The Opportunity

The University of the South Pacific seeks to fill the position of Assistant Lecturer (Biology) in the School of Agriculture, Geography, Environment, Ocean and Natural Sciences (SAGEONS). The appointee will contribute to the teaching of undergraduate courses across the Biology curriculum and will be expected to contribute to the course review and development. The appointee will contribute to the school’s postgraduate programmes, supervise research students, and will be expected to undertake research in his/her area of expertise, and publish the resulting findings in reputable scientific journals. The appointee will also be expected to successfully attract research grants (from internal & external sources) in the thematic area of research and support the University’s mission and goals as set out in the current University Strategic Plan. The appointee will also assist with other tasks assigned by the Head of School.

The appointee must have research publications that meet the University’s Quality of Research (QoR) criteria at the appropriate academic level.

General Standard

i) An Assistant Lecturer is expected to make contributions to the teaching effort of the University, particularly at undergraduate level and to carry out activities to develop their scholarly, research and/or professional expertise relevant to the profession or discipline.

ii) An Assistant Lecturer is expected to demonstrate excellent communication skills, and the ability to network effectively and interact with a diverse range of students and staff.

Specific Duties

Specific duties required of an Assistant Lecturer?may?include:

i) the conduct of tutorials, practical classes, demonstrations, workshops, student field excursions, clinical sessions, and/or studio sessions,

ii) involvement under guidance of a senior academic, in professional activities like: development and production of subject material with appropriate guidance from the subject or course coordinator; preparation and delivery of lectures and seminars; marking and assessment primarily connected with subjects taught; academic counselling and consultation with students; conduct of individual and/or collaborative research; and developing a respectable publications record,

iii) coordinating a subject or course when skills and experience demonstrate this capacity,

iv) administrative functions primarily connected with subjects or courses taught, and

v) attendance at School/Institute meetings, and/or membership of committees.

An Assistant Lecturer will work with support and direction from senior academic staff with an increasing degree of autonomy as the academic gains in skill and experience.

i) a postgraduate degree (Masters/PhD) in a relevant discipline; or

The?Geoscience Energy and Maritime (GEM) Division?provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are four (4) areas of scientific programming within this division:

1.?????Oceans and Maritime Programme (OMP)?– assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.

The role –?Manager – Programming, Partnerships, Learning and Innovation?will support the integrity, coherence and innovation of work delivered by SPC’s Geoscience, Energy and Maritime Division. This role includes high-level leadership and management oversight, coordination including planning, development of effective integrated approaches across a large team, partnership development with key strategic stakeholders and innovative learning practices in practical and achievable ways across our entire team. It will support the quality and effectiveness of GEM’s work through the development of systems, and provision or brokering of technical and practical support, for rigorous design/planning, evidence-based partnerships for impact, programs and influencing/engagement work.

The key responsibilities of the role include:

Leadership and Programme Management

??????Provide people leadership, engagement, strategic and operational guidance to contribute to the effective delivery of all projects and programmes within the technical programme.

??????Design, implement and effectively deliver annual work plans and work plans visualised through effective systems (dashboards) for GEM within budget and in accordance with established targets, results and outcomes.

??????Provide supervision of project level reporting and reviews to ensure Programme/project activities and budgets are executed in accordance with contractual requirements and approved budgets.

??????Ensure that planning monitoring, evaluation, reflection and learning (PMEL) activities and methods and are incorporated into project implementation and service delivery.

Systems and People

??????Support the development of a strategic culture across the Communications, Engagement, Monitoring, Evaluation and Learning capabilities in the Division and drive resourcing for increased capabilities in data visualization, data science and behaviour change alongside colleagues.

Integrated Program Delivery

??????Drive the development of a systematic and practical culture of integrated programming and shared success through best-practice approaches and participatory manners.

??????Lead coordination mechanism for GEM’s internally focused objective ‘efficient and effective GEM programmes strategically resourced’ and will be responsible for the change-management required to drive genuine, programmatic, culturally informed and coherent processes with the support of the Directors Office within the Division.

Remuneration?– The?Manager – Programming, Partnerships, Learning and Innovation?is band 13 position in SPC’s 2025 salary scale, with a starting salary range of 4,087?5,109 SDR (special drawing rights) per month, which currently converts to approximately FJD 12,302–15,377 (USD 5,436–6,795; EUR 5,007–6,258).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

The?Public Health Division (PHD)?supports member countries in attaining healthier Pacific Island people and communities by helping in public health surveillance, prevention and control of communicable and non-communicable diseases (NCD) and support for laboratory and clinical services. The primary areas of focus of the division are to provide scientific and technical assistance and support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent diseases, restore, and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services as highlighted in the PHD Business Plan. The PHD is comprised of five programmes: Surveillance, Preparedness and Response Programme (SPRP), NCD Prevention and Control Programme (NCDP) and Clinical Services Programme (CSP), Laboratory Strengthening Programme (LSP) and Health Integration and Innovation Programme (HIIP).

The role –?Principal Adviser – Health Policy and Research?take a leadership role in advancing public health policy development and implementation, leading health operational research and driving the production and dissemination of high-impact research to inform evidence-based decision-making across the PHD, and at the national and regional level. Specifically, this role involves developing regional frameworks, coordinating national and regional policy formulation, conducting in-depth policy and regulatory gap analyses, and leading key operational research initiatives across PHD division and at the regional level in collaboration with health and non-health sectors, and policy makers in the region.

?

The key responsibilities of the role include:

?

Lead health policy development and implementation

· Take the lead in driving public health policy formulation across PHD and in the Pacific region in key areas including NCDs, diseases surveillance, health information systems, health and climate resilient programs, clinical services, and laboratory systems, ensuring alignment with regional health priorities and global standards.

· Lead in supporting PICTs in adopting and implementation regional frameworks, guidelines, and strategies for public health policy.

· Provide leadership in working with government counterparts in PICTs to strengthen public health policy through stakeholders’ consultations and facilitation, including working with civil society, SPC divisions, development partners and communities.

· Oversee policy reviews and gap analyses to identify priority areas for policy enhancement, ensuring consistency with national and regional goals.

· Build strategic partnerships and collaborate across sectors, such as health, education, trade, agriculture, and environment at the national and regional level through the Pacific Heads of Health, Health Ministers and Forum Leaders meetings.

Lead operational research on public health for evidence-based policy

· Lead the coordination and implementation of operational research initiatives across SPC’s public health programmes, ensuring they address priority health issues.

????????Take the lead in translating research findings into evidence-based policies, ensuring results are incorporated into public health programme strategies and technical documents.

· Develop and lead the implementation of a regional operational research agenda, prioritizing areas including NCDs, infectious disease, climate change impact on health, and health system strengthening.

· Foster high-level partnerships with academic institutions, research organizations, and development partners to support collaborative research and capacity building.

· Lead the development of manuscripts and submission of research findings to peer-reviewed journals in collaboration across SPC programmes, PICTs and partner institutions.

Capacity building, resource mobilisation and technical assistant

· Lead resource mobilisation efforts by identifying funding opportunities and preparing proposals to support operational research and operational research initiatives.

· Advocate for increased investment in public health research and policy through high-level policy dialogues and ministerial meetings.

· Develop resource materials, toolkits, and training modules for policy development and analysis and operational research.

· Strengthen research and policy development capacity by providing technical assistance, training, and mentorship to national health teams.

· Facilitate workshops and regional forums to build skills in public health research, policy analysis, and evidence-informed decision-making.

· Support the development of national operational research frameworks and ethical oversight mechanisms.

Coordinate and facilitate knowledge sharing

· Facilitate the dissemination of research findings through policy briefs, technical reports, scientific publications, and presentations at regional and international forums.

The Land Resources Division (LRD)?provides effective expert scientific advice, capacity building and services on conservation, development and utilisation of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them. This mission is realised through four main thematic work areas, or pillars, and a progressively integrated approach to programming that works towards achieving SPC’s development goals.

The role -?Pacific Plant Protection Organisation Coordinator?will play a pivotal role in supporting plant protection efforts and the PPPO’s mission to protect and enhance plant health, biosecurity and phytosanitary standards compliance in the Pacific region. This leadership position involves managing administrative functions of the PPPO Secretariat, facilitating communications, and ensuring the smooth operation of the organisation’s initiatives, events, and programs. The position will serve as a key liaison between member countries, partners, and stakeholders, promoting collaboration and sharing best practices in plant protection and biosecurity, sanitary and phytosanitary standards (SPS).

The key responsibilities of the role include:

?

Administrative oversight

??????Provide high-level administrative support to the Director LRD, Program Lead of Markets for Livelihoods, Chair/Vice Chair of PPPO, the ExCo and the Regional Technical (Full) Board.

??????Draft, review, and edit correspondence, reports, and documentation as required.

??????Ensure the maintenance of web pages, up-to-date filing systems, both electronic and hardcopy of PPPO reports, publications, etc. for easy retrieval of information.

??????Lead the planning and compilation of concept notes, meeting announcements and organisation of meetings and workshops.

?

Communication and liaison

??????Act as the primary PPPO point of contact for internal and external stakeholders, including Member Countries, international organizations, regional development partners and NGOs.

??????Ensure dissemination of all IPPC communication to Members and correspond/liaise with other RPPOs in progressing plant health and biosecurity priorities or other matters of mutual interest

??????Coordinate and facilitate communication among Member States, ensuring timely distribution of information, meeting minutes, reports, and relevant documentation.

??????Organise and manage meetings, conferences, Talanoa sessions and workshops, including logistics such as venue selection, agenda preparation, and participant coordination.

Technical advice, strategic planning and support

??????Provide leadership as well as scientific and technical support to PPPO.

??????Lead the formulation and implementation of PPPO’s strategic objectives and work plans.

??????Lead the development of policies, guidelines, and protocols related to plant protection and biosecurity in the Pacific region including regional standards and support the review of national legislations, regulations and policies to align with international standards.

??????Coordinate the preparation of discussion documents and concept papers on regional and international phytosanitary issues critical to PPPO.

Project management, programming and coordination

??????Monitor ongoing projects and initiatives, ensuring they align with PPPO’s strategic goals and objectives.

??????Assist project leaders by providing administrative support, tracking progress, and compiling reports.

Qualifications

??????Degree in agriculture or related field (e.g., agronomy, biology, plant protection, plant pathology, entomology, biosecurity) or equivalent body of knowledge and experience.

Technical expertise

??????At least 5 years work?experience in administrative, secretarial or project management role, preferably in an international or non-profit setting, including work experience in national plant protection setting.

??????Practical experience with PPPO and IPPC standard setting and other activities.

??????Demonstrated experience in scientific research and development as well as project. writing/resource mobilisation in Biosecurity SPS.

??????Knowledge in addressing Biosecurity and SPS non- compliance issues, bilateral/multi-lateral negotiations and technical report writing.

??????Strong communication skills, creative thinker and ability to work independently and within a multicultural team.

Salary, terms and conditions

?

Contract Duration?–?Until 31 March 2027??subject to renewal depending on funding and performance.

Remuneration?– The?Pacific Plant Protection Organisation Coordinator?is band 10 position in SPC’s 2025 salary scale, with a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,750–9,687 (USD 3,424–4,280; EUR 3,154–3,942). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji –?SPC provides a housing allowance of FJD 1,500–5,200 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Role

The Role
The MEL Officer is responsible for supporting the design and implementation of Pacific Australia Skills quantitative data collection and analysis systems.

The role’s focus is on designing and implementing student and employer surveys, including course feedback surveys, graduate tracer surveys, employer engagement surveys, and longitudinal surveys. The MEL Survey Officer will ensure data collection, storage and analysis is high quality, ethical and secure.

The Role

The MEL Manager is responsible for the design, implementation and management of a high quality monitoring, evaluation and learning system for PASP.

The position will ensure PASP is able to demonstrate its results to stakeholders, including DFAT, through the collection, use and reporting of evidence from monitoring and evaluation activities. The MEL Manager will also work closely with senior leaders in PASP to ensure evidence is available to inform robust decision making.

Roles and Responsibilities

· MEL Plan and System: In collaboration with internal stakeholders and DFAT, design and implement a rigorous MEL Plan and System which meets the evidence and decision making needs of key stakeholders. The MEL Plan and System should be consistent with DFAT’S Design, Monitoring and Evaluation Standards and integrate GEDSI considerations throughout.

· Data Collection & Analysis: Design and oversee qualitative and quantitative data collection, including graduate and employer surveys. Ensure data is securely stored in appropriate databases and that high quality analysis of data is undertaken.

· Planning and Reporting: Lead the preparation of Annual Plans and MEL reports for DFAT and other stakeholders as required. Annual Plans and Reports should meet DFAT’s performance reporting requirements, including on GEDSI.

· Adaptive Management & Learning: Facilitate reflection sessions, learning events, and knowledge-sharing activities to integrate MEL insights into program improvement. Ensure the PASP senior management team has access to rigorous, succinct data to inform evidence-based decision making. Oversee an ongoing process of testing, refining and further developing the program theory of change and its key assumptions.

· Capacity Building: Oversee MEL capacity building support to Pacific Australia Skills partners, assisting them to develop robust systems to capture graduate numbers, implement graduate and employer satisfaction surveys, and integrate GEDSI considerations.

· Management and coordination: Manage a small team of staff to implement the MEL Plan and System. Build strong relationships with Pacific Australia Skills country offices and other staff, supporting their work with partners and coordinating country-based data collection.

· Evaluation & Research: Commission evaluations and research studies on specific topics, as required.

The Role

The MEL Coordinator is responsible for supporting implementation of the Pacific Australia Skills Monitoring, Evaluation and Learning Plan and System.

The role’s focus is on coordinating Pacific Australia Skills reports, qualitative data collection and analysis, and facilitating learning and program improvement.

· MEL Plan and System: Assist the MEL Manager and Assistant Manager to design and implement a rigorous MEL Plan and System for PASP which integrates GEDSI considerations throughout.

· Qualitative Data Management: Support the design of qualitative data collection processes, such case studies and organisational capacity assessments. Under the direction of the MEL Manager, collect and analyse qualitative data to inform reporting, decision-making and program improvement. Ensure data is securely stored in appropriate databases.

· Coordination & Reporting: Support the preparation of Annual Plans and MEL reports for DFAT and other stakeholders. Coordinate the input of country offices and other PASP teams to reports.

· Adaptive Management & Learning: Assist with facilitation of reflection sessions, learning events, and knowledge-sharing activities to integrate MEL insights into program improvement. The Role

The Country Director will be responsible for establishing and maintaining relationships and partnerships with diverse stakeholders, the day-to-day management and technical oversight of the program including all aspects of country portfolio performance and operations.? The Country Director is the primary liaison between the country team and DFAT Post. The Role

Reporting to the Senior HR & Recruitment Manager, the HR & Recruitment Coordinator will coordinate and support the HR & Recruitment functions across the program.???The role will provide day-to-day support to the recruitment of program personnel and technical area experts throughout the Pacific Region and Timor-Leste.??The position will also be responsible for coordinating and supporting recruitment activities for Pacific Australia Skills regional offices.

The Role

The MEL Manager is responsible for the design, implementation and management of a high quality monitoring, evaluation and learning system for PASP.

The position will ensure PASP is able to demonstrate its results to stakeholders, including DFAT, through the collection, use and reporting of evidence from monitoring and evaluation activities. The MEL Manager will also work closely with senior leaders in PASP to ensure evidence is available to inform robust decision making.

Roles and Responsibilities

· MEL Plan and System: In collaboration with internal stakeholders and DFAT, design and implement a rigorous MEL Plan and System which meets the evidence and decision making needs of key stakeholders. The MEL Plan and System should be consistent with DFAT’S Design, Monitoring and Evaluation Standards and integrate GEDSI considerations throughout.

· Data Collection & Analysis: Design and oversee qualitative and quantitative data collection, including graduate and employer surveys. Ensure data is securely stored in appropriate databases and that high quality analysis of data is undertaken.

· Planning and Reporting: Lead the preparation of Annual Plans and MEL reports for DFAT and other stakeholders as required. Annual Plans and Reports should meet DFAT’s performance reporting requirements, including on GEDSI.

· Adaptive Management & Learning: Facilitate reflection sessions, learning events, and knowledge-sharing activities to integrate MEL insights into program improvement. Ensure the PASP senior management team has access to rigorous, succinct data to inform evidence-based decision making. Oversee an ongoing process of testing, refining and further developing the program theory of change and its key assumptions.

· Capacity Building: Oversee MEL capacity building support to Pacific Australia Skills partners, assisting them to develop robust systems to capture graduate numbers, implement graduate and employer satisfaction surveys, and integrate GEDSI considerations.

· Management and coordination: Manage a small team of staff to implement the MEL Plan and System. Build strong relationships with Pacific Australia Skills country offices and other staff, supporting their work with partners and coordinating country-based data collection.

· Evaluation & Research: Commission evaluations and research studies on specific topics, as required.

The MEL Coordinator is responsible for supporting implementation of the Pacific Australia Skills Monitoring, Evaluation and Learning Plan and System.

The role’s focus is on coordinating Pacific Australia Skills reports, qualitative data collection and analysis, and facilitating learning and program improvement.

· MEL Plan and System: Assist the MEL Manager and Assistant Manager to design and implement a rigorous MEL Plan and System for PASP which integrates GEDSI considerations throughout.

· Qualitative Data Management: Support the design of qualitative data collection processes, such case studies and organisational capacity assessments. Under the direction of the MEL Manager, collect and analyse qualitative data to inform reporting, decision-making and program improvement. Ensure data is securely stored in appropriate databases.

· Coordination & Reporting: Support the preparation of Annual Plans and MEL reports for DFAT and other stakeholders. Coordinate the input of country offices and other PASP teams to reports.

· Adaptive Management & Learning: Assist with facilitation of reflection sessions, learning events, and knowledge-sharing activities to integrate MEL insights into program improvement. Contribute to an ongoing process of testing, refining and further developing the program theory of change and its key assumptions.

· Capacity Building: Support MEL capacity building for PASP’s TVET partners, assisting them to develop appropriate systems for reporting and learning.

· Evaluation & Research: Support the implementation of evaluations and research studies on specific topics, as required.

· Contribute to developing harmonious working relationships with DFAT, colleagues and key stakeholders, and assist to build the profile and reputation of PASP as a high performing support program.

· As a member of the Pacific Australia Skills team, contribute to: program strategy development and work planning; integration of GEDSI, First Nation perspectives, environmental considerations and other cross-cutting issues; fostering of a collaborative team; and measurement of results and production of reports.

Essential Experience and Knowledge

· Bachelors or Masters degree in research, MEL, social sciences, international development, or related field.

· Minimum 3-5 years of experience in MEL, including writing and coordinating reports.

The Programme Adviser Private Sector and Labour Mobility role will provide high level analysis and policy advice on the various regionalism priorities, as determined through the Pacific Islands Forum decision making processes, and in support of the 2050 Strategy for the Blue Pacific Continent Implementation Plan (2050 IP). Result of Service

The objective of this consultancy is to work closely with the national team, led by FBOS, to follow up on project deliverables, oversee administrative tasks, provide technical assistance and tailored country-specific advice for the project implementation, and facilitate communication between the core national team, other national stakeholders/collaborators, international consultants and DESA staff to achieve a shared outcome and common goals under the project. The consultant will report to DESA through UNSD staff designated as his/her Supervisor.

Work Location

The consultant will be based in Suva, Fiji. The consultant will be required to work at the government’s office. The host government entity will be responsible for the provision of the workspace. DESA will not be responsible for the cost associated with the provision of the workspace. Until the workspace is provided, the consultant will be home-based in Suva, Fiji. Travel or commute time to and from United Nations Headquarters, as well as related expenses, will not be covered as part of the consultancy. Until the required visa/work permit is acquired, the consultant will work remotely from his/her home country.

Expected duration

The consultant will work part-time in the period 1 May 2025 to 31 October 2025, with the possibility of extension.

Duties and Responsibilities

Background and objective

?

Data and statistics are essential in understanding, managing and mitigating the economic, environmental, and human and social external shocks and stressors and for designing appropriate responses and accelerated actions to put countries back on track to achieving the SDGs. Almost 10 years after the adoption of the 2030 Agenda for Sustainable Development, countries still rely on out-of-date and incomplete statistics to inform implementation and review progress. SIDS, in particular, are facing a unique set of challenges. These are well documented and? are underlined in the recent “Antigua and Barbuda Agenda for Small Island Developing States (ABAS): A Renewed Declaration for Resilient Prosperity”, the Sendai Framework for Disaster Risk Reduction, the Addis Ababa Action Agenda (AAAA), the Paris Agreement and the 2018 OECD report “”, These documents all recognize that improved data collection and statistical analysis are required to enable SIDS to effectively plan, follow up on, evaluate the implementation of and track success in attaining the SDGs and other internationally agreed development goals.?

?

To support SIDS to address their data capacity challenges, DESA’s United Nations Statistics Division (UNSD) and the SIDS Unit of the Division for the Sustainable Development Goals (DSDG) have jointly developed the project Data for SIDS (DATAS), with the overall objective of strengthening the capacities of national statistical systems to produce and disseminate better and more timely data and statistics to inform decision making through four interconnected components; (i) national data governance and coordination; (ii) national data production and availability; (iii) national data dissemination and reporting and; (iv) SIDS to SIDS collaboration and experience exchange. This will accelerate the country’s progress towards achieving the Sustainable Development Goals (SDGs) while pursuing national development objectives.?

?

DATAS will bridge data and information gaps in priority areas identified by the country by improving human and institutional capabilities for collecting, producing and integrating data from across the data ecosystem to publish more timely and granular indicators and statistics. It will also support national statistical offices (NSOs) in their efforts to collaborate with other government entities and partners to obtain and maintain access to non-traditional data sources to increase timeliness and granularity of statistical information.

?

The work will, overall, take the same work approach as the Data for Now initiative, currently implemented by UNSD. The Data for Now initiative (Data4Now), co-led by the United Nations Statistics Division (UNSD), the World Bank, the Global Partnership for Sustainable Development Data (GPSDD), United Nations Development Programme (UNDP), and the Sustainable Development Solutions Network (SDSN), aims to support countries in developing their capacities to deliver the information needed by local and national policy and decision makers to achieve the 2030 Agenda. To this end, it supports members of the national statistical systems in participating countries to collaborate more effectively with local, national and global partners from intergovernmental organizations, academia, civil society and the private sector, in order to leverage innovative sources, technologies and methods for the streamlined production and dissemination of better, more timely and disaggregated data for sustainable development. The goal is to integrate new methods, data sources, and technologies into existing national statistical systems, explicitly not to create parallel data infrastructures at the country level.

?

To implement the DATAS initiative, through the project “Supporting informed decision making through the DATA for Small Island Developing States (SIDS) initiative (DATAS)” funded by the Government of Ireland, DESA is seeking a consultant to provide assistance to the Fiji Bureau of Statistics (FBOS) in Fiji and other members of the National Statistical System to coordinate and implement activities related to:?

?

????????????????????? Strengthening intra-governmental collaboration, with particular focus on identified project priority areas, contributing to the DATAS initiative and enabling increase availability, quality and timeliness of disaggregated data under prioritized areas.

????????????????????? Stakeholder engagement with key producers and users of data across the national statistical system to ensure a common understanding and agree on roles and responsibilities and increase data uptake in decision-making?

????????????????????? Improving capacities of national statistical offices and other members of the National Statistical Systems to independently and sustainably reproduce, update, and improve high-quality, timely and disaggregated data on key areas related to specific Sustainable Development Goals and Targets.

????????????????????? Streamlining workflows based on data sharing agreements and collaboration for data integration among the various members of the national statistical systems in target countries.?

????????????????????? Strengthening data integration and data management capabilities, including cloud technologies, interoperability standards, and data linkage/matching methods, and modernization of IT infrastructure necessary to handle the data sources and implement the methods, based on the IT infrastructure of the FBOS.

????????????????????? Strengthening capacity of national staff in statistical estimation and data science methods to produce specific statistical indicators on the areas of priority.?

????????????????????? Validating and documenting statistical indicators produced on the areas of priority.

????????????????????? Increasing skills and knowledge on data quality, including data and metadata standardization, exchange, and validation methodologies.

????????????????????? Ensuring quality of source data and methods to produce statistical indicators on the areas that the country has identified as a priority (related to the Sustainable Development Goals and targets).

????????????????????? Strengthening capacity of national staff to disseminate and communicate disaggregated and high-frequency SDG-related data, including through web-based, integrated, and open access to national SDG datasets, as well as data visualizations, maps, dashboards, data stories and other analytic products.

?

The activities highlighted above require close collaboration across multiple organizations contributing to a wide range of data assets, technologies, skills, knowledge and expertise. They also require close coordination between the DATAS national team led by FBOS and representatives of DESA’s UNSD and SIDS unit, GPSDD, the World Bank, UNDP and SDSN, as well as the Resident Coordinator’s Office (RCO), UN country team, donors and other international partners supporting statistical development initiatives in the country.

?

Work assignment

?

Specifically, the work assignment will involve the following:

?

  • Under the guidance of FBOS and DESA focal points, liaise with, and support, the core national team (led by the FBOS), other national stakeholders/collaborators (including representatives from the government agencies, international organizations, academia, civil society and private sector, etc.), international consultants (technical consultants, methodological experts, etc.) hired by the project, and DESA staff for effective delivery of training and advisory services under the project.
  • Develop and monitor a detailed plan of activities, specifying key outputs and timelines, as well as responsible focal points, under the guidance of the FBOS project focal points and in close consultation with the core national team, DESA staff as well as the RCO, UN Country Team, UN Regional Commission and other development partners in-country.
  • Provide translation between English and local language during informal meetings and working level documents for the project implementation when and where this is necessary.
  • Provide technical advice for increased stakeholder engagement and collaboration under prioritized areas.
  • Maintain regular communications with the focal points of each topic to identify bottlenecks in the processes and needs in time.
  • Coordinate workshops and training sessions in consultation with the FBOS and the DESA.
  • Identify opportunities for outreach and advocacy in-country and regionally and develop communication materials for user engagement activities aimed at integrating key outputs of the project in the policy process and advocacy.
  • Develop communication advocacy materials for outreach and advocacy laying out the project’s value proposition, including data stories and social media content.
  • Foster accountability and coordination through the issuance of monthly progress reports, which highlight the current state of the agreed deliverables and suggesting outreach activities, to both the DESA and FBOS staff. The reports are also a tool for coordinating activities within the country team and will be shared with the Director General of the National Statistical Office, the UN Resident Coordinator Office, and the DATAS and Data For Now core team.
  • Prepare comprehensive progress report to be submitted to the Government of Ireland and to the United Nations for monitoring and reporting purposes every 6 months of the project.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in development studies, economics, international relations, public administration, or a related field. A bachelor’s degree in combination with seven (7) years of experience may be accepted in lieu of an advanced degree.

A minimum of five (5) years of progressively responsible experience in social sciences, including statistics or economics, or a related field is required.

?

Good knowledge of national planning processes in Fiji and the landscape of development partners in the country is required.

?

Experience in project coordination or management, and stakeholder engagement in statistics or related area is required.

?

Knowledge of the Sustainable Development Goals and national efforts to implement them is desirable.

?

Experience in developing statistical capacities, engaging with national governments, is desired. Experience working with National Statistical Offices is desirable.

Position Description

This role will be working with the Revenue Department of the Treasury Division, within the Government of Kiribati’s?Ministry of Finance and Economic Development (MFED)?in Tarawa, Kiribati. MFED and all relevant Ministries will support this role to ensure that the scoping of the current Revenue Management System (RMS) captures the gaps and the needs of the Government of Kiribati. This will include a process that will be consultative and transparent.

The Tax Commissioner will be responsible for ensuring that the Consultant coordinates and liaises with relevant personnel and Ministries.? This may include providing an office space for the Consultant and accompanying the Consultant to relevant meetings.

The purpose of this scoping work would be to determine what work needs to be completed to ensure a successful upgrade of the RMS, the timeframe, and budget. The overall objective is to plan for a smooth operation of an upgrade of the current RMS, within MFED. These in turn will support public financial management reforms for improved service delivery in Kiribati.

Relationship management, performance management and reporting

The Revenue Management Systems Consultant will report to the First Secretary, DFAT, and the Partnerships Platform Country Lead, with performance management undertaken jointly by these parties and the DT Global Contractor Representative.
