The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program¡¯s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. This Opportunity

The PLMSP Gender Equality, Disability and Social Inclusion (GEDSI) team will consist of a team of 12 dedicated and passionate GEDSI professionals, based in Australia (Brisbane) and across the Pacific Islands and Timor-Leste. Working closely with the GEDSI Senior Manager, the GEDSI Manager will be responsible for managing Pacific-facing GEDSI team's engagement into the Pacific, providing leadership to geographically dispersed team members. This position can be located anywhere within Australia or one of our 10 Partner countries for a candidate with strong technical, managerial and leadership skills.

This is a fixed term opportunity required for 4 years with possibility of extension.

The GEDSI Manager will:

  • Develop and implement GEDSI activities that contribute to the objectives and outcomes of the PLMSP GEDSI Strategy.?
    • Implement Labour Sending Unit (LSU)-requested activities including training and workshops, provide advice and support as requested by LSUs.
    • Ensure GEDSI activities are on track and on-budget.
  • Coordinate with internal program streams and other relevant stakeholders on GEDSI inputs into LSUs, including identifying opportunities for GEDSI support.
  • Develop GEDSI-related trainings for LSUs, workers, PLMSP staff and the PALM Learning Platform.
  • Train, mentor and coach more junior colleagues and provide GEDSI support to other teams in PLMSP, including advice on GEDSI mainstreaming.??

We are seeking an individual who will bring:

  • Strong, professional experience working on GEDSI issues in programs related to international development contexts, preferably in the Pacific.
  • Demonstrated experience managing teams and working across culturally diverse teams.
  • Proven success in coordinating program activities in multiple country contexts.
  • Excellent interpersonal skills, including the ability to work effectively with a wide range of stakeholders across multiple cross-cultural contexts, with the ability to build partnerships to achieve a common objective.
  • Strong skills in written communication and report writing.
  • Demonstrated experience managing budgets and resources to ensure timely implementation of deliverables.??

This Opportunity

Labour Mobility Engagement Managers (EMs) are embedded within Labour Sending Units (LSUs) and pivotal in supporting labour mobility in major labour sending countries. The position will collaborate closely with the Fiji LSU Director and senior government officials, driving initiatives that align with national economic and skills objectives. EMs serve as the primary counterpart for DFAT posts, coordinating with various stakeholders to enhance the role of labour mobility within the framework of bilateral Development Partnership Plans (DPPs). This position calls for proactive leaders who can strategically plan and align priorities in labour mobility while fostering collaboration among relevant actors. The Labour Mobility Engagement Manager - Fiji will :

  • Lead and coordinate PLMSP country strategy, activities, and emerging priorities, including the development and implementation of country plans and budgets.
  • Provide advice, guidance, and risk management support to LSU Directors and senior ministry leaders to help partner countries achieve labour mobility priorities, while also guiding Labour Sending Units (LSUs) and key partners to strengthen linkages, promote inclusion, and facilitate reintegration initiatives for returning workers.
  • Serve as the knowledge leader for PALM priorities, keeping DFAT, PLMSP, and LSU informed.
  • Lead and manage in-country PLMSP staff, including the program manager and labour mobility coordinator, to ensure effective implementation of initiatives.
  • Actively support and facilitate the design and delivery of DFAT PALM priorities, pilots, and special projects through the PLMSP.
  • Oversee steering committee activities, manage regular reporting and budget compliance, engage with DFAT posts, and ensure adherence to PLMSP policies and processes.

We are seeking an individual who will bring:

  • Tertiary qualifications or equivalent experience, with over five years in similar project support or management roles.
  • A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results.?
  • Superior research and analytical skills.
  • Proven strong written and verbal communication skills.?

1. BACKGROUND

The Pacific Islands Forum Fisheries Agency (FFA) has received grant financing from the World Bank International Development Agency (IDA) for the implementation of the Pacific Islands Regional Oceanscape Program ¨C Second Phase for Economic Resilience (PROPER). FFA is an intergovernmental regional agency established to facilitate regional cooperation and coordination on fisheries policies between its member states in order to achieve conservation and optimum utilisation of living marine resources, in particular highly migratory fish stocks, for the benefit of the people of the region. The Agency implements and delivers services to FFA Members to achieve the vision and mission of FFA, as defined in the Strategic Plan 2020 ¨C 2025 key outcome statements. The Strategic Plan also provides the blueprint for the Secretariat and its members and serves as a guide for development partners to align their resources through.

?

The PROPER project is currently being implemented by FFA through four key components. Component 1 focuses on consolidating oceanic fisheries management, component 2 aims at harnessing economic benefits of oceanic fisheries to the regional economy, component 3 is supporting activities aimed at strengthening the FFA¡¯s operating environment and component 4 is project management.? Under Component 1, the project is supporting activities aimed at enhancing the fisheries management capacity of targeted FFA Members. This includes providing technical assistance and safety equipment as well as capacity building for the FFA Members National Observers Programs (NOPs). This work is being led by the FFA.

?

FFA¡¯s work aims to enhance the management and safety of assets, particularly in fisheries observer operations, across the Pacific region. This initiative stems from recommendations in the 2021 Observer Livelihood and Safety Study conducted by MRAG Asia Pacific. The proposed centralized regional asset tracking hub will provide real-time visibility and control over assets used by national observer programs.

In response to the recommendation from the Observer Livelihood and Safety Study, there is a need to develop a Centralized Regional Asset Tracking Hub. This hub aims to improve the management and safety of assets, particularly in the fisheries observer operations. To progress this work, FFA requires consultancy services for the work to support the Secretariat deliver on this important task.

2. OBJECTIVES

The primary objective of this consultancy is to conduct a comprehensive feasibility study for the establishment of a centralized regional asset tracking hub for the FFA. This hub will improve the management and safety of assets in fisheries observer operations by offering real-time tracking and control including asset utilization, reduce losses, and support decision-making processes for the members national observer programmes.

3. SCOPE OF WORK

The consultant will be required to:

1.???? Review Existing Systems:

o?? Assess the current asset management and tracking systems used by FFA member countries.

o?? Identify gaps and limitations in these systems.

2.???? Needs Assessment:

o?? Conduct consultations with key stakeholders, including national observer programs, to identify specific needs and requirements.

o?? Determine the types of assets that require tracking and the necessary features for an effective tracking system.

3.???? Technical Feasibility:

o?? Evaluate the technical requirements for a centralized tracking hub, including hardware, software, and communication infrastructure.

o?? Explore options for integration with existing national systems and compatibility with various types of tracking devices.

4.???? Financial Analysis:

o?? Estimate the costs involved in establishing and maintaining the centralized tracking hub.

o?? Identify potential funding sources and cost-sharing mechanisms among FFA member countries.

5.???? Operational Feasibility:

o?? Propose an operational framework for the centralized tracking hub, including governance, management, and maintenance.

o?? Assess the human resource requirements and training needs for effective operation.

6.???? Risk Assessment:

o?? Identify potential risks and challenges associated with the implementation and operation of the tracking hub.

o?? Propose mitigation strategies for identified risks.

7.???? Recommendations and Implementation Plan:

o?? Provide detailed recommendations on the design, implementation, and operation of the centralized tracking hub.

o?? Develop a phased implementation plan with clear timelines, milestones, and resource allocation.

4. DELIVERABLES

The consultant is expected to deliver the following:

  1. Inception Report - A report outlining the proposed methodology, work plan, and timeline within two weeks of the start date.
  2. Interim Report - A progress report including preliminary findings and consultations conducted midway through the consultancy.
  3. Draft Feasibility Study Report - A comprehensive draft report detailing the findings, analysis, and recommendations.
  4. Final Feasibility Study Report - A final report incorporating feedback from FFA and stakeholders, including the implementation plan.

5. DURATION

The consultancy will be for a period of 30 days over 2 months after contract signing. The start date of the assignment will be determined by the FFA¡¯s Observers Program Manager.

6. REPORTING

The consultant will report to the Manager of the Observer Programme Mr Philip Lens, and will be required to provide regular progress updates, including bi-weekly status reports and a final report upon project completion.

7. QUALIFICATION AND EXPERIENCE

The consultant should possess the following qualifications and experience:

  1. Educational Background - A degree in Information Technology, Business Administration, Fisheries Management, or a related field.
  2. Professional Experience - At least 5 years of experience in asset management, tracking systems, and project management.
  3. Technical Expertise - Proven experience in developing and implementing tracking systems, preferably in the fisheries sector.
  4. Regional Experience - Familiarity with the Pacific Islands' fisheries sector and experience working with regional organizations.
  5. Communication Skills - Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.

8. REQUIREMENTS FOR THE EXPRESSION OF INTEREST.

The role ¨C ICT Procurement and Projects Coordinator will be responsible for managing and coordinating the delivery of operational projects and procurement activities for the ICT department. The role will be involved in planning, budgeting, monitoring, reporting, and ensuring compliance with ICT policies and standards. The ICT Procurement and Projects Coordinator also liaises with internal and external stakeholders, vendors, and contractors to ensure the successful completion of ICT procurement processes which will include management of Request for Quotes and Request for Proposal processes in close coordination with the SPC Procurement Team.

Develop and implement a standardized Project Management Methodology (PMM) and that will enhance the delivery of operational project within the department.

????? Assess the current scope of operational projects and develop a suitable project methodology.

An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C SPC provides a housing allowance of FJD 1,350¨C3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Kiwa Initiative Environmental and Social Management System (ESMS) Officer will undertake day-to-day implementation of the Kiwa Initiative ESMS Action Plan as outlined in the International Union for Conservation of Nature (IUCN) and AFD Finance Agreement and related updated versions as the focal point on behalf of the Kiwa Initiative team. To ensure sufficient resources are available, management systems in place, applicable standards are adhered to, due diligence conducted, monitoring and reporting for Kiwa Initiative ESMS component.

This Opportunity

Who doesn¡¯t love an IT superstar? As the frontline contact for our teams in our Pacific Island countries the IT Support Officer will be responsible for extending PLMSP IT team¡¯s support capabilities by providing on-demand technical support to a variety of end user groups and business systems within the PLMSP.

Interacting with a variety of user groups and systems the IT Support Officer will resolve all T1 and T2 level requests autonomously, communicating with the end-users as needed over phone, email and in person, and working with the broader IT Operations team for the escalation of issues where necessary. As part of the IT Operational management team, you will work together in the support of a remote workforce across Pacific Island Countries, Timor-Leste, urban and regional Australia (all English speaking).

This is a fixed term opportunity required for 4 years with possibility of extension.

The IT Support Officer will be responsible for:

Monitoring support systems (including Atlassian Service Desk, MS Teams PLMSP hotline, Palladium IT systems and automated error tracking systems) to acknowledge, manage and resolve issues and requests in a timely manner, driving the PLMSP tech support framework by triaging support issues in terms of urgency.

The Reintegration Senior Manager will lead initiatives across Australia, the Pacific, and Timor-Leste to ensure the successful social and economic reintegration of returning PALM workers. The Opportunities

1. The Programme Adviser ¨C Trade manages trade partnerships, agreements, and negotiations, develops trade policy and strategy, and provides advisory and technical support, especially in relation to climate change, trade, fisheries, and economic governance. Key responsibilities include:

Qualifications and experience

The Geoscience Energy and Maritime (GEM) Division provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (3) areas of scientific programming and two areas of focus within this division:

1.???? Oceans and Maritime Programme (OMP) ¨C assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.

The role ¨C The Water Engineer will support the design, construction and implementation of water supply systems from groundwater within remote atoll island settings of Tuvalu and assist with coordination of other project activities of the ¡°Managing Coastal Aquifers Project (referred to as ¡°MCA Project¡±, and ¡°Managing Water Scarcity through Strengthened Water Resources Management¡± Project (referred to as ¡°Water Scarcity Project¡±).

????? Strengthen the capacity building of government in water supply system infrastructure design, project management, quality assurance and construction.

????? Support the development of capacity building of outer island communities in the monitoring, operation, and maintenance of water supply systems and related improvements.?

Contract Duration ¨C This position is budgeted until 31 December 2025.

Remuneration ¨C The Water Engineer is a band 10 position in SPC¡¯s 2024 salary scale, with a starting salary range of 3,331¨C4,091 SDR (special drawing rights) per month, which currently converts to approximately AUD 6,662¨C8,182. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in Tuvalu.

Benefits for international staff employees based in Tuvalu?¨C SPC provides a housing allowance of AUD 1,400¨C2,000. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8?% of salary, to which SPC adds a 10% contribution).

This Opportunity

For the PLMSP, communications are not only about informing various stakeholders and audiences, but also engaging them directly to promote the benefits and achievements of labour mobility and influencing perceptions within industries and the Australian public.?

SER Mainstreaming

????? Support the development and implementation of engagement tools and capacity-building material to support the integration of social and environmental responsibility at institutional level in coordination with broader SPC approaches.

????? Design and deliver SER inductions to enhance employees' awareness and ownership of social and environmental responsibility for sustainable practices.

????? Support the development of guidelines and a community of practice regarding SER behaviour and capabilities.

????? Support the implementation of SPC¡¯s environmentally responsible initiatives (including waste management system) across all premises through appropriate knowledge dissemination and process /guidelines development.

SER Awareness

????? Support the development of environmentally sustainable actions across SPC for raising awareness and team building within SPC offices and activities in coordinated manner with SPC¡¯s Internal Communications and Outreach Advisor and relevant teams across the organisation.

????? Coordinate special events on social and environmental themes.

Remuneration ¨C the SER Outreach, Engagement and Communications Officer is a band 8 position in SPC¡¯s 2024 salary scale, with a starting salary range of 2,912¨C3,544 SDR (special drawing rights) per month, which currently converts to approximately XPF 430,728¨C524,172 (USD 3,873¨C4,713; EUR 3,609¨C4,393). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

The Statistics for Development Division¡¯s (SDD) goal is to help the Pacific Island Countries and Territories achieve ¡°highly competent and sustainable national statistics systems that meet national and international statistics needs for evidence-based policy, planning and monitoring.¡± SDD has a regional statistical system leadership and coordination role; and also supports the region directly in data infrastructure, collection, statistical methodology, analysis and dissemination.

Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Contract Duration ¨C This vacant position is budgeted for 3 years and is subject to renewal depending on performance and funding.

Remuneration ¨C Deputy Director ¨C Statistics for Development Division (Leadership and Governance) is a band 14 position in SPC¡¯s 2024 salary scale, with a starting salary range of 4,784?5,980 SDR (special drawing rights) per month, which currently converts to approximately FJD 14,255¨C17,820 (USD 6,362¨C7,953; EUR 5,930¨C7,412). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C SPC provides a housing allowance of FJD 1,350¨C3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
