. Sphere usually has it in stock but it isn't a cheap component.
Usually, the problem is much easier to spot/follow when you apply a triangle waveform of 6-8 divisions high. The vertical compression is quite visible when moving the trace up and down.

Above the center graticule it measures correctly.

For example set for 1 volt per division a 2 volt sine wave correctly fills 2 divisions.

When the trace is moved below center it begains to compress vertically.

At the bottom of the crt the same 2 volt sine wave now only fills one division.
