Twin brother to Helen (dec'd), and brother of Jenny Louis, Rodney and Albert. He will be missed by all in the extended family and his friends. The funeral service was held at George Hartnett Metropolitan Funeral Chapel Kelvin Grove on Tuesday 8th June. A member of the Brisbane Area WICEN Management Committee circa 2010 and avid photographer with many a photo appearing in AR Magazine and our old QTC. During the WIA's Centenary year along with Mic VK4CRC, David VK4AFA set up many a display in Queensland for us, some items included 1910 diathermy units claimed to cure all diseases known to mankind and some not yet identified, and a replica spark gap transmitter built by the late Al Shawsmith VK4SS. Rest in Peace David Brownsey VK4AFA (VK4BB QNEWS) -------------------------------------------------------------* -------------------------------------------------------------* Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking. One of the news and perspective sources that I enjoy is ¡°The Conversation¡±. It is a change from, the at times, partisan commercial press to read material written by experts in the field and guided by journalists in presenting their ideas. So it was that I was jolted into thinking about the content of an essay by Professor John Blaxland of the ANU. Prof. Blaxland is an authority on the Australian Defence Force in which he has both served and written. It has been a feature of the attitude to the Army since the Vietnam War when conscription was in force, that its numbers should be reduced and this has meant with the abandonment of conscription, the reduction of both the regular and reserve numbers that the membership of our military is probably at an all-time low on a population basis. With this in mind Blaxland points out the strain that is being imposed on the ADF in performing essentially civilian duties and currently this is the support of the COVID19 deployments. It is the Professor¡¯s contention that the military in Australia is being expected to do too much with the personnel that they have available. Similarly there is the confusion over the role of the peace time services as to whether they are properly a fighting force or civilian first responders. You might ask what this has to do with amateur radio and this is the thing I hope to answer. Twenty years ago plus a bit, the WICEN name was well respected in the halls of government and could be found officially recognised by Emergency Management Australia. WICEN was part of the framework that existed to support the community in times of emergency. Then it wasn¡¯t. Today we see amateur radio used by local government disaster management groups, bodies such as the Red Cross and the Salvation Army and in NSW, the WICEN organisation is part of the State infrastructure that includes SES. It has been pointed out that the management of the vaccine supply has been far from a success for Australia and maybe we should be asking where is Emergency Management Australia? We have limited resources in the volunteer sector supported by the State with the orange dress of the SES being the obvious sector. Go back some 60 years and we had what was called a Civil Defence Network. Funnily enough, if you follow the hierarchy up, you will see that each country could have a Civil Defence organisation skilled and supported to serve its community and able to designate its belongings with the green cross that we see on modern first aid kits. More serious commentary is being made about the lack of preparedness for supporting the civilian population in times of need. The frequent and severe bush fires and the expected increase in weather system severity are going to demand that we have the resources to meet these challenges. One thing that so much of on air activity teaches us in amateur radio is to be effective message handlers and efficient operators of communications equipment. We as hams should think about what and where we can contribute these skills, in the future.
