Technical Assistance to support the milkfish farming initiative in outer islands, including an infrastructure upgrade to the farming area on Vaitupu.

The Tuvalu Fisheries Department has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.

The consulting services (¡°the Services¡±) include a firm to support the Tuvalu Fisheries Department in a program to enhance Milkfish aquaculture in Vaitupu island and explore the options for extending it to at least one other island in the group. The duration of services will be provided over a period of four years, with an input of around 90 working days mainly spent in Tuvalu. The assignment is planned to start in April or May, subject to the availability of the consultant and the time required to conclude a contract.

¡¤ At least 3 years hands-on experience in aquaculture operations including small-scale systems;

¡¤ Good communication skills in English and experience of delivering training in that language;

¡¤ Ability to work in a remote island location as evidenced by previous assignments.

¡¤ Experience of extensive (low input) Milkfish production systems;

¡¤ Experience of work in Pacific Island countries.

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC¡¯s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME¡¯s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region¡¯s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The work of OFP and CFP are supported by the FAME Director¡¯s Office, which includes the Information Section, communications, and monitoring, evaluation and learning.

The role ¨C the Senior Finance Officer (GCF ¨C RTP) will be responsible for the provision of financial services to the GCF Regional Tuna Program (GCF-RTP) and supports the SPC shared services way of working through collaboration between central finance, FAME and GCF-RTP activities.

The key responsibilities of the role include the following:

Financial planning, monitoring, and reporting

??????? Support the Programme Coordinator in monitoring and reporting on the GCF-PMU portfolio including forecasting, pipeline analysis and monthly / quarterly / annual reconciliations.

??????? Maintain integrity and accuracy of financial data in the financial system within Navision and other systems.

??????? Support all aspects of financial management of the GCF-PMU portfolio through integrated programming, business planning and project management processes.

??????? Review grant acquittals for SPC posting, process journals and prepare donor reports as per donor requirements.

??????? Support financial monitoring and reporting across climate finance projects to meet with SPC and CI-GCF Unit requirements.

??????? Support the development and management of rolling and annual budgets.

??????? Ensure budget revisions and supervision align with donor guidelines.

??????? Ensure compliance with donor financial requirements and audits.

??????? Prepare and generate comprehensive monthly, quarterly, semi-annual, annual, and ad-hoc financial reports and analyses as required by the FAME Finance Team and/or CI-GCF.

??????? Monitor grants, letters of agreement, consultancy contracts and other recipients of financial flows within the GCF-RTP portfolio.

Compliance, risk management, business processes and financial management

??????? Support the implementation of appropriate systems and internal controls across the GCF RTP portfolio.

??????? Lead in the management of corporate financial risks to SPC within the GCF-RTP portfolio.

??????? Provide support to GCF-RTP staff and implementing partners on donor requirements in programme planning, delivery and financial administration.

??????? Collaborate with internal and external stakeholders where instances of internal control weaknesses are found and troubleshoot solutions to address them.

??????? Maintain an efficient information and records management system for the GCF-RTP in collaboration with GCF-PMU Programme Coordinator and implementing partners.

??????? Support the preparation of requests for proposals, requests for quotations and expressions of interest in line with SPC and donor requirements.

??????? Monitor project execution from the operational and financial perspective including making recommendations for the adjustment of project activities to ensure the execution rate matches the progress of time.

??????? Support preparation and monitoring of costed procurement plans and workplans, and lead on any required budget reallocation processes.

Coordination, partnerships and capacity building

??????? Liaise directly with internal and external stakeholders on project administration issues, country-specific financial policies and financial reporting matters

??????? Coordinate operational support and orientation for new GCF-RTP staff including provision of inductions, briefings, training and tools on finance and procurement policies and procedures, financial management, monitoring and reporting.

??????? Facilitate sharing of lessons learned and development of best practices for financial management within the GCF-RTP.

People management and mentoring

??????? Monitor the performance and workloads of staff members to ensure objectives are met.

??????? Ensure corporate requirements are met individually and as a team including the performance planning and assessment cycle and the requirements of finance, audit and risk reporting.

Salary, terms and conditions

?

Contract Duration ¨C This contract is budgeted for 3 years and is subject to renewal depending on funding and performance.

Remuneration ¨C the Senior Finance Officer (GCF ¨C RTP) is a band 10 position in SPC¡¯s 2025 salary scale, with a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,750¨C9,687 (USD 3,424¨C4,280; EUR 3,153¨C3,942). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C SPC provides a housing allowance of FJD 1,500¨C5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Program Background

Pacific Women Lead (PWL) is a five-year (2021-2026) AUD$170 million regional gender equality program funded by the Australian Government. As suggested by the program title, Pacific women lead the program, define the problems, identify solutions, and drive strategy through a Governance Board of eminent Pacific women and men with strong and diverse membership from across the region.?

The goal of PWL is: Pacific women and girls, in all their diversity to be safe and equitably share in resources, opportunities and decision-making with men and boys.

Implementation of the program is through complementary partnerships with SPC, targeted Pacific women-led civil society organisations, including Pacific Women¡¯s Funds, Governance Board discretionary funds and the Australian Department of Foreign Affairs and Trade (DFAT) bilateral and regional gender projects (including projects with Pacific civil-society, International Non-Governmental Organisations (INGOs) and United Nations (UN) agencies).?

The Government of Australia, through Australia¡¯s Palau Gender Equality Country Plan is funding a small research or contextual analysis on a topic which would benefit stakeholders, government partners, duty bearers and civil society. The contextualized and locally led research or analysis will contribute to enhanced knowledge and understanding of gender inequalities in Palau, build evidence, support culturally and gender sensitive policies and provide contextual awareness on interventions that can help Palau to meet national, regional and global development objectives, including the impending Micronesia Gender Equality Framework, the Sustainable Development Goals and the Convention on the Elimination of All Forms of Discrimination against Women.

  • builds evidence and supports the implementation of gender-transformative policies and programs that better reflect complexities and paradoxes of Palauan culture and traditions.

The role ¨C The Business Analyst will support the PIIC Advisor in the following: business process analysis and requirements; business central implementation, management & improvement; system upgrade and implementation of add-ons; finance system and process risk identification.

The key responsibilities of the role include the following:

Business process analysis and requirements

????? Map process workflows of significant finance business processes in consultation with process owners and operators.

????? Evaluate and analyse workflows for effectiveness and efficiency. Identify areas of internal control deficiency and recommend improvement actions. Use various data modelling techniques in these analyses.

????? Identify KPIs that may be useful to measure and track to report on efficiencies.

????? Develop key business requirements of each significant finance business process in consultation with the senior central finance team.

????? Match the business requirements of existing processes and systems and highlight gaps.

????? With guidance of the Finance Director and PIIC Advisor contribute to the continuous improvements of processes.

????? Support training of all users affected by the business processes and workflows.

Business Central (BC) implementation, maintenance and improvement

????? Be the project manager for the upgrade of the finance system from NAV17 to MS Dynamics Business Central.

????? Work closely with the PIIC Advisor to ensure a good working relationship with vendors and high-quality deliverables received from vendors on all SPC¡¯s requirements.

????? Develop internal documentation of BC to complement documentation that may be provided by the vendor.

????? Provide support to the central finance team as they undertake user acceptance testing and key user training.

????? Develop requirements around the support and maintenance of BC.

Finance system and process risk identification

????? Based on business process and workflow documentation, identify flaws in processes and system for each role ensuring separation of duties and relevant system access for all modules.

????? Conduct periodic reviews of systems and process to identify possibles risks.

????? Support any change in system.

Other general

????? Work closely with the other business analyst in the PIIC team to ensure their work is complementary and aligned to the overall team objectives.

????? Support the shared services approach / project.

????? Any other task that may be delegated.

????? Use low / no code tools to create small automatization / Apps / Dashboard for users with the help of ICT.

Qualifications

Remuneration ¨C the Business Analyst is a band 9 position in SPC¡¯s 2025 salary scale, with a starting salary range of SDR (special drawing rights) 3,209-3,915 per month, which converts to approximately XPF 469,027-572,250 (USD 4,268-5,207; EUR 3,930-4,795). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia ¨C SPC provides subsidised housing in Noumea. ??????Work with the business on management initiatives that may result in individual or collective consultation and/or redundancy, restructuring, ensuring best practice requirements and commercial imperatives are balanced so that ER risk is minimised.

??????Develop and deliver training programmes, in partnership with L&D to upskill managers unemployment legislation and the management of ER issues.

??????Actively work collaboratively with managers and staff to fully understand their needs and identify the proactive ER solutions necessary in achieving continuous improvement for relevant business areas.

??????Work in partnership with the SPC Legal Team/Governance, provide insight on our Manual of Staff and Policies.

Employee Relations Management

??????Lead the management of employee relations cases and investigations, including complex disciplinary processes, grievances and appeals.

??????Assess and advise on risk and proactively review ER trends and work in partnership with the HR Team and identify ER solutions that will continuously improve the management of ER challenges across the business.

??????Provide expert ER advice to business leaders, managers, employees and HR Teams on highly complex ER issues such as: absence, grievances, disciplinary, appeals, health issues, discrimination, harassment claims, tribunals etc.

??????Manage complex and/or long-term sickness cases including capability dismissals and act as key stakeholder with our Health Care supplier.

Leadership and management

Financial planning and analysis

????? Develop and utilize forward-looking, predictive models and activity based financial analysis to provide insight into the organization¡¯s operations and business plans, including financial requirements.

????? Under the authority of the DDG (O&I), prepare and coordinate the work of the SLT budget committee, the Investment Committee and lead the development of short, medium, and long-term financial plans and projections and the organization's annual budget.

????? Provide strategic advice to the DG, DDG (O&I) and governing bodies on SPC's financial position and strategy.

Financial policy, processes and procedures

????? Establish, in coordination with senior leadership, rules, procedures and methodology concerning preparation of the organization's budget and corresponding performance reports.

????? Issue the budget guidelines and coordinate the complete budget preparation process, including the integration of any additional information and tables required by senior leadership or requested by SPC¡¯s governing body.

????? Oversee treasury function including investments, cash forecast planning.

????? Ensure maintenance of appropriate internal controls and financial procedures.

????? Coordinate audits and oversee the proper custodianship of all financial documents/instruments.

Contract Duration ¨C This vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.

Remuneration ¨C the Director of Finance is a band 15 position in SPC¡¯s 2025 salary scale, with a starting salary range of SDR (special?drawing rights) 7,360-9,104 per month, which converts to approximately XPF 1,075,770-1,330,666 (USD 9,789-12,109; EUR 9,015-11,151). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

FAME¡¯s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). The role ¨C the Programme Management Unit Coordinator, GCF Tuna Programme will monitor overall implementation of the GCF Tuna programme; oversee and coordinate the reporting? and coordination of meetings for the GCF Tuna programme ensuring all reporting covers the work undertaken by SPC and the implementing partners (Forum Fisheries Agency (FFA) and Commonwealth Scientific and Industrial Research Organisation (CSIRO) and meets programme rules and requirements, plus coordinating the communication and gender/human rights activities across all components of the GCF Tuna programme.

The key responsibilities of the role include the following:

?

Responsible for all areas of monitoring implementation and reporting for the GCF-RTP to the CI-GCF Unit in line with the programme¡¯s objectives and reporting requirements

??????? Coordinates the reporting from the different components of the GCF-RTP to the PMU.

??????? Coordinates and writes the inception report for GCF-RTP.

??????? Liaises and works with FFA and CSIRO to gather the information needed for reporting on all GCF-RTP activities.

??????? Writes and compiles the GCF-RTP reports covering all GCF-RTP activities and finances to the CI-GCF Unit in line with the programme¡¯s objectives and timelines and the input received from partners.

??????? Arranges the semi-annual Programme Coordination Group (PCG) Meetings, the annual Steering Committee meetings, and inception workshop for the GCF-RTP and acts as the secretary to this group and other coordinating groups to produce the reports.

??????? Liaises with the CI-GCF Unit on a regular basis and provides comprehensive ad-hoc, quarterly, and annual reports and analyses as determined, and in the format required, by the CI-GCF Agency.

??????? Supports technical requirements, ensuring compliance with strict donor policies, which are subject to change over the course of Programme implementation.

Oversee the financial expenditure for the PMU, and disbursement of funds to other implementing partners

??????? Oversees the operations of the finance officer to ensure all financial reports are accurate and provided in a timely fashion.

??????? Ensures that funding requests are made to the CI-GCF Unit when the threshold expenditure is reached.

An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

The role ¨C?Team Leader ¨C Energy Security?is a senior position within the Georesources and Energy Programme of the Geoscience, Energy and Maritime Division. This position focuses on providing advice to Pacific Island countries and territories on policy and regulatory matters, and renewable energy and energy efficiency, spearheading and coordinating the implementation of the Framework for Energy Security and Resilience in the Pacific (FESRIP) and monitoring the region¡¯s progress on SDG 7, participating in GEP¡¯s resource mobilisation efforts, and coordinating SPC¡¯s effort in implementing PICTs Nationally Determined Contributions (NDCs) relating to energy transition. The position works with teams across the GEM Division in Climate Change and Resilience domains.

The key responsibilities of the role include:

Leadership and Management

  • Provide sound leadership to the Energy Security Unit (ESU); planning, prepare annual work plan and budget for the ESU.

SPC¡¯s governing body is the Conference of the Pacific Community, which is charged with establishing the high-level, strategic orientations of the organisation. It meets every two (2) years at the ministerial level. In years when the Conference does not meet, the Committee of Representatives of Governments and Administrations (CRGA) is empowered to make decisions on governance issues.

The Audit and Risk Committee (ARC) is a sub-committee of the Committee of Representatives of Governments and Administrations (CRGA). ARC assists the CRGA in fulfilling its oversight responsibilities of the financial reporting process, systems of internal control, audit, risk management, effectiveness and efficiency of operations, and compliance with legal and regulatory requirements.

The Audit and Risk Committee Charter and all SPC¡¯s governance documents can be found in the Pacific Community Governance Compendium.

The ARC consists of four (4) independent members, including the Chair, appointed by CRGA. None of the members can be staff of the Secretariat or have served as an employee of SPC within the last three (3) years.

The key responsibilities of the roles include the following:

Review of the financial statements

????? Consider whether the statements are complete, consistent with information known to Audit and Risk Committee members, and reflect the requirements of the International Public Sector Accounting Standards (IPSAS).

????? Review the financial statements with SPC¡¯s management team and external auditors.

????? Taking into account the findings of the external audit of the financial statements, consider any significant accounting or reporting issues, and all matters required to be communicated to the ARC under IPSAS.

Oversight of SPC¡¯s risk management functions

????? Keep under review the effectiveness of the risk management and mitigation processes, and internal control systems.

Oversight of external audit programme

The Human Rights and Social Development Division - For over 20 years SPC has operated as the region¡¯s pioneer in human rights and gender capacity building to Pacific states, institutions and civil society. Through a team of regional advisors and Country Focal Officers (CFOs) based in member states, it provides a comprehensive suite of policy and legislative advice, technical assistance and capacity building to support Pacific states to respond effectively to priority regional human rights priorities, such as gender equality, ending violence against women and children, disability rights, climate change and equitable, sustainable development.

The role ¨C the Social Citizenship Education Officer will provide support, coordination, monitoring and facilitation of? government and SPC¡¯s formal and informal education work at the national level. The role will be responsible for implementing SPC¡¯s component of the Pacific Partnership to End Violence against Women and Girls project in the Solomon Islands

?

The key responsibilities of the role include the following:

Country Plan Implementation

?????? In consultation with host Ministry and other relevant stakeholders, develops results-focussed, strategic, accurate and realistic annual and six-month work plans, M & E plan and budget.

??????? Ensures annual work plan is aligned to both the Pacific Partnership EVAWG project objectives and Solomon Islands national education priorities.

??????? Ensures effective implementation of activities and programs in the annual work plan.

??????? Maintains accurate financial records evidenced by accurate and compliant quarterly financial reports.

??????? Communicates with the MOET Supervisor on a weekly basis to plan work, implement and providing regular feedback.

??????? Provides monthly reports of work to the MOET and HRSD Supervisors.

??????? Communicates with Pacific Partnership EVAWG Project Coordinator (supervisor) on a fortnightly basis, at a minimum.

??????? Provides quarterly narrative and financial reports to SPC Pacific Partnership EVAWG Project Coordinator in Suva.

??????? Supports SPC Pacific Partnership EVAWG project activities at the country level.

??????? Research and updates Pacific Partnership EVAWG Programme Manager on education systems and practices changes in country in close consultation with Focal Person for Education.

Training and capacity building

?????? Coordinates in-country capacity development programs for pilot schools, Capacity building content includes human rights, gender equality and EVAWG.

??????? Delivers, with Suva staff and Country Focal Officer, capacity building programmes for schools and school communities, drawing on locally available resources and skills.

??????? Plans and implements appropriate training methodologies for child and adult learners.

??????? Implements a range of capacity building modalities to build the capacity of schools and school communities, for example through coaching, mentoring, technical assistance.

??????? Ensures M & E of capacity building interventions.

Providing Technical Assistance and Advice

?????? Provides advice and technical assistance (TA) to Host Ministry/Department of Education, in collaboration with SPC Suva staff, regarding the inclusion of human rights and gender equality education in schools.

??????? Provides coordination and TA to education committees working on the integration of human rights and gender equality education in schools.

??????? Identifies national education sector human rights and gender equality capacity needs through research, consultations and monitoring data.

??????? Contributes to the division communications and publications in relation to human rights and gender equality education.

??????? Maintains information flow through sharing of reports and resource materials on human rights and gender equality education in schools.

Networking and Partnership

?????? Represents SPC effectively at the national, level vis-¨¤-vis the Pacific Partnership EVAWG project;

??????? Shares information on Pacific Partnership EVAWG project progress and outcomes with key stakeholders.

An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Salary is subject to income tax.

The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

The role ¨C the Translator-Reviser (French) will be responsible for translating documents from English into French, revising/quality controlling translations and managing specific translation projects to enable SPC to operate as a bilingual organisation in compliance with its mandate so as to stimulate knowledge flows and for practical purposes.

?

The key responsibilities of the role include the following:

?

Translation and language pre-processing of documents

????? Produce translations and, most often, self-revised translations from English to French in a wide range of technical and scientific areas, as well as dealing with general SPC materials which may be highly sensitive and complex.

????? Pre-process and pre-translate, where needed, certain translation requests for work done in-house or outsourced.

????? Work in close collaboration with colleagues to ensure consistency and quality.

????? Abide by the principles of professional ethics and confidentiality.

????? Add the original document and its translation into the relevant Logiterm modules for the database to be updated.

?

Revision & Quality Control, and Support in managing freelancers

????? Process freelancers¡¯ queries on content and terminology on the day they are received, allowing translators to clarify issues before delivering their translations.?

????? Liaise with clients to clarify issues and provide answers to the freelancers¡¯ questions.

????? Revise translations from freelancers and in-house translators within the timeframe agreed with clients, covering a wide range of technical and scientific areas, as well as dealing with general SPC materials which may be highly sensitive and complex.

????? For freelancers¡¯ self-revised translations: perform basic or detailed quality control (QC) according to timeframe and/or requirements, with evaluation sheets filled in accordingly.

????? Provide feedback to freelancers in the week following the revision/QC.

????? Proofread selected publications and engage with the publications team or divisional teams for any changes required.

????? Ensure that translation requests are sent to freelancers, by working with the Administrative Assistants and serve as the reference point for freelancers.

????? Under the supervision of the Translation Coordinator/Reviser (French), take part in selection of freelancers, maintain a file on the quality of services provided by the freelancers selected as part of the Request for Proposals (RFP), and help prepare the freelance survey.

Translation project management

????? Prepare and manage complex translation projects (terminology, extensive project for outsourcing¡­), using both Logiterm and Trados Studio.

????? Ensure, from start to completion, follow-up on assigned translation projects, mainly from English to French, particularly in terms of meeting deadlines and communication with clients.

????? Track and update the status of tasks and requests in ServiceNow.

????? Under the supervision of the Translation Coordinator/Reviser (French), support the work to anticipate and monitor SPC Divisions¡¯ translation needs (technical meetings, reports, etc.)

Terminology and Support for the use and maintenance of translation tools

????? Help broaden the SPC terminology database by creating and processing terminology records in Logiterm.

????? Help manage terminology projects and tools.

????? Support the Translator-Reviser in charge of translation tool management, especially in their absence, and assist the translation team in using Trados Studio.

????? Develop tutorials/briefs on specific functionalities in Trados Studio to improve usage by internal staff and freelancers.

An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
