The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

The role the Data Outreach and Engagement Adviser will lead community outreach and engagement activities for the Pacific Data Hub programme at SPC, championing our mission to drive data-informed decision making for sustainable development in the Pacific region.

The key responsibilities of the role include the following:

Community and Stakeholder Engagement

??????? Establish and nurture a trusted relationships with key stakeholders, including government agencies, CROP agencies, development partners, NGOs, and academic institutions.

??????? Organise regular events, workshops, and training sessions to engage stakeholders and foster collaboration.

??????? Ensure stakeholder participation and feedback indicate high levels of engagement and satisfaction with PDH's community outreach efforts.

??????? Establish an effective collaboration with internal teams and external organisations to align efforts and maximise the impact of PDH's data resources.

??????? Ensure collaborative initiatives with stakeholders lead to tangible improvements in data sharing, integration, and utilisation across the Pacific region.

Engagement and Awareness

??????? Design and implement effective advocacy initiatives to promote the use and value of data in policy-making and regional development.

??????? Develop high-quality outreach materials, including case studies, presentations, training guides, reports, and social media content.

??????? Increase awareness and understanding of PDH's mission and data offerings among target stakeholders, as evidenced by surveys and feedback.

Data Useability Promotion

??????? Establish regular channels to gather user feedback and insights for enhancing the uptake and use of PDH's data products and services.

??????? Analyse and translate user feedback systematically into actionable recommendations for improving data accessibility and user experience.

??????? Ensure measurable improvements are made to the useability of PDH's services based on user feedback, leading to increased user satisfaction and engagement.

Monitoring and Continuous Improvement

??????? Use the PSD 2 monitoring and evaluation framework to track the effectiveness of outreach and advocacy activities.

??????? Ensure quantitative and qualitative indicators are available to demonstrate how PDH is being used and areas for expansion.

??????? Collect monitoring data for advocacy and awareness activities to inform the planning and any necessary adaptations.

??????? Provide regular reports on engagement and awareness activities and updates to the PDH Programme Manager and relevant stakeholders on the progress and impact of engagement initiatives.

??????? Adapt and optimize engagement strategies continuously based on monitoring and evaluation findings to maximise their effectiveness.

Qualifications

??????? Master*s degree in a relevant field such as Data Management, Communication, Information Science, International Development, Business Administration, Public Administration, or a related discipline.

Technical expertise

??????? At least 6 years of experience in outreach, engagement, or related roles, preferably within an international development context.

??????? Experience in data governance, open data initiatives, or related fields is highly desirable.

??????? Ability to communicate with a diverse range of technical and non-technical audiences.

??????? Experience in developing training programmes, delivering training, mentoring, and coaching.

??????? Experience with the development of awareness and communications products.

??????? Workshop/training facilitation skills.

Language skills

??????? Fluency in English.

Interpersonal skills and cultural awareness

??????? Knowledge of Pacific Island countries and territories is an advantage.

Salary, terms and conditions

?

Contract DurationThis vacant position is budgeted until 30 June 2027 and is subject to renewal depending on performance and funding.

Remuneration 每 The Data Outreach and Engagement Adviser is a band 10 position in SPC*s 2024 salary scale.

For a Noumea based position 每 a starting salary range of 3,568每4,364 SDR (special drawing rights) per month, which currently converts to approximately XPF 527,770每645,457 (USD 4,745每5,804; EUR 4,423每5,409). SPC salaries are not presently subject to income tax in New Caledonia.

For a Suva based position 每 a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,672每9,591 (USD 3,424每4,280; EUR 3,191每3,989). Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

Benefits for international staff employees 每 SPC provides a housing allowance (or subsidised housing in Noumea). Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC*s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Statistics for Development Division*s (SDD) goal is to help the Pacific Island Countries and Territories achieve ※highly competent and sustainable national statistics systems that meet national and international statistics needs for evidence-based policy, planning and monitoring.§ SDD has a regional statistical system leadership and coordination role; and also supports the region directly in data infrastructure, collection, statistical methodology, analysis and dissemination.

The role the Statistics Officer /Adviser 每 Social (Gender Equality, Disability and Social Inclusion) will shape and lead SDD*s work program to strengthen the production, availability, analysis and use of statistics on gender equality, disability and social inclusion (GEDSI) and related social statistics for Pacific Island countries and territories, including guiding statistical production, and providing statistical technical support and training.

??????? Coordinate support for gender equality, disability and social inclusion (GEDSI) statistics with the rest of the team and division*s activities and ways of working as well as with regional frameworks and priorities.

??????? Ensure other divisional staff are actively engaged in this role*s activities through peer review, shared projects and code, coordinated missions and tasks, and joint authorship.

Development and improvement of Pacific gender, equality, disability and social inclusion (GEDSI) and related social statistics and indicators

??????? Ensure well designed and run programs of work are implemented to improve Pacific Gender Statistics and Pacific Disability Statistics through concrete actions in partnership with member countries and development partners.

??????? Work in close collaboration with other SPC Divisions, including Human Rights and Social Development (HRSD) to ensure GEDSI statistics and data needs are identified and addressed.

??????? Review and report periodically progress in the development of GEDSI statistics and indicators across countries.

??????? Represent professionally SDD and region in international technical working groups.

??????? Foster and maintain regular liaison and technical collaboration with key technical partners.

Collection, analysis, dissemination and communication of GEDSI and related social statistics and indicators

??????? Collect, compile, analyse and classify gender, human rights and related social statistics in collaboration with member countries using census, survey and administrative data as the primary data sources.

??????? Produce statistics and indicators using appropriate statistical methods with respect to international best practices and standards.

??????? Ensure statistics and indicators are compiled into national, sub-regional and regional statistics tables and indicators are regularly updated and disseminated.

??????? Develop analytical reports, fact sheets and other knowledge products for the Pacific region and countries.

??????? Produce technical papers and guidance on gender, human rights and related social statistics and indicators in the Pacific.

Technical assistance, training and support

??????? Provide timely and useful responses to member country and other user requests for assistance with the sourcing and analysis of gender, human rights and related social statistics and indicators.

??????? Ensure formal training is provided.

??????? Support HRSD in identifying and meeting GEDSI data needs through official statistics and indicators.

??????? Ensure support is provided to improve and innovate data collection methodologies in GEDSI and in addressing risks and ethical challenges in sensitive topics.

??????? Maintain partnership and collaboration with other agencies involved in monitoring GEDSI issues in the region.

Qualifications

Technical expertise

??????? Relevant experience in official statistics or related areas. 10 years* experience is desirable for the Statistics Adviser level and 5 years* experience is desirable for the Statistics Officer level.

??????? Strong understanding of Pacific and/or international GEDSI statistics and issues.

??????? Strong skills and demonstrated experience with the production, analysis and interpretation of census, survey and administrative data related to gender, disability and human rights.

Remuneration 每 Appointment will be made at either the Statistics Adviser 每 Social (Gender Equality, Disability and Social Inclusion) level band 11 in SPC*s 2024 salary scale, with a starting salary range of SDR (special?drawing rights) 3,091-3,864 per month, which converts to approximately FJD 9,211每11,513 (USD 4,111每5,138; EUR 3,831每4,789) or the Statistics Officer 每 Social (Gender Equality, Disability and Social Inclusion) level band 9 in SPC*s 2024 salary scale, with a starting salary range of SDR (special?drawing rights) 2,284-2,856 per month, which converts to approximately FJD 6,808每8,509 (USD 3,038每3,798; EUR 2,832每3,540). Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

The Partnerships Platform is seeking an experienced and motivated Senior PFM Specialist with a proven track record in strategic planning, policy development, and partner coordination within public financial management. The Government of Tuvalu has made significant commitments to advancing its economic development strategy as outlined in Te Kete: National Strategy for Sustainable Development 2021 to 2030. About You

You will have a strong foundation in financial systems and economic principles and bring at least 10 years of senior-level experience, demonstrating the ability to lead and coordinate multi-stakeholder initiatives and apply high-level analytical skills, sound judgement, and effective negotiation to achieve strategic outcomes. Experience in development, particularly within Pacific Island countries, will be highly valued.

The?Land Resources Division (LRD)?provides effective expert scientific advice, capacity building and services on conservation, development and utilization of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. The role 每?Scientist 每 Germplasm Health and Genomics?will oversee and manage the day-to-day functions of the Germplasm Health and Genomics unit in the Centre for Pacific Crops and Trees (CePaCT) including technical responsibilities for independent assignments in molecular diagnostics, plant virology and genomics requiring research, analysis, interpretation, conclusions, and decisions. The role will also be responsible for the management of research/scientific team and project management.

The key responsibilities of the role include:

Overall management and coordination of CePaCT*s Germplasm Health and Genomics (GHG) unit

??????Manage and coordinate the overall operations of the Germplasm Health and Genomics unit within the CePaCT.

??????Lead and manage the technical/research teams and facility and work towards creating a positive environment that encourages constructive collaboration and debate as well as efficient and timely delivery of outputs.

??????Develop annual workplans for team activities and support staff with the development of individual workplans.

About the Role:

The Executive Assistant will provide support to the Pacific Director as well as to needed Pacific Leadership Team members, both to ensure an effective management of the executive department, and to liaise effectively with other WWF entities, Divisions, Practices and WWF National Organisations, Programme Offices and Associates as well as external partners and suppliers. The?Geoscience Energy and Maritime (GEM) Division?provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (3) areas of scientific programming and two areas of focus within this division:

1.?????Oceans and Maritime Programme (OMP) 每?assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.

The role 每?Hydrogeologist?will?be working as part of the Water Resources Assessment, Monitoring, and Management (WRAM) team. The hydrogeologist will work under the supervision of the Senior Hydrogeologist and/or Project Manager within the team to provide support for the development, and implementation of water and sanitation projects across the Pacific within the DCRP, including the Enhancing water - food security and climate resilience in volcanic island countries of the Pacific Project, and ※Managing Water Scarcity through Strengthened Water Resources Management§ Project (referred to as ※Atoll?Water Scarcity Project§).

Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji 每 SPC provides a housing allowance of FJD 1,350每3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. The?Geoscience Energy and Maritime (GEM) Division?provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (3) areas of scientific programming and two areas of focus within this division:

1.??? Oceans and Maritime Programme (OMP) 每?assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management, and capacity development.

2.??? Georesources and Energy Programme (GEP) 每?assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.

3.??? Disaster and Community Resilience Programme (DCRP) 每?assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.

The mission of the Pacific Geospatial and Surveying Council (PGSC) is to provide a regional network and forum for the geospatial information and survey authorities of Pacific Island Countries and Territories (PICTs) to address regional challenges, such as building the capacity of surveyors, improving and standardising geospatial information gathering and dissemination, maximising economic growth, alleviating poverty, improving natural resource management, disaster risk management and climate change adaptation. This will be achieved by coordinating, communicating, and collaborating activities, sharing resources and applications of location information through regional and global partnerships.

The role 每?Coordinator 每 Pacific Geospatial and Surveying Council?will?coordinate and manage the activities of the PGSC partnership desk hosted within SPC. The role involves implementing PGSC activities and ensuring the activities of PGSC are well aligned by identifying gaps, supporting needs assessments, and advocating for strengthening the geospatial and surveying capacity of PICTs. Additionally, the jobholder will represent the partnership desk in relevant forums, conduct stakeholder engagement and work internally within SPC and with partners to secure funding opportunities.?

The key responsibilities of the role include:

PGSC Partnership Desk Management and Resource Mobilisation

????Provide advice on the development of geospatial and surveying capacity in the Pacific Islands region through the preparation of medium-term (3坼5 year) strategies and annual work programmes.

????Facilitate the PGSC Internal Advisory Committee to ensure its effective operation and function.

????Lead and coordinate the development of project concepts and proposals, including drafting of budgets and timelines.

????Provide programme level reporting and review, fulfilling all administrative requirements of PGSC sponsors.

????Ensure that monitoring, evaluation and learning (MEL) activities and methods are incorporated into programme implementation and service delivery.

?

Coordination and Stakeholder Management

????Represent PGSC at relevant national, regional, and international Geospatial and Surveying related meetings.

????Provide advisory and guidance to ensure co坼operation and collaboration between national, regional, and international partners.

????Responsible for effective collaboration and coordination with donors, partners and stakeholders.

????Initiate, develop and maintain working collaborations with regional and international partners on topics and issues on geospatial and surveying data and information.

????Support national counterparts with stakeholder engagement strategies, meetings and workshops.

Information Management, Training and Knowledge Sharing

????Train national staff in the use of geospatial and surveying instruments and data.

????Support capacity mapping activities relating to geospatial and surveying components of national counterparts.

????Develop training materials relevant to geospatial and surveying user needs.

????Manage professional attachments and internship programme.

????Integrate identified knowledge gaps and user requirements into training materials.

Technical advice and country support

????Provide advice and support towards geodesy and geospatial activities, including marine applications.

????Responsible for survey data analysis and precision levelling monitoring surveys.

????Ensure timely production of technical reports as required.

????Support the installation of geodetic infrastructure such as GNSS CORS and tide gauges as required.

????Coordinate geodetic surveys technical activities including six monthly infrastructure maintenance programs at national level.

People Management

????Manage the performance and supervise a group of Technical Assistants and Specialists in the delivery of ocean services and training in the Ocean and Maritime Programme.

????Influence staff and mediate between colleagues to resolve complex and contentious issues.

????Identify opportunities and organise capacity development activities and for staff and stakeholders.

Qualifications

??????Degree in Surveying or closely related field and 10 years of relevant experience, or, at least 15 years of progressive work experience in the field of geodetic surveying, analysis and reporting, and project management.

??????Pacific regional development experience.

??????Previous experience of project management and technical leadership.

??????High degree of problem-solving at technical level.

??????Strong knowledge into the technical aspects of the Integrated Geospatial Information Framework.

??????In-depth knowledge of the institutional context and partners within at least one of the following sectors: (i) lands and surveying, (ii) maritime (iii) meteorological services.

??????Experience in stakeholder management and capacity building.

??????Computer literacy, experience with computer programming and specialised surveying software packages, e.g. AutoCAD, SKI, LISCAD, LevelPak, Pathfinder, Geomatics, TBC, Terra Model and ASHTECH.
