He was a Wireless Air. At wars end he retrained at the Marconi School of Wireless in Sydney and gained his Commercial wireless licence, put to good use first as radio operator flying Sydney to London in Avro Anson¡¯s. From 1947 till he married in '52 Kevin 'went to sea' as a Merchant Seaman Radio Operator, exotic ports included Cairo, Caribbean ports, USSR, Brazil... the life on the high seas. Settling down in Brisbane he was a technician at 4BK then when TV started its glow in Australian lounge rooms was head technician at BTQ-7 from its construction. He was a strong trade union man, member of the ALP, ran as independent in a Qld State election and off the hustings learnt to fly. Very active in retirement with rolls in the RSL, ANZAC DAY services, Lawn Bowls, Marine Rescue, GCARS and many many more. At the conclusion of his Funeral service the haunting sounds of morse... his call going QRT and SK. All positions of the executive committee will be declared vacant and new office bearers will be elected. Members are also reminded membership falls due at the time of the AGM and should be paid in full before the meeting starts in order to participate in voting. Club secretary Greg VK4GJW reports that the recent Foundation course participants undertook theory and practical assessments on Saturday 26th June. Thanks also to John VK4IE and Bob VK4RJ for giving up their day to run the assessments. Ipswich WICEN remains very active under the able leadership of Robert VK4KHW who reports the Mt Mee Classic went well, and last weekend three operators assisted at checkpoints for a horse ride at Lake Manchester. Meanwhile yesterday and today the Guzzler Ultra Marathon is being run with no fewer than 20 amateurs putting in long hours to support this major event. Reporting from Ipswich this is Allan, VK4HIT. Take pride in building your own gear? You could win some awesome prizes by entering your work in the Sunfest 2021 Queensland Homebrew Competition. There will be both rookie (licenced less than two years) and open divisions, and a special category for U18s. Perhaps your more of a car or truck lover with some radio on the side, well why not enter the 2021 Sunfest Echinda Concourse d'Elegance? We are looking for entries that showcase the best of both worlds, neat cars and neat radio installations. You will need to display your vehicle at the event on the day, and be prepared to answer the odd question or two. You never know, you could come away with the crowd favourite award (grand champion)! Along with our car boot sale space, we will also have a table sales area as well this year. Fox hunts, and licence exams are also being looked at, and there might even be communication from another world on display as well. During my studies, I was taught that language is a dynamic and evolving thing. What we think of the rules of grammar is largely irrelevant except for the style guides of news bureaus and governments because what we have learned in our childhood schooling will be surpassed by common usage before we reach middle age. What we adults may have considered to be slang of our juniors can quickly be entered into a dictionary as a word of the year simply on its frequency of use. I also learned that it was a characteristic of words to carry a common meaning like chair or radio or flying saucer and there were those words and expressions which you would not use in front of your mother. You had to learn which were those words and how they were used largely by experience or face the parental wrath. Many words have been co-opted to convey another quite different meaning to the original use such as the good feeling of being gay is now recognised as a means of being homosexual. This week, with the release of the latest issue of Amateur Radio magazine there was a following apology for the Editorial issued by the Board of then WIA. It took some time for someone to actually post an image of the relevant pages to Facebook as the PDF of the issue had been taken down from the web site for amendments to be made. The majority of WIA members have been awaiting delivery of their paper copies in the mail. I read the material posted by the Board and assumed that some heinous comments had been contained in what is usually an opinion piece from the current incumbent. When I read over the copy posted I went searching for the potentially offensive and or racist content. With only some seventy plus years of using the English language version we have in Australia I was unable to define where these terrible and maybe affronting comments were. I have asked for people to explain what was incorrect and haven¡¯t yet been given an answer that relates to what I read on the page. Of course, there are probably expressions in current idiom of which I am not aware. Naturally there will be political and ethical stances that people derive from their education and background of which I am ignorant. But surely amongst those who applauded the changes made on line and who saw offence in the article, surely there was someone with the clarity of thought and expression who could put in plain language, not only for me but the other members who are confused by this exercise, what was wrong and possibly offensive or racist. The reason that I have raised this is many clubs maintain on-line presences and even produce newsletters and it seems that probably the majority of those involved are closer to maturity than youth. If within the structure of the WIA there can be such unresolved confusion over the words that we use every day how do we make sure everything is correct in future? It is not our intention to offend or alienate others within amateur radio and it is our intention to be inclusive to all who wish to take part. How do we stop mere words from dividing us? I feel a warm glow as I hear and see messages that people are returning to the various arts of radio. Whether it it is the winter gloom or the gloom from the pandemic, I know not, but when people pop up and say I have been away from radio from a long time and ask what do I do now it is a great sign that all ¾±²õ²Ô¡¯³Ù lost for this pursuit. For me, from the first crystal set through the years until the present, there has been a mystique about this recreation that goes beyond the hard physics and chemistry that makes it all happen. I have been and I have gone from amateur radio when the needs of family and study have been greater than the need for the sounds of the ¡°aether¡±. I have returned when the time has been right but in the mean time it has been the magazines, now so much reduced in number, that have kept me in touch with electronics and amateur radio. The solid material, the text book stuff to learn has been there in some ageing and well thumbed copies of manuals produced by national radio organisations. I like to relate that in one application to join a particular body, I put that my ambition was to build a better junk box. I don¡¯t know that I have succeeded in that pursuit but a number of boxes have accompanied the household goods when we have changed residences. So it is when I read that someone is clearing out the garage and want some guidance in re-assembling and antenna or asks how they have their licence re-instated, I can relate to their story. It is my feeling that a good hobby can be challenging and rewarding and can be relegated to the back of the garage for periods of time but for that person, for me, it will have some sort of almost instinctual attraction which draws one back to the sounds of the atmosphere, the cracks of thunder, to the sounds of the world and the increasing challenge to beat the switch mode power supplies that breed like flies in summer and the delight of new contacts, yes the new contacts and the joy of meeting old contacts on air, once more. So for all those people getting the itch to get on air again, there is no better time than now. I got my licence when the sunspot numbers were high and radio had a frisson, a buzz each time you powered on the rig. Who and where would my signals go this time. And now we have the beginnings of another sunspot cycle and from the low powered modes that people use to probe the signal paths to the more hefty punch of maximum power we have been getting some interesting contacts on bands that months ago were as quiet as a street in lock down. Welcome to all the people coming back to the fold and may we all meet on the air. There is the time to think about what is best for the future. This is what I have tried to address and I have been wondering what ideas people have generated. As the new WIA Board starts its activities, it seems fair that amateurs and their clubs start putting their thoughts in the pot to be stirred into a healthy brew. Like people say when students are learning a subject, the only stupid question is the one that ¾±²õ²Ô¡¯³Ù asked. I like to think that the only useless idea is the one that is never spoken. There was a time when I couldn¡¯t understand why people would try things like brainstorming. Today I think it like a camp making soup where each person brings an ingredient that goes in the mix. Until the mixture is cooked and served, people are unsure what the taste will be. When we bring our ideas to the campfire, so to speak, and people have a good discussion to process the thoughts, we have no real idea of the positives that can be generated. We have all seen the people who try and stand on the soapbox and control the words that are heard. Often there is a level of self serving and vitriol that these people deliver and only sometimes, it seems, do they offer something which is helpful. These people do not aid community aims and projects because they seek the glory that they generate. This seems so very wrong for a club or a community which aims to work together. So I am thinking we need a process within clubs to do this and also a contact person to work with individuals to generate responses. This is not to guide the answers towards one idea but to guide thinking towards an outcome. Maybe clubs could start with having a competition or set up a suggestion box or put some space in the newsletter for people to record their ideas. We need positive questions to progress and not waste time rehashing the past. Still I want to be clear that we should be as open ended as possible whilst maintaining a forward looking perspective. The idea of brainstorming is to generate new ideas! For some people, they will have had the advantage of using some of the techniques of thinking outside the box or lateral thinking as it was named by its creator, Dr. de Bono. Then there are those of us who can get a bright idea with our hands full and nothing to write on or standing in front of the fridge looking for a late night snack. These are the things we need to remember and bring to the discussion. It is using the knowledge that we have of our environment and some of the imagination that keeps us involved in things like amateur radio. Yes we need to revitalise our recreation and move the amateur radio service along with the technology that we use today. We have a unique activity and a special responsibility to keep it flourishing for the generations to come. So what is your best idea? Last week there were well over a hundred people either logged in via Zoom or watching on the YouTube stream of the Wireless Institute of Australia¡¯s Annual General Meeting. As happens, Murphy popped in, and the Secretary, Peter Clee, VK8ZZ, was cast into an electronic waste land when electricity in his area was lost. However, the meeting continued under the guidance of the President, Greg Kelly, VK2GPK, and so the formalities as required by the Companies Act were completed. In Greg¡¯s report he mentioned a couple of areas that he believes will refresh the amateur radio service here in VK-land. One is the possibility of an administrative restructure upon the lines of the RSGB where the organisation is much more regionally focused. To achieve this outcome, at ground level, would mean that clubs would be more important in the running of the hobby and from what I have seen, this would require a shot in the arm for many regional clubs. There is a structure but it doesn¡¯t expand to engage with the wider community and the potential base of new participants. The reality is that many clubs have reached a level of maturity with a limited number of active members and it is convenient to coast and provide a friendly meeting place. Greg, who is not standing for the position again and has a project, with his wife, to complete the family home, something that has remained on hold during his tenure. After living with the WIA structure that was adopted in 2004, Greg feels it needs a good rethink. Perhaps a more radical suggestion was that the whole style of AR needs to be rethought and modernised. We have reached a point where numbers in the hobby are basically static although there have been ongoing people successfully completing licensing qualification. So we got to the stage where I was nodding at my laptop in agreement with these ideas to enhance and expand the amateur radio cohort and invigorate the WIA. I admit to suffering from confirmation bias here as I have canvassed similar ideas over the years. However it was rewarding to listen to someone who has sat in the hot seat, speak with the benefit of experience and propose ideas which support my own thoughts. The whole idea of reform can frighten some people but it should be looked on as an opportunity not to be missed. We should be grasping these ideas for the benefit of the whole amateur community because re-vitalisation seems to be desperately needed. Yes it will be for the WIA Board to lead the restructure for that organisation and guide its members through the steps needed to set it up. Yes it will be up to every amateur to put on a thinking cap, to ask around as to what would make you join a special interest hobby and to pool the ideas for a bigger and better, more active, more interesting and dynamic group of people no matter their age or location. VK2GPK has given us an opportunity to make a better future but are we ready to pursue it? One of the issues that bedevils community organisations is having people with experience and training to conduct the business activities. I don¡¯t mean commercial activities but the necessary matters that make bodies operate effectively. These days with simplicity of ensuring protection for all members, most like bodies are either incorporated associations or not-for-profit companies. Within the amateur radio network, if you excuse the pun, there are both structures in existence. The workload for office bearers is generally much simplified if the club is an incorporated association but there are still the necessary hoops that have to be jumped through such as getting audits, lodging returns and holding the appropriate number of meetings as defined in the constitution or articles of association. The obligation on office bearers is to conduct the business honestly, fairly for the benefit of the association or the members, however it is defined. It is necessary that people leave their egos outside of the meetings and they turn their minds to working collectively for the body they ar running. Of course, this doesn¡¯t mean people leave their knowledge and opinions outside because these are the gifts they are sharing with the club members. It does mean that directors are obligated to be business-like in how they interact with each other. A person may be best friends with another but they can and should be able to have differing opinions, on some matters that they consider within the meeting, without that reflecting on their relationship outside. It is sort of the we can have our differences at a meeting and then enjoy a drink together afterwards. My understanding is that the Companies Act makes the duties of directors quite explicit in doing all that is necessary to promote the aims of the company within the confines of the law. If a director believes that a proposal is against the law, that person has a duty to bring that to the notice of the Board and failure to do so may see criminal charges brought by the regulator. In other words, there is no wriggle room for unethical behaviour. Some years back it was common place to see statements of objectives of teams, offices, and businesses to be hung in frames at entries to the offices. Having a code of practice is a good way to keep the ideals of an organisation before members and like school children reciting a pledge of loyalty it¡¯s purpose is to keep the ethics to the front of mind. We need to see the capacity to think individually, to consider without favouritism and to decide issues honestly in the best interests of our organisation in mind. We should ensure that cliques cannot form and external pressures can¡¯t influence what we do in our elected positions. Like completing an application for insurance there is a requirement for the ¡°utmost of good faith¡± and that should be how directors conduct themselves also. In a week¡¯s time the first meeting of the new WIA Board is due to be held following Saturday¡¯s Annual General Meeting. It is important for the future of amateur radio in Australia that we have cohesive leadership and representation at home and overseas. Who is elected to the various Board positions will in part determine how this progresses over the next 12 months. If there is enthusiasm, trust in the ability and knowledge amongst the office bearers we can expect to see progress. I tend to have these thoughts which I throw out and then wait to see what ripples come back to shore. Today I am thinking that we cannot go on as we have been. It seems from the data that our hobby is failing in an important area. We are failing to keep people engaged in the service. I don¡¯t just mean we are failing to retain membership of this body but we are apparently losing people after they have studied, sat, passed and obtained their licence. In various ways, I have been trying to get people to engage in the discussions about recruitment and retention and the reasons that these are stalling. Certainly the system that we currently have has failed us in that the pandemic put the approved assessment authority, the Australian Maritime College, into shutdown as part of the University of Tasmania response to COVID19. So now it is becoming appropriate for the WIA to engage in this discussion and seek the solutions that will put our growth trajectory on and elevation like we see in the United Kingdom and the United States. No we don't have the resources and the membership of the representative bodies in those countries but brain power is a resource which is totally comparable. How do we get this resource engaged in finding the solutions and not just giving fast or glib responses? When we look around at the photographs of those amateurs largely engaged in promoting this hobby, the bulk are seniors and most are men. Look at the attendance photos of recent ham gatherings and you get the reason why. Now it is probably a couple of Prime Ministers ago, if you tell the time that way, but a couple or so years ago that the STEM/STEAM mantra was being promoted and today there are awards and recognition processes for women in science. Here we have the dilemma. When we do attract youth, they tend to drift away and we aren¡¯t attracting women into this pursuit that offers much more than just club meetings and running sausage sizzles to keep the club solvent. Amateur radio is a tremendous vehicle for promoting self education in areas of STEM/STEAM and also a community of people who share and learn and expand their knowledge in group settings. We have an established structure now we just need a progressive plan to encourage more participation from more groups of people. One of the news and perspective sources that I enjoy is ¡°The Conversation¡±. It is a change from, the at times, partisan commercial press to read material written by experts in the field and guided by journalists in presenting their ideas. So it was that I was jolted into thinking about the content of an essay by Professor John Blaxland of the ANU. Prof. Blaxland is an authority on the Australian Defence Force in which he has both served and written. It has been a feature of the attitude to the Army since the Vietnam War when conscription was in force, that its numbers should be reduced and this has meant with the abandonment of conscription, the reduction of both the regular and reserve numbers that the membership of our military is probably at an all-time low on a population basis. With this in mind Blaxland points out the strain that is being imposed on the ADF in performing essentially civilian duties and currently this is the support of the COVID19 deployments. It is the Professor¡¯s contention that the military in Australia is being expected to do too much with the personnel that they have available. Similarly there is the confusion over the role of the peace time services as to whether they are properly a fighting force or civilian first responders. You might ask what this has to do with amateur radio and this is the thing I hope to answer. Twenty years ago plus a bit, the WICEN name was well respected in the halls of government and could be found officially recognised by Emergency Management Australia. WICEN was part of the framework that existed to support the community in times of emergency. Then it wasn¡¯t. Today we see amateur radio used by local government disaster management groups, bodies such as the Red Cross and the Salvation Army and in NSW, the WICEN organisation is part of the State infrastructure that includes SES. It has been pointed out that the management of the vaccine supply has been far from a success for Australia and maybe we should be asking where is Emergency Management Australia? We have limited resources in the volunteer sector supported by the State with the orange dress of the SES being the obvious sector. Go back some 60 years and we had what was called a Civil Defence Network. Funnily enough, if you follow the hierarchy up, you will see that each country could have a Civil Defence organisation skilled and supported to serve its community and able to designate its belongings with the green cross that we see on modern first aid kits. More serious commentary is being made about the lack of preparedness for supporting the civilian population in times of need. The frequent and severe bush fires and the expected increase in weather system severity are going to demand that we have the resources to meet these challenges. One thing that so much of on air activity teaches us in amateur radio is to be effective message handlers and efficient operators of communications equipment. We as hams should think about what and where we can contribute these skills, in the future. Frank was a very well known Radio Amateur in the NQ region, residing in the Burdekin for many years, including a long stint in Ahern Street Ayr, then when his health degraded, at Regis Care in Home Hill. Apart from being an avid operator on the air, Frank also restored electrical and electronic equipment and at one stage held one of the largest collections of heritage telephones in the country. Frank was a member of the Townsville Amateur Radio Club for many years right up until his passing and thoroughly enjoyed receiving the Club magazine Back-scatter every month. Frank¡¯s funeral notice was published in the Townsville Bulletin on Tuesday June 1st reporting that Frank had passed away peacefully at Ayr Hospital May 27, with the Funeral Service on Thursday 3rd June at Ayr. (theTARCinc) -------------------------------------------------------------* -------------------------------------------------------------* Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking. I see lots of comments from around the world, well the English speaking world really, that the use of repeaters on VHF and UHF is declining. It ¾±²õ²Ô¡¯³Ù just a phenomenon that happens here. The thing is that over the past 50 odd years, radio clubs have invested much time and money establishing the repeaters that so often sit mute apart from the necessary ident signals. As the years have past, equipment has been upgraded and refined and often connected to linking services allowing DX connections into local lounge rooms, so to speak. With the growth in interest in the various digital modes, many, mainly metropolitan, repeaters sites are now digitally enabled as well. The costs to the providers whether private or club sponsored have continued to rise with the push for governments to want full commercial rental for use of high locations and the costs of equipment have risen too. Anyway, last Sunday, I tried to listen to the news broadcast via my local 2m repeater and had the frustration of not being able to comfortably or easily follow what was being said. For a signal report it would deserve a Q2 to 3. It is obviously a combination of factors because with strong enough uplink signals and along with the voice identification the downlink was perfect. With lower powered inputs the downlink was a disaster. Now I am aware that the club which runs the news broadcast maintains a power level of 10 Watts to enable Foundation call members to conduct the rebroadcasts. This power limit, winter weather locally and a moderately long path to the repeater all combine to confound the listener and demonstrate the laws of physics as they apply to radio. Now there are several individuals who give their time and efforts to maintain the repeater and also run the news broadcast and take the callbacks and their efforts are much appreciated. When things go awry well the look ¾±²õ²Ô¡¯³Ù nearly so good. It must be the time for gremlins as another local repeater, in a different town, seemed to be like the puppy biting its tail. It seems there was a feedback between input and output which put a rather high pitched screech to air. As was once said, ¡°such is life¡±. With both these instances there has to be remediation. Just what the solutions are will be known down the track but one thing is for sure, some people will be spending more time attending to the issues and maybe there will have to be financial outlays as well. For the casual user sitting at home or enjoying the scenery on a day trip, others will be using vehicles, fuel and other resources to keep the repeaters running in terms of the licences. Maybe we need a hub and have the broadcast audio uploaded automatically and do away with the volunteers but as nice as that could be it would lack the personal touch that voice call ins provide. Amongst the confusing melee of call signs being grasped under the randomised callsign for life, there are some issues in operation from some of our recently qualified members. The activity from many of these people is highly commendable and great to encounter. Digital has been a learning experience to many with Foundation licences and the availability of contests has got many behind the microphone. What more can we hope for than an increasing band of enthusiasts? It is obvious that there is a flaw in the program to bring people through the licensing process and that is too little time is spent grounding people in the history, culture and practices of our pursuit. As you would have realised, an activity that traces parts of its ancestry back about 150 years has developed some traditions. The railways and then the public telegraph systems popularised the telegraphic codes and then the Morse Code became standardised. In an effort to speed the process of passing messages with conventional terms, certain abbreviations were adopted by telegraphists. The familiar 73 is perhaps the best recalled and used one which has translated into voice transmissions from the code era. There were many codes used but the one that we are familiar with and approved by the ITU, is the Q-code. With the coming of the wireless a few accommodations were made and one is the R-S-T report which stands for readability, strength and tone. With the unsophisticated equipment in the early era of wireless messaging it was helpful to the operator at each end of the traffic to understand the conditions that they were each experiencing. Along with the RST report there could be the question or reply of QSB & QRN, for instance, which would alert the sending station that he may have to repeat the text. These are practical pieces of information which operators used on a daily basis in merchant ships, press traffic as well as amateur radio. Today, we have some sport or exercise of these abilities in the form of contests or maybe message handling exercises. Knowing the correct pro-words and procedures makes the experience so much more efficient and enjoyable for all the participants. This leads me back to the flaw in training; this is where we aren¡¯t providing the mentoring which gives the reasons and the background for why things are done in certain ways. Perhaps there needs to be an appendix to the manual for candidates and trainers to use. On another matter, I have been pondering how we message about amateur radio. One of the things that strikes me, is we don¡¯t seem to be able to inject enthusiasm into what we say. I hope that I show enthusiasm in what I present and the tag lines have caught on with people quoting them when we meet. However, this is a small part of the messaging and I try to keep a metaphorical smile when I am recording. I wonder how we can inject the enthusiasm that will draw people to want to read and listen again and again. What is amateur radio? I mean I know what it is but how do I explain it to some one else? Do I try and tell about the exciting things like the digital modes that allow us to test the waters of the great radio oceans with things like WSPR and FT8 or maybe tell them about DMR and Fusion or maybe Dstar? Perhaps because many people like old things I could explain about learning Morse Code and even how people collect and restore valve radios that are older than themselves. These days computing is so much integrated into the pursuit, I could give some history about how many things we do today came from the old 8 bit computers and how they have led into having apps on our phone and how our phone is more powerful than the computer that NASA used to land men on the Moon. You now there is just so much that goes into a technical hobby that it becomes hard to find the pitch which will suit an audience of one or a room of many. So as an individual radio amateur should I be able to discuss in detail the elements that compose all the possible activities that our fellows engage in? I really don¡¯t think that that is necessary or possible because when people are looking for an introduction to a subject, they are looking for the skeleton upon which they can hang the flesh as they learn more. As children we may be introduced to fishing and we are shown how to use the tools in a safe way and that means not hurting ourselves with knives or hooks, in particular. Then there are the techniques of casting the line from the position that we are in so that we don¡¯t hook ourselves or others whilst getting the bait in a suitable position. By watching and discussing we learn the types of fish and the sizes that are legal and which are the best to prepare for food and which we should release. Along the way we can learn how to row, how to steer a boat and how to do services, how to launch and retrieve and so the list of things that are learned goes on. With radio we must think of the person in front of us and make a quick judgement about their understanding or are they just curious. We should let that person ask questions and not get too technical in our replies. We should always let our enthusiasm come to the surface but not let the motor mouth syndrome take over the conversation. Just as we might explain things at a social gathering or a family get together, we should respect the other person and keep the conversation going without letting it be a lecture. If there is the opportunity of showing the person how a station operates or we can arrange for them to visit, that demonstration might be just the motivation to see another person set out on the path to enjoying amateur radio with us. What I have tried to describe is the simple practice of mentoring. This is something most of us have done in various roles in our life. Just because it may start with a question and go on to using some equipment which we first saw as strange, it will be your privilege to walk with another person down a rewarding and engaging road of shared experience. It is noticeable, at our place, that the seasons are shifting into the cooler part of the year. The days are shorter and the mornings cooler and I would be a poor advertisement for hay fever remedies. The good thing is that the steel clad garage becomes somewhat more habitable in the lower temperatures and that means that some of the projects that have remained boxed up stand a chance of getting some effort applied to their finish. Somehow, I see the amateur radio world as divided into those with the assets to be able to get on with projects and those who have to juggle time, funds and things like family commitments and health issues to achieve the finish they want for their station. This is just the normal scope of the lives that we all live, different and thereby interesting. At times I see or hear comments which belittle other operators, their equipment or their operating. When they are directed to the person involved, it is a source of embarrassment to the recipient and an embarrassment to the whole amateur community. Instead of being considerate and felicitous to others, there are the few who maintain a curt, acerbic and insulting demeanour. Sometimes we can be lucky and be around when the chickens come home to roost or karma comes to visit and the giver of bad feelings gets their comeuppance! When we think of this situation it is like witnessing the gratuitous insults being publicly traded between nations currently. There are those who perceive an injustice or an error and they rush to a keyboard to publicly berate what they see as the source of their own dudgeon. A little consideration would suggest a better chance of resolving matters would be to courteously address a query and to do it privately. Maybe the feeling is that they deserve this fleeting flash of self administered glory rather than the solution to an issue. This is the type of matter that will confront the new WIA Board members as there could almost be a pattern of complaint in the public domain about real or imagined issues concerning the Institute. Most of the matters are best addressed by contacting the National Office where Bruce can respond and refer matters to the appropriate person. From what I have heard, indirectly, it is nothing for a couple of hundred emails per day to arrive in the President¡¯s inbox. It is beyond the capacity of one person, in their spare time, to deal with this volume. Some of the complaints that get aired regularly on social media platforms suggest that people disregard the fact that our Board is composed of volunteers who devote their spare time to fulfilling the role of Director. Amateurs don¡¯t resign from work, family and social life just to be 100 hr a week unpaid complaint solvers when they join the Board. Consideration and courtesy and some old fashioned common sense would resolve many cases of steam coming from the ears. If we stop and think and then follow a sensible procedure, I am sure there will be less red faced huff and puff and more responsiveness in return. For a full list of repeaters - www.vk4wip.org.au Following the successful WICEN open day held at Ipswich and District Radio Club in February club members rose well before dawn last Sunday May 2 to support the Brisbane Trail Marathon Communications between checkpoints was made possible by a temporary repeater setup by Bob VK4RJ in D¡¯Aguilar National Park. The almost inaccessible location was near the rain gauge some 8 kilometres (or 30 minutes) from the bitumen of Mt Nebo Road. Members were stationed at various check points along the 42.2 kilometre route. Wicen coordinator Robert VK4KHW was stationed at the start/finish line at Gold Creek Reservoir Upper Brookfield. Robert thanks all members who volunteered their time to make it a successful day. This year¡¯s event attracted 65 runners for the full marathon which started at 6am. 95 runners took part in the 24.7 kilometre half marathon at 6.15am. Six check points maintained radio contact with each other via the temporary repeater. Their main task was to send though regular updates on runners passing each check point. The organisers of the Brisbane Trail Marathon were particularly pleased with the efforts of the club members and I heard firsthand how grateful they are for the support. In the ever moving world of amateur radio, our own organisation, the WIA has posted the results of the ballot for the upcoming four board vacancies. It seems that members decided on the sensible path of maintaining continuity by re-electing three existing directors and one new candidate. It is so important for organisations to maintain that continuity which reflects in the faster uptake of matters without a lag whilst new people bring themselves up to speed. Of course, the first matter of importance to be dealt with by the reconstituted board after the AGM is the election of office bearers. We all look forward to witnessing the new face of the WIA in action. One topic that seems to rear itself is the matter of civility, of courtesy to our fellows. I have spoken about this issue in relation to ageism and offensive behaviours directed towards our fellow amateurs both on air and on other platforms such as social media. One area that has a personal effect is that the other amateur with whom I share was given the great uncouth exhortation to go away but in an expletive manner within a short period of obtaining her licence. Admittedly the person concerned would have been severely penalised if they had been given a roadside breath test but there is no known legal offence of being drunk in charge of a microphone. When we go on the road as licensed drivers, we do not necessarily know the gender of the other people sharing that particular section of road surface. We accept that other road users have the right to be there and have the necessary knowledge and skills, and not to forget the appropriate licence, to be driving or riding along with us. When it comes to radio, there is a similar tacit acceptance that the operator on the other end of the QSO is entitled to be sharing the airwaves with us. Without access to callbooks and callsign lookup pages on the internet, we accept the station is operating legitimately. If we don¡¯t have a visual or auditory cue we wait to be advised of the other person¡¯s details and depending on whether it is in contest mode, simple digital exchange or ragchew we may not immediately know the name, or gender of the other operator until the QSL card hits the in box. To my mind, this is as it should be. We accept that the other people are behaving in the same manner as we ourselves are with respect and courtesy. Sadly this ¾±²õ²Ô¡¯³Ù always the case when it concerns a YL operator. The reports that circulate in muted tones of poor behaviour and bad language and harassment which some of our fellows have received is a poor reflection on the whole cohort. As they say, the situation that you walk past is the behaviour that you accept. For me and I hope for the majority, we will not walk past sexist behaviour in amateur radio anymore. One of the features of being a representative body is that there are many tasks that go on that we members away from the centre of activity don¡¯t usually get to look at close up. This was brought home to me earlier in the week when a post from the WIA appeared and pointed the way to an article posted on the WIA web site. www.wia.org.au/newsevents/news/2021/20210428-1/index.php Within our clubs, there may be web sites and social media accounts to administer along with the usual functional and statutory tasks that pertain to any club. Reporting to the membership as well as regulatory bodies such as the sporting code administration and the registrar of incorporated associations are necessary to keep a local branch going. With radio clubs associated with the Wireless Institute of Australia it is just a matter of keeping up the details on the WIA web and recording the membership details to obtain the discount priced club insurance, pretty much. Obviously, depending on your club¡¯s size and activities, there might be much more behind the scenes organisation. The WIA represents the whole Australian amateur cohort in the administrative structure that starts with the United Nations through the International Telecommunications Union to the International Amateur Radio Union and thence to the Region 3. Locally, it is with the Australian Communications and Media Authority as the Government regulator of the local rules and regulations and the various international treaties that the WIA fulfils a national role. What this means is that there is a core of knowledgeable people who are depended upon to advise the WIA Board and represent the WIA at meetings and conferences. Not only are there the face to face and the teleconferences but there are reams of documents to glean and papers to prepare and agree the content within. People bring a level of expertise to these tasks and many have years of experience in their professional roles and it is ultimately you and I who share the benefits of this background work. We have seen this year that the ACMA have released several papers which have related to amateur radio and they are seeking more input as I gather from the WIA post I first mentioned. To the busy people who have been committed to gathering opinion and formulating the formal responses, I must say a very heart felt ¡°Thank You.¡± Your work has not gone unnoticed and the late nights and conferences are appreciated by your fellow amateurs. To the listeners, I recommend you check the news on the WIA web site as you will find information and updates which aren¡¯t included in the broadcast bulletins. One of the beautifully fascinating things is that we members of the human race have a wonderful ability to see patterns. Perhaps this is a result of needing to see prey and predators in the millennia it took man to evolve to where we are today. There is a whole field of scientific study devoted to symbols and there are industries built on this. en.wikipedia.org/wiki/Semiotics So it is when we look at the badge or logo of the WIA we get meanings from the outline map of Australia and the 2 flashes in the middle. It suggests the inclusion of all of the country and some form off alert from the lightning part of the badge. This has been a symbol for non-written communication for over 100 years and adopted on military and civilian insignia to suggest the use of radio. One of the mysteries of the last century was the adoption of the logo currently used by the Commonwealth Bank. Perhaps the best explanation as to its being Australian is it depicts a SAO biscuit dipped in Vegemite. The point of this is that we all have backgrounds and experiences which will produce an individual, a personal response to many of the symbols that we see. Today, on this day of remembrance, ANZAC Day, there are symbols and rituals which bring memories to us all. To those who remember Vietnam it will depend on their experiences whether they were in uniform of waiting at home or voicing their displeasure at the politics of the time. For those who remember Korea, their thoughts will be different again as will those who tramped the jungles of East Timor or the sands of Afghanistan. The red poppy from the battle fields of Flanders is a century old reminder to remember and the flag with the Southern Cross and the brass rising sun badge all have the ability to fill us with emotions and memories. The sprig of rosemary is another subtle aid to remembrance and the symbolism that these items carry makes them important to those that carry them and those who see them. As a nation, we gather together on days of remembrance but what we hold in our hearts can be so vastly different to those of our fellows. Your memories will be different to your neighbour¡¯s and they both will be different to mine. How we participate in these rituals can be collective or it can be individual but today there will be stations on the air using hand keyed Morse and AM as markers that we radio amateurs share and participate in the commemoration of ANZAC Day. Today is that day, the 18th of April 2021. www.iaru.org/on-the-air/world-amateur-radio-day/ If you go to the web site of the IARU you can find the specifics of events being conducted around the world and the historical background to why we radio amateurs celebrate this day. You will remember that previously there was an attempt to conduct an Australia wide public demonstration of amateur radio on the weekend closest to April 18. Today would have been a great opportunity to show off where this service is today as against where is was, say at the turn of the century. Today the willing and smiling faces of radio amateurs could be talking to members of the public and volunteer organisations about the recreational aspects and the public service that we are equipped to provide. Today could be part of the growing success that is amateur radio if we could just get out of our shacks and mingle with the public. Perhaps it is asking too much of the tired old men and women who proliferate in club rooms and field days perhaps we should be thinking of letting the younger members of our number conduct these activities and represent us from now on. Energy and enthusiasm are characteristics that will draw in people looking to share new experiences. The young and engaged amateurs perhaps have the necessary qualities to be our recruiting ambassadors. In community movements and groups, the dynamics change as circumstances change and to continue growth there must be purpose in the activity, a plan for continuity and a method of handing over the batten to the next generation of members. I have been wondering whether we have maintained any of these features and whether we have seriously thought about what it takes to continue. I have heard stories of clubs that remain functioning virtually on the basis of previous funds that have been saved and doing the same pattern of events month after month and year after year and as the members age and drop off, the numbers go down. At what point does it mean they have to drop the masts, dismantle the equipment and melt into the darkness of anonymity? This is World Amateur Radio Day and we are not alone. This is the time to think of a rallying cry, a motto, a call to action instead of a plaintive sob in the wind we need our voice to be heard amongst the 3 million licenced amateurs around the globe. We need to be present today and not just remembered tomorrow. As World Amateur Radio Day is upon us, I wonder how much we care about the service that we enjoy. It is one thing to talk about things at the club and chinwag on the radio but how much do we do to promote the hobby? Here am I on a weekly news broadcast and I ask myself how much do I do to promote amateur radio or am I just talking to the faithful? I hark back to the attempt at promoting an annual field day to roughly coincide with the International Commemoration of the founding of the IARU. I think the VK attempt struggled for the first year and foundered after the second and that must have been some 15 years or so back, from memory. The idea was to have displays and demonstrations in places where the public could come and see what we were doing. It worked to an extent. In my area, the club succeeded in getting coverage from a couple of the local TV networks and some material in the local paper. To aid clubs, the WIA had previously provided a press kit which assisted us in preparing news releases about the activities and there were posters available to aid the visual presentation. That was a while ago and I wonder what has happened to the impetus to show off what we do. What is it that seems to have bogged us down? What is it that we can do that will put amateur radio before the public again. The schools that contact the International Space Station, ISS, via amateur radio tend to get the message out and show the interest in a particular part of the STEM curriculum but what is the follow up? The clubs that provide operators and aid in Jamboree of the Air for the Scouting movement seem to provide a contingent without getting publicity of the public service they provide. These are just two examples of hams participating in community events and as a recreational group, we fail to capitalise on the opportunities to show the world a more comprehensive picture than the blurry image or no idea of what radio amateurs do. I don¡¯t expect us to revert to historical re-enactments but from my point of view this is something that the candidates for the WIA Board should be already working on. I don¡¯t have the figures and don¡¯t know if they have been collated but we see that by utilising remote invigilation methods, both the ARRL in the USA and the RSGB in the UK have seen the majority of candidates sitting for amateur credentials, not only succeed but during the lock downs the numbers have increased over previous equivalent periods. How have we done in VK? There is a comedic song from many years ago by Bob Hudson called ¡°The Newcastle Song¡± and the refrain carries an important wake up for us too, ¡°never let a chance go by¡±. A big shout out to all the amateurs who took the time to put a submission into the ACMA this past week. It is important to let our regulator know that we, as individuals, are concerned about the governance of the Amateur Radio Service. Note that I used the proper expression as laid down by the International Telecommunications Union to describe our recreation and educational pursuit. I have noted some discussion about the words we use and whether calling it a hobby is correct. For me it is a recreational pursuit that fosters thinking about the whole area of what is now dubbed STEM or STEAM. Semantics aside, describing amateur radio in any number of ways simply illustrates the great diversity of learning, tradition, education and involvement as individuals, as club members and as volunteers. We can be all of those people and our experiences can be as varied as our imaginations will take us in the application of the science, technology engineering and art with mathematics in there too. I like to include the ¡°A¡± in the description as the need to be creative in expressing ourselves in what we say, write and demonstrate can all be part of a personal involvement in amateur radio. The Wireless Institute is conducting its annual election for board positions and along with members of various sub-committees, these volunteers have to express the ideas that encompass amateur radio in many different venues. We have people who engage at international conference level, consulting with government bodies and speaking at clubs. We have a body of people who produce an in house magazine and members who represent us at various regulatory levels such as setting standards for items which might effect amateur radio usage. All these positions require the broad and creative use of the mind which is generally referred to as the arts as against the fine arts such as literature, painting and sculpture. It is one of the fortuitous aspect of amateur radio that it has traditionally attracted people from so many occupational backgrounds, from entrepreneurs to garbage men, from engineers to tinkerers from professors to students and from monarchs to the villager living high in the hills. Every one of these people and those that they have influenced have put the background to amateur radio as we know it today. Every ham has made a contribution and we should be proud of the acceptance and respect that has marked the growth of the service for the majority of its history. I see the challenge as the perspective that advances have brought to communications, electronics and radio communications in this century. The people are there to be engaged as we all have been and it will be how we show the new face of amateur radio that will bring them to join and share with us in the future. It is a great relief for the residents of the south east of VK4 to see the skies clear and the sun shining. For those old enough to use the power of nature, getting the washing dry in the sunlight is a beautiful thing to do, for the rest of us there is the hope that the atmospheric noises will abate for a while and even although many didn¡¯t have great success in the John Moyle Field Day we can hope that those fleeting and tenuous signs of solar cycle 25 continue to strengthen. Maybe it is just my perception but it seems that the weather and the serious outcomes diverted some of the worst trolling from the pages of social media. I must ask why would it take torrents of rain and flooding to turn off this behaviour if the perpetrators weren¡¯t possibly located within the effected areas. I trust that the damage can be quickly rectified and people find the stability and support that community can provide. I trust that the sad tormentors of the internet may learn some humanity as they get their lives back on track. We are racing to the closure of the ACMA consultation paper and I trust that amateurs around the country have or are taking time to submit their private opinions to the regulator. This is not to overwhelm the ACMA email and postal system but simply and importantly it is a demonstration of the importance that the amateur community places on the proper functioning of the Amateur Radio Service. It may seem inevitable that the preferred Option C will be the choice that the ACMA makes but the needs of our cohort to properly engage with our world wide community must not be jeopardised simply for a process of expedient cost savings at the whim of the Government of the day. Within the next week members of the WIA should be receiving their Amateur Radio magazine with enclosed ballot materials and those who do not receive the AR magazine will be getting their voting materials separately. I have offered my thoughts that whomever we vote for must be dedicated to running the Institute and not have a covert plan to promote any outside entity. That is, who takes a seat at the Board table must adhere to the requirements of being a company director and work for the WIA when representing the Institute and its members. If you feel that someone whose name appears on the ballot paper cannot meet those standards, you need to cross out that name. We have important issues to consider and act upon, let us do so with the spirit of amateur radio in our minds. Around a quarter of a century ago, there was a movement to update the operating conditions of the Amateur Radio Service. From the International Amateur Radio Union, the IARU, the International Telecommunications Union via the World Radio Conferences the processes were put in place for regional jurisdictions to upgrade the privileges that we enjoyed. One of the most obvious variations was the removal of the requirement for there to be testing in the historic Morse Code. In this regard, I benefited as the holder of a Limited Operator Licence. Z-calls had been permitted to creep onto the HF bands to use 10m FM. I waited, one night, until after the time signal for midnight and joined the melee which was the celebration of all the other short wave allocations being open to no Morse operators. 40 Metres rocked that night. One notable feature was that the sky did not fall in upon us with the removal of the Code. In the groundswell of change the United Kingdom introduced the Foundation Licence to their credentialed services and a couple of years later we saw the Foundation Licence join the Australian list, also. Now these events happened in the last twenty-five years and despite decisions at more recent World Radio Conferences, we haven¡¯t achieved access to 5Mhz band and some of our microwave frequencies are in the throws of being swallowed by the rapacious mobile phone and data commercial services. There have been tweaks to the Foundation Licence band allocations and just recently the adoption of a call sign for life model. So we are just a couple of weeks away from the close of submissions to the Consultation Paper from the ACMA. Hopefully we have been able to spend some time considering the various options. Not all of the discussion has been on paper or the internet pages, there have been some interesting video conferences and presentations posted which have clarified many of the issues which need addressing in any change of licence category. Last week I watched one of these conference type presentations, hosted by Hayden, VK7HH. This has been posted on YouTube and if you haven¡¯t already seen it, please take the time to view. www.youtube.com/watch?v=l9yy3fFEts8 One point that I took from the Q&A segment was the advice that the ACMA treats each submission as just one vote in the discussion. That means that whatever your club with a few hundred members or a few put in, they get the same weighting in the decision making. Now this is where the matters come back to you and me. Please, whether you have supported a club proposal or agree with the WIA submission or you have further ideas which you feel are important, whether you support the move to a Class Licence or you wish matters to remain the same, please, take the time to email the ACMA or write and put your opinion into the mix. For many we will simply send a message which supports the WIA position and that will do. I urge every amateur operator to please submit their opinion on this very important matter.
