The manual says
a) A 220K resistor at R4 (this resistor is not
supplied in the kit, OR
b) A jumper wire in the position shown, and
NO R4.
The picture shows 4 holes.

My current limited power supply is of little use.? When a short occurs there is a high current pulse before limiting kicks in.? I believe my supply, and maybe most, have a large filter capacitor

When I was first starting up, I used a couple 1W resistors in parallel, and a variable power supply. I started at 7v and two 56ohm resistors (parallel=28ohm) for my 12v QMX build. Ohm's law

a current limiting PSU should be the second item in your toolbox after a multimeter.
There are plenty of designs around and can be made quite cheaply.
I would recommend a linear PSU (NOT DIGITAL)
