The?Land Resources Division (LRD)?provides effective expert scientific advice, capacity building and services on conservation, development and utilization of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them. This mission is realized through four main thematic work areas, or pillars, and a progressively integrated approach to programming that works towards achieving SPC*s development goals.

The role?每?Laboratory Technician 每 Germplasm Health (x2)?will assist the Associate Scientist 每 Germplasm Health with the functions of the CePaCT*s Molecular Lab and Germplasm Health Unit (GHU) in order to meet a number of key outputs as per recommendations of the Crop Trust Review team which the new CePaCT Business Plan also supports.?The position will assist with activities related to germplasm health unit and the molecular facilities to ensure that international standards are maintained.

The key responsibilities of the role include:

Virus indexing

??????Conduct virus indexing of CePaCT crop accessions as allocated by the Associate Scientist 每 Germplasm Health.

??????Conduct multiplication of clean virus tested crop accessions.

??????Ensure labelling of CePaCT accessions with the correct health status.

??????Maintain and update health testing record book and online databases as required by the Associate Scientist 每 Germplasm Health.

?

Virus sanitation?

??????Carry out virus sanitation research as directed by the Associate Scientist 每 Germplasm Health.

??????Perform a virus clean up on infected materials.

?

DNA fingerprinting

??????Build numbers for the crop accessions for DNA fingerprinting.

??????Extract DNA from the allocated accessions for DNA fingerprinting.

?

Support the efficient and effective functions of CePaCT

??????Assist with the conservation and distribution of CePaCT crops upon request.

??????Monitor virus indexing crops in the PEQ.

??????Assist in the sourcing of equipment*s and consumables.

??????Assist in the upkeep of overall CePaCT lab hygiene.

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC*s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME*s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region*s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The work of OFP and CFP are supported by the FAME Director*s Office, which includes the Information Section, communications, and monitoring, evaluation and learning.

The role 每 the Projects Officer will provide support to the MFAT Funded Sustainable Pacific Fisheries Program and Pacific Fisheries Leadership Programme 2 with budget preparation, financial monitoring and reporting, audit compliance, procurement and grants and efficient administration through the Division*s central Finance team.

?

The key responsibilities of the role include the following:

Support budget preparation, monitoring, and financial reporting

??????? Support the SPF team in monitoring the overall project budget and forecasts.

??????? Provide well informed advice to implementing partners on budget execution rates and outlining challenges and solutions.

??????? Support the Finance Team Leader in the preparation of timely multi-purpose project financial reports for SPC, donor, and any external project committee. ?

?

Project reporting, audit, and compliance

??????? Facilitate all preparations for any project audit and support any external review or evaluation on financial and grant matters.

??????? Develop a robust and systematic electronic filing system covering all financial, procurement, and grant documents.?

??????? Ensure all aspects of a project*s financial information are accurately captured in the SPC financial system, with any discrepancies corrected.

??????? Contribute to the division*s risk management processes.

??????? Work closely with other divisional finance and procurement officers to provide training and capacity building to division staff on finance policies and processes.

??????? Monitor project cash receipts, income, and expenditure.

Procurement Services

??????? Prepare all requests for proposals, requests for quotations and expressions of interest in line with SPC and donor requirements.

??????? Provide accurate advice and information to supervisors and staff on the different requirements of procurement and grants.

??????? Monitor all risks associated with procurement activities.

??????? Facilitate the preparation and monitoring of the project*s annual procurement plan.

??????? Monitor all procurement and grants actions using key databases and workflows.

??????? Prepare grant requests and associated requirements for the Procurement Committee vetting process.

Overall administrative support

??????? Facilitate all administration relating to staff travel, meetings, trainings, and field exercises.

??????? Ensure that all financial acquittals are provided on a timely basis and support documentation is sufficient and adequate.

??????? Ensure that all project finance documentation is well prepared and stored in readily available mediums in line with audit standards.

??????? Liaise directly with PICTS and other stakeholders on project administration issues, country specific financial policies and financial reporting matters.

Contract DurationThis vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.

Remuneration 每 the Projects Officer is a Band 9 position in SPC*s 2024 salary scale, with a starting salary range of 3,209每3,915 SDR (special drawing rights) per month, which currently converts to approximately XPF 474,675每579,141 (USD 4,268每5,207; EUR 3,978每4,853). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC*s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Effective and efficient conservation and distribution of CePaCT crop and tree collections

??????Carry out all relevant operations and procedures as per Standard Operating Procedures (SOPs) in place to ensure the efficient and effective establishment and maintenance (conservation) of CePaCT collections.

??????Regular monitoring and mass propagation of germplasm distribution stocks to meet requests from partners and collaborators.

Support with the implementation of research activities?

??????Assist the senior technicians in the implementation of research activities.

Carry out routine laboratory operations

??????Ensure all laboratory procedures are carried out including no compromise to proper hygiene and safety of the facilities.

About the position

?

The Agronomy Researcher/Extension directly reports to the Coordinator of Cooperative Research and Extension (CRE), Chuuk Campus with management support from the College of Micronesia-FSM (COM-FSM) Campus Dean and the VPCRE. The position is based in and primarily responsible for agriculture/horticulture-related activities in the State of Pohnpei but will also serve and share responsibilities across the FSM.

Duties: Maintain 3-4 Hatch Act-funded projects applicable to the State*s needs and develop them in consultation with State and National stakeholders based on the College of Micronesia (COM) 5-Year Plan of Work. Qualifications: Master*s degree in plant or agriculture-related sciences from a US accredited University or a non-USA institution with applicant*s credentials equated to US standards in the field required with research experience in the specialty for two years. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). This position will continuously evaluate and improve data management systems to support science and management of regional tuna fisheries. ARISE Project Manager

The Government of the Federated States of Micronesia has applied for financing from the World Bank toward the cost of the Access and Renewable Increase for Sustainable Energy and intends to apply part of the proceeds for consulting services.

The consulting services (※the Services§) include both (i) the preparation and implementation of the ARISE project and (ii) the closure of SEDAP. The Project Manager will be based in FSM and lead the Project Implementation Unit (PIU) for World Bank energy projects within the Department of Resources and Development (DoR&D). The PIU will consist of a Project Manager, project implementation officer, a procurement officer, a project engineer, and an environmental & social development officer. At the Department of Finance and Administration (DoFA), the Central Implementation Unit (CIU) provides financial management, procurement, environmental & social safeguards, M&E and Communication support to all World Bank-financed projects. The PIU will benefit from CIU support. The Project Manager is expected to lead the PIU and work closely with the Pohnpei Utility Corporation (PUC), the Chuuk Public Utility Corporation (CPUC), the Kosrae Utilities Authority (KUA), and the Yap State Public Service Corporation (YSPSC) to prepare and implement ARISE. 1.?????? BACKGROUND

?

The Federated States of Micronesia (FSM) is an archipelagic nation in the Western Pacific Ocean, with a relatively small land area of just over 700 km2 spread over 607 islands, of which 74 are inhabited. The Federation consists of four semi-autonomous states: Yap, Chuuk, Pohnpei and Kosrae. The population of the FSM is estimated to be approximately 105,000, with 45% living in Chuuk, 37% in Pohnpei, 11% in Yap and 7% in Kosrae. Each of the four states consists of a main island surrounded by numerous outer islands, except for Kosrae, which has no outer islands. The outer atolls tend to be much less developed, creating challenges for building resilience, as they are not served by the nation*s main water and energy systems, nor are they frequently served by national transportation systems.

?

The FSM*s Department of Resources and Development (DoR&D) is assisting the states in developing their economies by focusing on the four priority sectors: energy, fisheries, agriculture, and tourism.?Within the DoR&D, the Energy Division of the DoR&D (ED/DoR&D) oversees the energy sector and has been leading the implementation of the World Bank-financed Sustainable Energy Development and Access Project (SEDAP 每 US$30 million financing), which became effective on April 08, 2019, with a current closing date of September 30, 2025. In addition to SEDAP, the ED/DoR&D, with support from the Department of Finance and Administration (DoFA)*s Central Implementation Unit (CIU) is currently preparing a second energy project entitled〞Access and Renewable Increase for Sustainable Energy (ARISE) project for World Bank financing. ARISE is expected to be approved by the World Bank in late 2024 or the first quarter of 2025.

?

The ARISE project development objective is to increase access to electricity, improve the reliability of electricity service, and increase renewable energy generation in targeted project areas. The project comprises three components. The component 1 (Electricity Service Expansion)?will (i) increase the electricity access rate in Chuuk; (ii) improve the reliability and safety of power supply while enhancing resilience to climate & natural hazards and reducing technical losses in Pohnpei, Yap and Kosrae; and (iii) facilitate preventive grid maintenance for the four power utilities. The component 2 (Renewable Energy Generation)?will increase solar energy generation with storage and grid stability controls in Chuuk, Pohnpei, and Yap to reduce diesel generation costs and help achieve GHG emission reduction targets. The Component 3 (Institutional Strengthening and Implementation Support) aims to strengthen the capacity of key energy sector entities such as DoR&D, state power utilities, and the project implementation unity (PIU). Overall, the proposed project will fund construction of mini grids, rehabilitation (including resilience enhancement) of distribution networks, integration of solar PV systems, technical assistance, and capacity strengthening. The Annex 1 provides a detailed of the first two components.

?

The ED/DoR&D seeks a Project Manager for both (i) the preparation and implementation of the ARISE project (P181253) and (ii) the implementation of the SEDAP starting from July 2025. The Project Manager will be based in FSM and lead the Project Implementation Unit (PIU) for World Bank energy projects within the ED/DoR&D. The PIU is expected to comprise a project implementation officer, a procurement officer, a project engineer, and an environmental and social development officer. As the DoFA*s CIU provides financial management, procurement, and environmental & social safeguards support to all World Bank-financed projects, the PIU will also benefit for such support from the CIU. The Project Manager is expected to lead the PIU and work closely with the Pohnpei Utility Corporation (PUC), the Chuuk Public Utility Corporation (CPUC), the Kosrae Utilities Authority (KUA), and the Yap State Public Service Corporation (YSPSC) to prepare and implement ARISE. Starting from July 2025, the Project Manager will also lead the implementation of the SEDAP project, which will be in his completion phase. The Project Manager will report to the Assistant Secretary of the Energy Division and to a Project Steering Committee.

2.?????? DUTIES AND RESPONSIBILITIES

?

The Project Manager*s duties and responsibilities include the following:

?

Planning

?????? Prepare and submit timely the annual work program and budget in close collaboration with CIU financial management staff

?????? Ensure prompt updates of the procurement plan, and with support from the Procurement Officer, prepare timelines/schedules/plans to implement the procurement activities without delays. ?

?????? Prepare, implement, and monitor work plans to implement each activity under the project components and subcomponents. ?

?????? Prepare work plans for the PIU staff (Procurement Officer, Environmental and Social Development Officer, Project Implementation Officer, etc)

?????? Prepare disbursement estimates/plans for every quarter and manage its achievement

?????? Manage the project budget and finances in collaboration with the CIU. This involves ensuring adequate asset registry.

?????? Assist the Energy Division in related tasks as needed

?

Implementation and Monitoring

?????? Monitor progress of all project activities (with support from the Project Implementation Officer) and prepare monthly project progress reports for both DoR&D and the World Bank team.

?????? Participate and Oversee the procurement to ensure timely processing. This will involve evaluating bidding documents, drafting/reviewing bid evaluation reports, negotiating contracts, drafting/reviewing contracts, and ensuring timely contract effectiveness. As the procurement is done via the World Bank*s online STEP platform, a training will be provided on STEP, and the PM is expected to understand and be able to use STEP for procurement.

?????? Oversee the implementation of contracts for design, supply, installation, and works with support from engineering firms, utility staff, and CIU*s environmental and social development specialists (in compliance with the Environmental and Social Management Plan). Propose action plans and oversee the implementation of the action plans.

?????? Oversee the implementation of consultancy services and non-consultancy activities

?????? Monitor with DoFA, Treasury, Department of Justice to ensure that contracts and amendments are timely validated and that payments are timely processed.

?????? Implement the project in accordance with the Project Operations Manual. Update as appropriate the Project Operations Manual.

?????? Supervise the work of staff recruited under the project implementation unit and ensure effective team work. Ensure that proper training is provided to each staff and support staff as needed to enhance performance.

?????? Solve/address problems/issues promptly with contractors, engineering firms, suppliers, individual consultants and staff.

?????? Ensure timely payment of invoices in collaboration with the CIU ?

?????? Monitor progress on the disbursement estimates/plans and take promptly corrective measures to achieve the disbursement estimates/plans.

?????? Ensure that contract registry and asset registry are kept updated.

?

Reporting

?????? Provide briefs to the Assistant Secretary (bi-weekly) and to the Secretary of DoRD upon request or as needed

?????? Draft monthly project progress reports and mandatory semestrial implementation reports to be sent to the World Bank. The monthly project progress reports will provide (i) the previous and current status of all activities (organized by subcomponent and component), (ii) outstanding issues, (iii) next actions/milestones and timelines. The monthly progress report will also cover the procurement, disbursement, financial management, and environmental and social aspects. The mandatory semestrial implementation report

?????? Prepare presentations and/or briefs/updates for the Project Steering Committee prior to meetings and to the World Bank task team prior to supervision missions.

?????? Ensure the preparation of the project implementation completion report prior to the project closing date.

Communication and Outreach

?????? Ensure effective communication and working relationships with the Secretaries of both the DoDR and DoFA, the Energy Division, the CIU, and utility managers/engineering units

?????? Collaborate well with the CIU staff on budgeting, disbursement, financial management, environmental & social, monitoring, and communication to ensure effective project implementation.

?????? Reach out and maintain good relationships with DoFA and the Department of Justice to ensure that contracts are promptly validated and signed and payments are promptly processed in order to avoid delays.

?????? In collaboration with the CIU*s communication, safeguards, and monitoring staff, communicate adequately with project affected communities, relevant citizen organizations/NGOs, and interested Government agencies to ensure successful implementation

3.?????? DURATION OF ASSIGNMENT AND ESTIMATED TIME INPUT

?

This is a full-time assignment that will initially be for a period of one year, based in Pohnpei, FSM. Domestic travels will be required. Based on satisfactory performance and mutual agreement between the DoRD and the PM, the position may be extended for additional years till the implementation of the project is complete. DoRD will provide office space, office supplies and equipment.

Annex 1: Description of ARISE Project*s two Components

?

Component 1: Electricity Service Expansion?will (i) increase the electricity access rate in Chuuk; (ii) improve the reliability and safety of power supply while enhancing resilience to climate & natural hazards and reducing technical losses in Pohnpei, Yap and Kosrae; and (iii) facilitate preventive grid maintenance for the four power utilities. The Component comprises the following four subcomponents:?

?

?????? Sub-Component 1.1 每 Chuuk Islands Electrification 每 will fund detailed studies, designs, supply, construction, supervision, and commissioning of mini grids in selected five to seven unelectrified islands of Chuuk. Based on selection criteria such as number of households, density of settlements, logistic costs, environmental & social aspects (ease of lease obtention), ease of operation & maintenance consideration, and synergy with other development partners, seven islands have been preselected. Further assessment and consultation will be conducted to select five islands. In each island, depending on the settlement patterns, solar-powered mini grids will be constructed. Each mini grid will comprise solar PV generation, distribution networks, service drops, and prepaid meters to provide electricity service to households, health centers, government & community facilities, and businesses. To facilitate the construction and operation of mini grids, bucket trucks and machinery will be provided.

?

?????? Sub-Component 1.2 每 Pohnpei Grid Rehabilitation 每 will fund the rehabilitation of the distribution grid in Pohnpei main island and facilitate its operation and preventive maintenance. The grid rehabilitation will involve (i) replacing dilapidated primary wooden poles with associated corroded accessories by concrete poles, (ii) replacing wooden cross arms and insulators (enhance safety and reliability during high winds); (iii) upgrading segments of distribution lines including converting some distribution loops from single phase to three phases configuration; and (iv) providing limited critical spare parts (transformers, cross arms, wires, insulators). To facilitate operation of the grid while reducing power outages, the subcomponent will enhance automation by installing SCADA monitoring, replacing air switches by automated remote-controlled switches, and installing automatic fault-detecting reclosers. To enable adequate preventive maintenance and accelerate power restoration after natural and climate hazards facilitate, the subcomponent will provide PUC with three bucket trucks and vegetation management tools.

?

?????? Sub-component 1.3 - Yap Grid Resilience - will construct underground distribution loops/links from feeders to critical facilities〞such as the Airport, hospital, water plant facilities, radio station, selected Government buildings and the commercial center〞to ensure redundant and more reliable power supply in Yap main island. The distribution links will include elevated (above ground) pad-mounted transformers, switchgears, and remote-controlled switching and reclosing equipment with fiber optic communication cables. Yap has been the most hit state by category 3 and above typhoons, and many unplanned power interruptions (about 70 percent in 2019) have been due to the aerial grid vulnerability to strong winds and heavy rains. To address this important challenge, the proposed interventions will strengthen the grid resilience to climate change induced hazards and improve power reliability. A bucket truck and vegetation management equipment and tools will also be provided.

?

?????? Sub-component 1.4 每 Kosrae Grid Rehabilitation 每 will rehabilitate segments of the distribution network and facilitate preventive maintenance in Kosrae main island. The network rehabilitation will involve the replacement of dilapidated wooden poles, replacement of cross arms and insulators, upgrade of line segments, and replacement/strengthening of protection systems. Like other utilities, the subcomponent will provide KUA with a tree pruning truck and vegetation management equipment and tools to reduce power outages after strong winds or storms.

?

?

Component 2: Renewable Energy Generation?will increase solar energy generation with storage and grid stability controls in Chuuk, Pohnpei, and Yap to reduce diesel generation costs and help achieve GHG emission reduction targets. The component comprises three sub-components:

?????? Subcomponent 2.1 每 Pohnpei Solar Energy Generation? 每 will fund detailed studies, designs, supply, installation, commissioning, and supervision of about 2 MW of grid-connected solar PV systems (including solar PV modules, Battery Energy Storage System [BESS], inverters, transformers, control systems,) in the Pohnpei island grid. The solar PV systems is envisioned to be installed at the Pohnlangas solar facility, where there is available land. From the facility, the distribution grid will be assessed and strengthened to ensure adequate power transfer capacity and grid stability.

?

?????? Subcomponent 2.2 每 Chuuk Solar Energy Generation?每 will fund detailed designs, supply, installation, commissioning, and supervision of about 1.5 MW of grid-connected solar PV systems (including solar PV modules, BESS, inverters, transformers, control systems, necessary roof strengthening or structure erection, and any other ancillary equipment) in the Chuuk*s Weno grid and ensure grid stability. About 1 MW (out of the 1.5 MW) of the total capacity will be installed at the remaining available land at the Weno solar PV facility, whose concept design was carried out and is being constructed under the SEDAP project. The remaining 0.5 MW is expected to be installed on rooftops of selected schools (including the Xavier High School) in Weno. The installation will comply with hurricane/storm resilient standards and practices (e.g.: strengthened bolting, vibration resistant materials)

?????? Subcomponent 2.3 每 Yap Solar Energy Generation - will fund detailed studies, designs, supply, installation, commissioning, and supervision of about 1 MW of grid-connected solar PV systems (including solar PV modules, BESS, inverters, transformers, control systems, necessary roof strengthening or structure erection, and any other ancillary equipment) in Yap main island. It is envisioned that the solar PV modules will be installed at rooftops of selected public government buildings and feeders will be upgraded to ensure adequate power transfer.

The Grants Officer 每 Temporary will undertake day-to-day administration of the Kiwa Initiative granting component which includes granting processes, procedures, reporting and monitoring and ensuring that they are delivered in a timely, effective and accurate manner according to the IUCN Kiwa Local Projects Component project description of action and Operation Manual (OM).

The specific duties of this position include, but are not limited to, the following:

1.???? Grant Contracting

?????? Draft each approved grantee contracts and submit to ORO Legal to review and once cleared to send to grantees for their review and comments.

?????? In collaboration with ORO legal and Kiwa team finalise contract, all annexes and compile the finance questionnaire, due diligence, spending funds form and delegation of authority

?????? Facilitated the signing of contracts which includes uploading them on DocuSign for signing and arranging signing and grant launch where needed.

?????? Ensure all contracts are filed and monitor any amendments process.

?

2.???? Grant Tracking, monitoring and reporting

?????? Ensure all grantee technical and financial reports received and filed and facilitate technical review and financial review with Kiwa team meetings and track progress.

?????? Track grantee Task, Deliverables and log-frame progress for overall M&E purposes.

?????? Monitor grantees project performance through communication with grantees and through site visits where appropriate.

?????? Work closely with IUCN ORO Financial Team to review each grantee*s project financial report in line with the overall regional level project budget and expenditure authorizations in accordance with IUCN*s financial management systems and procedures.

3.???? Programme Planning, Reporting and support

?????? The staff will be responsible to write the Grants Section of the Kiwa Semi-annual and Annual reports and submit these to the Kiwa Coordinator in a timely manner.

?????? Provide Kiwa Initiative Programme 每 Grants Component Annual Work Plan and Budget and provide quarterly updates as part of ORO Programme reporting and tracking of technical and budget tracking and planning process.

?????? When required provide donors grants data and analysis as required under the IUCN-AFD Kiwa Finance Agreement Log-frame and work plan.

?

4.???? Networking

?????? When required attend and represent IUCN at regional and international meetings to share lessons and present programme lessons and best practices.

?????? Actively reach out and support where appropriate and link Kiwa programme with other ORO programmes such as the NbS, Marine, PACA and other programmes.

?????? Support the the Kiwa Coordinator as required through engagement on regional network groups, task forces and committees; representing IUCN and Kiwa Initiative Component A at relevant fora, meetings and workshops at all levels; contribution to IUCN ORO programme planning forums, advisory committees and project reviews.

5.???? Technical Support

?????? Develop a thorough understanding of the Kiwa Initiative Component A mechanism,

?????? Provide regular technical advice to the KI CA Coordinator and assist in work planning and the preparation of reports.

Support the the KI CA Coordinator as required through engagement on regional network groups, task forces and committees; representing IUCN and Kiwa Initiative Component A at relevant fora, meetings and workshops at all levels; contribution to IUCN ORO programme planning forums, advisory committees and project reviews.

REQUIREMENTS

Qualifications

?????? University Degree in Law, Natural Resource Management, Ecology, or a relevant field will be an advantage.

Work Experience

?????? At least 2-3 years* experience in project management and good understanding of contracting with good understanding of biodiversity conservation and/or protected areas management, ideally involving terrestrial, freshwater and marine ecosystems, at national and/or regional levels in the Oceania region.

?????? Experience in communicating and collaborating with management agencies, academic institutions and local, national and regional stakeholders to achieve agreed collective outcomes.

Project Overview

The U.S. Agency for International Development (USAID) OurFish OurFuture Project is a cooperative agreement awarded by USAID that seeks to address the drivers of illegal, unreported, and unregulated (IUU) fishing that are degrading coastal fisheries and biodiversity and negatively impacting local livelihoods, food stability, and maritime security in the Pacific Islands region. The five-year project (2021-2026) is implemented by the University of Rhode Island (URI) in collaboration the Locally-Managed Marine Areas Network International Trust (LMMA), World Wildlife Fund (WWF), and The University of the South Pacific (USP). The project aims to collaborate closely with the Pacific Community (SPC), other fisheries organizations, non-governmental organizations (NGOs) and civil society organizations (CSOs), and relevant government authorities focusing at regional, national and community levels across six countries in Micronesia and Melanesia: Palau, the Federated States of Melanesia (FSM), the Republic of the Marshall Islands (RMI), Vanuatu, the Solomon Islands (SI), and Papua New Guinea (PNG).

The Role

The Administration Assistant will be responsible for providing comprehensive administrative support to ensure the smooth and efficient operation of the office, including meeting coordination, communication management, and assisting senior management with various tasks. The role 每?Team Leader 每 Curriculum and Assessment?is responsible for the management and leadership of the Curriculum and Assessment team as a section within EQAP, ensuring the delivery of high-quality services to member countries as guided by the current, and future strategic plans.

The key responsibilities of the role include:

Curriculum and Assessment Section Management

??????Contribute to the implementation of and updates to the EQAP Business Plan which aligns to the SPC Strategic Plan.

??????Maintain informative working relationships with the relevant stakeholders and partners in education in undertaking the work of the Curriculum and Assessment section.

??????Monitor the implementation and progress of all Curriculum and Assessment section work, ensuring that inputs are fully provided, and that outcomes are evaluated.

??????Ensure that reporting for Curriculum and Assessment section work is complete and submitted as per SPC and/or donor requirements.

?

Team performance and leadership

??????Create a team environment that fosters and develops effective working relationships and high performance.

??????Build a strong and effective team capable of providing services of the highest quality.

??????Ensure team members, including service providers, are managed effectively (in particular recruitment, tendering and selection, performance management, and training and development).

??????Monitor the performance and workloads of staff members and service providers to ensure that objectives are met.

??????Develop and monitor contracts of short-term technical experts.

??????Create linkages and integrate with the wider SPC workforce.

Project Management/Project Financials

??????Develop the Curriculum and Assessment section annual work plan and budget.

??????Prepare and provide accurate financial information to the EQAP Finance Officer.

??????Carry out the day-to-day management, implementation and coordination of all project activities and ensuring project objectives are met.

??????Supervise the implementation of the work plan and monitor it to ensure it is implemented in a timely manner and within budget.

??????Proactively identify and respond to new opportunities that will enhance project objectives.

??????Contribute to and manage the preparation of proposals, including budgets, designed to secure funding that supports initiatives designed either directly or indirectly to improve educational quality.

Assessment

??????Oversee the professional activities and services delivered under regional assessment programmes.

??????Overall responsibility for the operations and coordination of the SPFSC Qualification.

??????Provide ongoing support to countries for the development and moderation of their national examination papers as well as the review and development of their national assessment policies.

??????Coordinate and supervise the professional activities and services delivered under Classroom-Based assessment initiative.

Curriculum

?

??????Support the Director in negotiating with countries on the implementation of intervention training for teachers.

??????Oversee the design and development of intervention strategies, programs and materials for improving teaching and learning.

??????Provide support for the review and development of national curriculum policy frameworks and bilingual education policies.

??????Support Ministries of Education in the formulation or revision of national teacher competency standards frameworks and development of appraisal procedures, instruments and tools.

??????Oversee and support the implementation of training of curriculum developers for the review and development of curriculum using learning outcomes.

??????At least 10 years of teaching experience, with 5 years of experience in curriculum or assessment.

Remuneration?每 The?Team Leader 每 Curriculum and Assessment?is a band 11 position in SPC*s 2024 salary scale, with a starting salary range of 3,091?3,864 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,211每11,513 (USD 4,111每5,138; EUR 3,831每4,789).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji 每?SPC provides a housing allowance of FJD 1,350每3,000 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC*s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
