IOM Solomon Islands is developing a 60-page children's book to raise awareness about climate change and human mobility. Targeted at children aged 12 to 15 years, the book explores the causes, impacts, and adaptive solutions to climate change through the engaging narrative of 12-year-old Lily, her brother Lukas, and their Grandpa John, as they reflect on real-life experiences and family stories.

The selected designer will create approximately 20 illustrations (including front and back cover) that visually capture the book's key themes and make the story accessible and engaging for young readers. The scope of work includes designing the book's cover, all internal illustrations, and layouts, culminating in a print-ready file. All visuals should align with the book's context and messaging to ensure cultural and educational relevance in the South Pacific.

The?Land Resources Division (LRD)?provides effective expert scientific advice, capacity building and services on conservation, development and utilisation of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them. This mission is realised through four main thematic work areas, or pillars, and a progressively integrated approach to programming that works towards achieving SPC’s development goals.

The role –?Communications Officer?will be responsible for working closely with internal and external counterparts to ensure there is efficient and effective communications and suitable visibility of all activities, projects and programmes implemented by the SPC Land Resources Genetic Resources Pillar. The incumbent is also responsible for the development, dissemination and management of communication and knowledge products and for coordinating relevant communication-related events.

?

The key responsibilities of the role include:

?

Coordinate and manage visibility and communication

· Lead Pillar One’s contribution towards implementing the LRD and SPC’s communication strategies and plans for the relevant projects in collaboration with programme staff and project partners/countries.

· Develop appropriate content for media and communications products.

· Actively seek and secure opportunities to promote the work of the Genetic Resources Pillar through traditional media and social media.

· Provide visibility support for projects through relevant communication and medial platforms.

?

Coordinate and manage information and knowledge production

· Collaborate with the ICKM Adviser, LRD communications team and Knowledge Management officer on the management and production of knowledge products.

· Work with technical teams within the Genetic Resources Pillar and across projects and relevant divisions on the development and dissemination of technical briefs.

?

Support effective advocacy, outreach and new partnerships

· Establish and maintain linkages and relationships with relevant stakeholders, including media outlets.

· Promote links and collaboration with technical and communication teams across relevant SPC programmes and divisions.

· Provide support for LRD divisional communications and knowledge aligned to SPC and donor and partner communications guidelines.

· Work collaboratively with other LRD communications officers and the ICKM Adviser.

Contribute to the development of tools and approaches to support communication, visibility, and knowledge management

· Develop user-friendly tools and systems to support the Genetic Resources teams in communication and visibility.

· In consultation with the LRD Knowledge management officer and ICKM Adviser, develop user-friendly tools and systems to support the coordination of knowledge collation in line with the LRD ICKM strategy.

· A degree in a relevant field such as communications, journalism, media relations or equivalent body of knowledge and experience.

· At least 5 years communications related experience in a regional or international context.

Salary, terms and conditions

Contract Duration – Until 31 January 2028 –?subject to renewal depending on funding and performance.

Remuneration –?The Communications Officer is a band 8 position in SPC’s 2025 salary scale, with a starting salary range of 2,044?2,555 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,152–7,691 (USD 2,719–3,398; EUR 2,504–3,130).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

?

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,500–5,200 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Nauru-Australia Program on Economic Governance is seeking an experienced and motivated Deputy Secretary Treasury with a proven track record in public financial management, strategic fiscal advice and preparing government budget submissions.

About You

We are seeking candidates who can?demonstrate?a high degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources and overcome challenges. The ability to successfully build and manage relationships with a broad range of stakeholders is essential.

To be successful in this role, you will have tertiary qualifications in economics, accounting, finance, or a related discipline. You bring extensive experience in senior executive roles, including within a government treasury or finance department in a developing country. Your background includes providing strategic advice to government ministers and stakeholders on financial matters, preparing, monitoring, and reporting government budgets, and prioritising expenditure with an emphasis on transparent and accountable public financial management. The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC’s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME’s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region’s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The role – the Senior Finance Officer (GCF – RTP) will be responsible for the provision of financial services to the GCF Regional Tuna Program (GCF-RTP) and supports the SPC shared services way of working through collaboration between central finance, FAME and GCF-RTP activities.

The key responsibilities of the role include the following:

Financial planning, monitoring, and reporting

??????? Support the Programme Coordinator in monitoring and reporting on the GCF-PMU portfolio including forecasting, pipeline analysis and monthly / quarterly / annual reconciliations.

??????? Maintain integrity and accuracy of financial data in the financial system within Navision and other systems.

??????? Support all aspects of financial management of the GCF-PMU portfolio through integrated programming, business planning and project management processes.

Remuneration – the Senior Finance Officer (GCF – RTP) is a band 10 position in SPC’s 2025 salary scale, with a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,750–9,687 (USD 3,424–4,280; EUR 3,153–3,942). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,500–5,200 per month. Program Background

Pacific Women Lead (PWL) is a five-year (2021-2026) AUD$170 million regional gender equality program funded by the Australian Government. As suggested by the program title, Pacific women lead the program, define the problems, identify solutions, and drive strategy through a Governance Board of eminent Pacific women and men with strong and diverse membership from across the region.?

The goal of PWL is: Pacific women and girls, in all their diversity to be safe and equitably share in resources, opportunities and decision-making with men and boys.

Implementation of the program is through complementary partnerships with SPC, targeted Pacific women-led civil society organisations, including Pacific Women’s Funds, Governance Board discretionary funds and the Australian Department of Foreign Affairs and Trade (DFAT) bilateral and regional gender projects (including projects with Pacific civil-society, International Non-Governmental Organisations (INGOs) and United Nations (UN) agencies).?

The Government of Australia, through Australia’s Palau Gender Equality Country Plan is funding a small research or contextual analysis on a topic which would benefit stakeholders, government partners, duty bearers and civil society. The contextualized and locally led research or analysis will contribute to enhanced knowledge and understanding of gender inequalities in Palau, build evidence, support culturally and gender sensitive policies and provide contextual awareness on interventions that can help Palau to meet national, regional and global development objectives, including the impending Micronesia Gender Equality Framework, the Sustainable Development Goals and the Convention on the Elimination of All Forms of Discrimination against Women.

Financial planning and analysis

????? Develop and utilize forward-looking, predictive models and activity based financial analysis to provide insight into the organization’s operations and business plans, including financial requirements.

????? Under the authority of the DDG (O&I), prepare and coordinate the work of the SLT budget committee, the Investment Committee and lead the development of short, medium, and long-term financial plans and projections and the organization's annual budget.

Financial policy, processes and procedures

????? Establish, in coordination with senior leadership, rules, procedures and methodology concerning preparation of the organization's budget and corresponding performance reports.

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC’s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME’s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region’s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The work of OFP and CFP are supported by the FAME Director’s Office, which includes the Information Section, communications, and monitoring, evaluation and learning.

The role – the Programme Management Unit Coordinator, GCF Tuna Programme will monitor overall implementation of the GCF Tuna programme; oversee and coordinate the reporting? and coordination of meetings for the GCF Tuna programme ensuring all reporting covers the work undertaken by SPC and the implementing partners (Forum Fisheries Agency (FFA) and Commonwealth Scientific and Industrial Research Organisation (CSIRO) and meets programme rules and requirements, plus coordinating the communication and gender/human rights activities across all components of the GCF Tuna programme.

The key responsibilities of the role include the following:

Responsible for all areas of monitoring implementation and reporting for the GCF-RTP to the CI-GCF Unit in line with the programme’s objectives and reporting requirements

??????? Coordinates the reporting from the different components of the GCF-RTP to the PMU.

??????? Coordinates and writes the inception report for GCF-RTP.

??????? Liaises and works with FFA and CSIRO to gather the information needed for reporting on all GCF-RTP activities.

??????? Writes and compiles the GCF-RTP reports covering all GCF-RTP activities and finances to the CI-GCF Unit in line with the programme’s objectives and timelines and the input received from partners.

??????? Arranges the semi-annual Programme Coordination Group (PCG) Meetings, the annual Steering Committee meetings, and inception workshop for the GCF-RTP and acts as the secretary to this group and other coordinating groups to produce the reports.

??????? Liaises with the CI-GCF Unit on a regular basis and provides comprehensive ad-hoc, quarterly, and annual reports and analyses as determined, and in the format required, by the CI-GCF Agency.

??????? Supports technical requirements, ensuring compliance with strict donor policies, which are subject to change over the course of Programme implementation.

Oversee the financial expenditure for the PMU, and disbursement of funds to other implementing partners

The Pacific Community (SPC) invites applications for the position of Postdoctoral Researcher (Fisheries Science-biochronologies), in its Fisheries, Aquaculture and Marine Ecosystems (FAME) Division, located at its headquarters in Noumea, New Caledonia.

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC’s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME’s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region’s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The work of OFP and CFP are supported by the FAME Director’s Office, which includes the Information Section, communications, and monitoring, evaluation and learning.

The role – the Postdoctoral Researcher (Fisheries Science-biochronologies) will have responsibilities for providing technical support to the “Climate Science to Ensure Pacific Tuna Access” project activity “establish baseline biochronologies for important Pacific fisheries”.

?

The key responsibilities of the role include the following:

?

Applying laboratory methods to fish hard-parts to benchmark their biochronologies

??????? Lead laboratory analyses of fish hard-parts to estimate the vulnerabilities of species to the impacts of fishing and climate change.

?

Undertake standalone data analyses and prepare data for integration into population dynamics models and climate change analyses

??????? Contribute to establishing life-histories baselines for important Pacific fisheries.

??????? Contribute to the establishment and testing of candidate indicators that are robust measure of the impacts of climate change on the biological resources in the western and central Pacific Ocean.

??????? Provide regular progress updates on project activities to key fisheries staff in-countries and SPC Noumea.

??????? Participate in the reporting and communication processes for the projects.

?

Assisting with fast tracking the development of the Pacific Marine Specimen Bank to include/support sub-regional facilities that allow for in-situ processing and analyses of biological samples to support science and compliance needs

??????? Assist in the implementation of activities associated with FAME’s Pacific Marine Specimen Bank.

??????? Assist in the scoping the feasibility for establishing sub-regional facilities for in-situ processing of biological samples in SPC member countries.

?

Provide, and facilitate access to, fisheries information

??????? Work with and co-ordinate industry involvement in FAME research.

??????? Liaise and provide technical information to relevant agencies and partners, including local governments, fisheries agencies, NGOs, organization and communities.

??????? Support industry, stakeholder groups, agencies, and communities to be involved in FAME related initiatives.

Key selection criteria

Qualifications

??????? PhD degree in a relevant field such as natural resource management, fisheries science or equivalent body of knowledge and experience.

?

Technical expertise

??????? Proven expertise in quantitative fisheries or ecological sciences.

??????? Knowledge of statistical methods for data integration and analysis.

??????? Programming experience in R or Python, or similar high-level language for manipulating large volumes of data.

??????? Demonstrated technical report writing skills necessary to prepare technical reports and academic texts in English.

?

Language skills

??????? Excellent communication in English.

??????? Well-developed technical and executive communication skills required to interact with senior officials from member countries and non-member countries involved in tuna fisheries of the Western and Central Pacific Ocean.

?

Interpersonal skills and cultural awareness

??????? Proven ability to work as part of an inter-disciplinary and/or multi-cultural team

??????? Knowledge of Pacific Island countries and territories is an advantage.

Salary, terms and conditions

?

Contract Duration This contract is budgeted until 31 December 2026.

?

Remuneration – the Postdoctoral Researcher (Fisheries Science-biochronologies) is a band 10 position in SPC’s 2025 salary scale, with a starting salary range of SDR (special drawing rights) 3,568-4,364 per month, which converts to approximately XPF 521,491-637,777 (USD 4,745-5,804; EUR 4,370-5,345). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

The role – the Head of IKM, Language, and Publishing Services will provide strategic leadership, resource management, work planning, and service management for SPC’s Knowldedge Management, Translation, Interpretation, Publishing, Libraries and Registry teams.

Qualifications

????? Master’s degree in information or knowledge management, public sector management, business administration, language and linguistics or another academic discipline related to the substantive work of the Information Services department or equivalent body of knowledge and experience

Technical expertise

????? 15 years of relevant experience, including 10+ in a managerial role

????? Demonstrable experience managing publishing, language and/or knowledge management teams

????? Strong relationship management, influencing and engagement experience and success in leading teams of professionals

????? Senior experience in resource management, planning and budgeting

????? Corporate service delivery

????? Project management and delivery skills

????? A good understanding of the challenges driving knowledge management practices across an organisation

Contract DurationThis vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.

Remuneration – the Head of IKM, Language, and Publishing Services is a band 14 position in SPC’s 2025 salary scale, with a starting salary range of SDR (special?drawing rights) 6,299-7,777 per month, which converts to approximately XPF 920,650-1,136,756 (USD 8,378-10,344; EUR 7,715-9,526). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
