I decided to remove the > transformer (T-1) and re-wind it. It seems
like T-1 is the logical > culprit for low receive gain and the inability to adjust C1 for a > bandpass peak of more than 2.

Just for fun I measured the inductance (after I removed it) of each pass with an Agilent U1733C. I went thru the calibration sequence before I took the measurements.
Primary 1: *0.65?H*
Secondary 1: 0.34?H
Secondary 2: 0.34?H
Secondary 3: 24.13?H
Maybe distributed capacitance?
Not sure how the meter works but the actual inductance is not usually measured, just the apparent inductance.

As far as resistance goes how do you get anything like accuracy with such low values? Does it matter? I'd guess only if the impedance of the circuit was very low.

Just wind the turns and maybe adjust the tuned winding, that's all that's needed.
