The role ¨C Report Writer (Education) will carry out writing, communications and visibility activities to enhance and promote EQAP¡¯s reputation and develop positive relationships with key stakeholders.

?

The key responsibilities of the role include:

?

Report writing and content development

¡¤?????? Lead the drafting of EQAP¡¯s key reports, including but not limited to the Pacific Islands Literacy and Numeracy Assessment (PILNA) Reports, the Status of Pacific Education Report and the Pacific Assessment for Lower Secondary Reports to suit the required target group. This also includes revising and rewriting documents to accommodate the interests of different audiences.

????? Editing of EQAP content and reports (print, digital, online) to improve clarity, consistency and accuracy, and ensure they meet the needs of target audiences.

????? Working with authors to ensure text, including technical information, is worthy of publication, and meets corporate standards and policies, including the Publishing Policy.

????? Assist in maintaining EQAP¡¯s integrity and public image, and the effectiveness of its work, through editorial due diligence for EQAP¡¯s and SPC¡¯s publications and publishing processes.

?

Project Assistance

????? Assisting the coordinating and tracking of publishing projects from conception to completion. This includes liaising with client areas and collaborating with programme¡¯ s authors and other partners.

????? Liaising with the SPC¡¯s Publications team to assist with the team.

????? Assisting in the completion stages of publishing projects, including printing, distribution and updating workflows.

?

Staff training and awareness

????? Providing professional and technical assistance to all EQAP teams on writing-related issues, including research, content structure, grammar, spelling, quality standards, formatting, style, choice of medium, audience development and distribution requirements.

????? Assisting the Communications Team Lead to develop training guidelines that can be used by EQAP staff to better comply with the Publishing processes.

?

Supporting EQAP¡¯s information and knowledge management processes

????? Meeting corporate requirements for written content, including publishing policies and procedures, and information and knowledge management policies and procedures in relation to content development, formats, design, production, distribution and archiving of publications in digital and print formats.

?

?

Rapporteuring assistance

????? Assist in delivering rapporteuring services for key EQAP meetings.

?

Provide assistance to the Communications and Visibility Officer

????? Provide quarterly updates on the number of Knowledge products developed by EQAP. This includes information on the digital storage of the completed reports and status of ongoing reports.

????? Support in updating all the planners for ongoing projects.

????? Assist in working with graphic artists to improve the look and feel of EQAP reports.

????? Provide any ad-hoc support requested by the Communications Officer.

Salary, terms and conditions

?

Contract Duration ¨C Until 30 November 2027 ¨C subject to renewal depending on funding and performance.

Remuneration ¨C The Report Writer (Education) is a band 8 position in SPC¡¯s 2024 salary scale, with a starting salary range of 2,044?2,555 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,091¨C7,614 (USD 2,719¨C3,398; EUR 2,534¨C3,167). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C SPC provides a housing allowance of FJD 1,350¨C3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Languages ¨C SPC¡¯s working languages are English and French.

About the Project

?

There is a need for an increase in fisheries transparency in Fiji and providing this case for deliberations and support should happen in close consultation with the Ministry of Fisheries and wider relevant stakeholders. This should include identifying why Fiji would want to change in the direction of increased transparency, how transparency can be embedded within the Ministry of Fisheries, identifying training needs, and ensuring that the appropriate technical equipment is procured, and the necessary training takes place.

?

In October 2023, WWF Fiji, with the support of the Ministry of Fisheries, carried out a stakeholder consultation to create awareness on transparency of the offshore fisheries sector. The report from the workshop including outcomes and the way forward can be found here.

?

The second multi-sector stakeholder workshop, to be held in October 2024, is intended to socialize the report from the first workshop and with the aim to arrive at an agreement on specific actions for the way forward. Transparency is increasingly becoming an important tool in obtaining new as well as niche markets for fresh and dressed fish products.

?

We are therefore looking for a consultant to facilitate a two-day fisheries transparency workshop and to produce the workshop report

Objectives and Aims:

?

The overall objectives of this workshop are to:

1.???? Further understand the status of transparency in Fiji¡¯s fisheries sector

2.???? Review discussions on the challenges and identify solutions

3.???? Explore opportunities and tools that can strengthen transparency in fisheries management.

?

The workshop aims are to encourage commitment to the global principles of fisheries transparency to ensure that all stakeholders are informed about the various principles of transparency. This would include a closer look at the Coalition for Fisheries Transparency (CFT); Environment Justice Foundation (EJF); Fisheries Transparency Initiative (FiTI); Global Dialogue on Seafood Traceability (GDST); and a new body under the FAO known as COFI Sub-committee on Fisheries Management, recently formed to address amongst other issues, transparency in fisheries.

Contribute effectively to the development, implementation and reporting of the workplan of the Qualifications Unit

??????Contribute to the development, implementation, review and reporting on the performance of the Qualifications Unit in implementing the EQAP Business Plan, and SPC¡¯s overarching regional goals.

??????Provide support on the functioning of the Pacific Qualifications Advisory Board and the Pacific Qualifications Recognition Governance Group.

??????Collaborate with SPC¡¯s Legal Unit on the approval of contracts with external parties that support the work of the Qualifications Unit.

The?Pacific Humanitarian Warehousing Program (PHWP)?is an eight-year multi-partner, multi-country initiative to enhance humanitarian warehousing capabilities across 14 Pacific Island Countries and Timor-Leste via three areas of intervention ¨C warehousing infrastructure, supplies (non-food items) and warehousing systems, including integration into local and regional humanitarian architecture. The program is framed by three thematic priorities ¨C gender equality, disability and social inclusion; localization; and green humanitarian action. By the end of the eight-year period, it is expected that participating countries are able to respond to disasters increasingly independently and sustainably.

?

The role ¨C?Warehousing Systems Adviser ¨C Pacific Humanitarian Warehousing Program?will play a critical role in working with participating countries to strengthen their sovereign capability to procure, store, manage and distribute humanitarian supplies in times of disaster. The Advisor will achieve this through working with the Government (national working groups) and Program Platform Members (UN, Civil Society, Red Cross Movement) to design a target operating model for each country, analyse the gap between the current and proposed future state of the warehousing capability, and design of incremental pathway of interventions (Country Implementation Plans) to support the closing of the gap and achievement of results. The Warehousing Systems Advisor will also assist the Program Manager PHWP in the oversight of the program as the Deputy Program Manager.

The key responsibilities of the role include:

Warehousing system design

??????Develop a whole-of-program level Target Operating Model for the optimal humanitarian warehouse embedded within the Pacific and Timor-Leste operating context.

??????Develop standardised guidelines and protocols for warehouse management, inventory control, and supply chain optimisation, ensuring they are adaptable to various scales of operations and local contexts.

??????Reflect good practice and be a product of extensive engagement with program stakeholders across the humanitarian ecosystem, including PHWP Program Platform Members (UN, Civil Society, Red Cross Movement etc.).

??????Clearly articulate the factors to be considered for an optimal humanitarian warehouse that fully integrates contemporary thinking and operational practice on organisational structure (people and governance), policies and processes, information and data requirements and the technology to support effective warehouse management.

Country implementation planning

??????Collaborate with Program Platform Partners at the national level to ensure consensus-based position across the Supplies and Systems pillars, and with the Infrastructure Specialist Unit for bespoke design solutions for the Infrastructure pillar.

??????In conjunction with the PHWP Program Manager and government counterparts, develop a series of costed interventions to address capacity gaps be they human, systemic or material, ensuring they are consistent with the capabilities outlined in the Target Operating Model, and aligned with feedback and input received from national stakeholders to ensure strategic congruence with national development priorities and regional strategic frameworks for a resilient Pacific, and standards and protocols in warehousing operations.

Programmatic coherence and partnerships

??????Coordinate closely with other initiatives within the Disaster and Community Resilience Programme, as well as relevant projects across SPC and partner organisations.

??????Ensure that GEDSI, Localisation and Greening Strategies and Action Plans are fully embedded within Country Implementation Plans through collaboration with the Program Strategy Advisor and GEDSI Coordinator.

??????Ensure that MEL considerations are factored into all areas of work and collaborate with the MEL Advisor to define warehouse performance metrics that can be reliably used to identify areas for improvement and implement corrective actions as necessary.

Management and leadership

??????Provide Deputy Program Manager functions and technical oversight and mentorship to junior team members, contractors, and national counterparts involved in the Program.

??????Manage complex projects and budgets related to warehousing system development, ensuring efficient use of resources and timely delivery of outputs.

The incumbent will ensure the completion of project and donor reporting for the Loss & Damage project and will oversee and manage audit functions both internally and externally.

The key responsibilities of the role include the following:

Financial Planning, Monitoring and Reporting

????? Provide support to the Project Manager and the Divisional Finance Team Leader with the development of annual budgets and allocation of available resources through project management processes.

????? Support the Project Manager in all aspects of financial management of the project including : financial reporting, acquittal reviews, forecasting, monitoring of project executions, pipeline, and financial analysis, cash management, project payables and receivable.

????? Ensure integrity and accuracy of financial data in the financial system.

????? Designing and implementing financial monitoring and reporting tools across all income and expenditure streams to meet SPC and donor audit requirements.

????? Support all internal and external financial compliance audit exercises and ensure maximum level of compliance.

????? Monitor service delivery and customer responsiveness.

Project Financial Management Administration Support

Policy Assessment

??????Conduct standard-setting analysis to establish test and examination benchmarks for PICTs.

??????Develop, design, and implement psychometric analysis frameworks using Classical and Modern Test approaches.

??????Conduct calibration of educational assessment instruments, and perform statistical analyses to assess item performance, and test reliability to improve measurement precision.

Educational Research Data Analysis

The role ¨C ICT Change and Adoption Specialist will play a pivotal role in facilitating the smooth transition of employees through technological changes and ensuring successful adoption of technology implemented within SPC. The Geoscience Energy and Maritime (GEM) Division provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (3) areas of scientific programming and two areas of focus within this division:

  1. Oceans and Maritime Programme (OMP) ¨C assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.
  2. Georesources and Energy Programme (GEP) ¨C assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.
  3. Disaster and Community Resilience Programme (DCRP) ¨C assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.

The role ¨C Geodetic Officer will play a critical role to support the Geodetic Unit within SPC, in the management and execution of geodetic surveying and related activities. Specifically, the job holder will provide support in the planning and implementation of geodetic activities under the Climate and Oceans Support Programme in the Pacific (COSPPac).

?

The key responsibilities of the role include:

Technical support and assistance

??????? Support technical solutions towards the use of the different survey methodologies for survey applications such as topographical surveys using Total Stations, GNSS survey equipment and Drones as per standard operating procedures.

??????? Plan, actively support, and coordinate, with national counterparts in conducting field survey campaigns and related activities.

??????? Support the development and implementation of a 6-monthly infrastructure maintenance program for the Pacific Sea Level and Geodetic Monitoring (PSLGM) Project under the Climate and Oceans Support Programme in the Pacific (COSPPac).

??????? Schedule and arrange the geodetic activities under the COSPPac programme, ensuring deliverables are completed on schedule.

Data analysis and reporting ?

??????? Post Process and analyse survey data related to geodetic surveys and topographical surveys using different survey applications such as Global Navigation Satellite System, Total Station, and Drones.

??????? Adopt and adhere to standard operating procedures or best practices during post-processing and analysis for surveying, mapping, and charting requirements.

??????? Support the update of the geospatial and surveying data into relevant database.

??????? Operate various geospatial and survey software packages for post processing and analysis of field survey data into final products.

?

Capacity building

??????? Train national staff in the use of geospatial and surveying instruments for data acquisition.

??????? Support national counterparts in procuring instruments, software and other relevant tools as required.

??????? Assist to integrate and identify knowledge gaps and user requirements into training materials.

??????? Provide support to the Pacific Geospatial and Surveying Partnership Desk (PGSPD) for capacity building in the region.

Geodetic logistics

??????? Lead the mobilization of survey equipment for geospatial and surveying activities.

??????? Arrange the maintenance of surveying equipment.

??????? Initiate and manage in-field survey schedules and survey teams in the project member countries.

??????? Provide logistics support in terms freight clearance for survey equipment.

Qualifications

?

  • Degree in surveying or closely related field is essential with at least 5 years of progressive work experience in the field of geodetic surveys, analysis and reporting.

Technical expertise

?

  • At least 5 years of progressive work experience in the field of geodetic surveys, analysis, and reporting.
  • 5 years regional development experience.
  • Good working knowledge of the institutional context and partners within at least one of the following sectors: (i) lands and surveying, (ii) maritime (iii) meteorological services.
  • Understanding of practices, techniques, concepts and theoretical principles around precise first order levelling, control surveys and Global Navigation Satellite Systems (GNSS).
  • Knowledge in geodesy and surveying relating to horizontal and vertical reference framework, locally, nationally and regionally.
  • Ability to post process and analyse survey data collected using different survey technologies such as Total Station Height Traversing and GNSS Surveys
  • Ability to problem-solve at technical level.
  • Experience with data handling and data management system.
  • Experience in capacity development needs and networks.

Salary, terms and conditions

Contract Duration ¨C Until 30 June 2027 ¨C subject to renewal depending on funding and performance.

Remuneration ¨C The Geodetic Officer is a band 8 position in SPC¡¯s 2024 salary scale, with a starting salary range of 2,044?2,555 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,091¨C7,614 (USD 2,719¨C3,398; EUR 2,534¨C3,167). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C SPC provides a housing allowance of FJD 1,350¨C3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

INDEPENDENT REFRESH AND PERFORMANCE REVIEW OF FFA

The Forum Fisheries Agency (FFA) is a large regional organisation with annual budget of US$33 million and total assets of approximately US$19 million.? The FFA was established by the South Pacific Forum countries with shared coastal State interests to promote regional cooperation and coordination in respect of fisheries polices, in particular highly migratory species. The FFA comprises of the Forum Fisheries Committee (FFC) and a Secretariat.?

The FFC has commissioned this independent review to assess the effectiveness of current and future approach in the delivery of the functions of the Forum Fisheries Agency under the Convention, the Agency regulations, the Strategic Plan, and other relevant policies of the FFA Secretariat and FFC.?

The review will provide recommendations on how the FFA (the FFC and Secretariat) can be best placed to meet the current and future needs of the membership.

A review of the South Pacific Forum Fisheries Agency Convention is out of scope of the review.

iv. Review Panel

External independent reviewers to undertake this review.? Up to three individuals will be appointed to the review team.? A procurement panel will appoint the reviewers based on their ability and expertise that should include corporate governance, executive management, organizational design and development, financial, business operations analysis, information and people management, Pacific fisheries contextual knowledge and experience. Up to 3 FFC members will be included on the procurement panel.? The process for selection of the reviewers should ensure there is no conflict of interest.?

v. Accountability:

The Director General of the FFA Secretariat, and the FFC Chair will ensure the independent review is undertaken and delivered within the timeframe specified by Ministers and that staff of the secretariat cooperate fully. The reviewers will report directly to the FFC, and provide opportunity to comment on the draft report before its finalisation.

vi. Time Schedule and Reporting Requirements

The independent review will report back to FFC at their annual meeting in 2025, and to FFC Ministers at their annual meeting in 2025.

Subsequent independent reviews will occur every 5 years to ensure the integrity and effectiveness of the FFA.

vii.??????????? Evaluation of RFP

All bids shall be evaluated using a two-stage procedure with evaluation of the technical proposal being completed prior to any financial proposal being reviewed and compared.?

Bidders are required to submit their financial and technical proposal as two separate documents.

viii.??????????? Technical Proposal

The technical Proposal shall be submitted on the Technical Proposal submission form annexed as Annex III. The submission form should be completed detailing each of competency requirements, experience and proposed methodology and project plan for the assignment.

ANNEX III

FFA STANDARD CONDITIONS OF CONTRACT

?

  1. Definitions

?

1.1???????? In this Contract:

(a)??????????????? ¡°Consultancy Services¡± means the Consultancy Service to be performed by the Contractor.

(b)??????????????? ?¡°FFA¡± means the Pacific Islands Forum Fisheries Agency, based in Honiara, Solomon Islands;

(c)???????????????? ¡°Contract¡± means the Contract between FFA and the Contractor and all other schedules and documents, if any, annexed to the Contract or incorporated therein and intended to form part of the contractual relationship between the parties;

(d)??????????????? ¡°Contractor¡± means INSERT NAME

(e)??????????????? ?¡°Confidential Information¡± means information that:

(i)????????????????? is by its nature confidential;

(ii)??????????????? is designated by FFA as confidential;

(iii)?????????????? the Contractor knows or ought to know is confidential;

but does not include information which:

(iv)?????????????? is or becomes public knowledge other than by breach of this Contract;

(v)???????????????? is in the possession of the Contractor without restriction in relation to disclosure before the date of receipt from FFA;

(vi)?????????????? has been independently developed or acquired by the Contractor.

(f)????????????????? ¡°Usual Place of Residence¡± means the place of residence of the Contractor designated in the Contract;

(g)??????????????? ¡°Term of Engagement¡± means the entire period during which the Contractor will be expected to perform the Consultancy Services.

1.2???????? Words importing a gender include any other gender.

?

1.3???????? Words in the singular number include the plural and words in the plural number include the singular.

?

1.4???????? Clause headings in this Contract are for convenient reference only and have no effect in limiting or extending the language of the provisions to which they refer.

?

1.5???????? A reference to a Schedule is a reference to a Schedule to this Contract and includes such Schedule as amended or replaced from time to time by agreement in writing between the parties.

?

  1. Fees

2.1???????? FFA shall pay fees to the Contractor in respect of the Consultancy Services at the rate and in the currency specified in the second Schedule to the contract.? For the purpose of determining the amount of such fees:

(a)??????????????? Where fees are expressed in terms of a monthly rate each month shall be deemed to be of thirty days, and the time spent in performing the Consultancy Services shall include travel time, weekends and public holidays.? Fees in respect of periods of less than one month shall be computed on a calendar day basis, and one calendar day shall be deemed equal to one thirtieth of one month.

(b)??????????????? Where the fees are expressed in terms of a daily rate the time spent in performing the Consultancy Services shall be determined solely on the basis of the number of days actually worked by the Contractor in performing the Consultancy Services, including travel time.

?

2.2???????? Except as otherwise agreed between FFA and the Contractor, no fees will be paid in respect of work performed other than during the Term of Engagement.

?

  1. ????????????? Travel, Allowances and Expenses

3.1?? In addition to the fees specified in clause 2 and subject to the First and Second Schedules, FFA shall pay to or reimburse the Contractor for the following allowances, costs and expenses:

?

(a)??????????????? A daily subsistence allowance (DSA) at standard FFA rates for every day during the term of engagement during which the Contractor shall be absent from the Usual Place of Residence for the purpose of performing the Consultancy Services; provided that DSA will be paid for the day of departure from the Usual Place of Residence but not for the day of return thereto.? The DSA covers all accommodation charges, including government taxes (where applicable), meals, laundry and incidental expenses.

(b)??????????????? All transportation costs properly and reasonably incurred by the Contractor in travelling for the purposes of the Consultancy Services whether within the Country of Assignment or elsewhere, including the cost of transportation by an appropriate means of public transport between the Usual Place of Residence and the nearest convenient international airport and the cost of economy class air travel.

(c)???????????????? All other reasonable out-of-pocket expenses of the Contractor arising directly out of the performance of the Consultancy Services, including communications charges, airport and departure taxes, visa fees, taxi fares, and photocopying charges.

?

  1. ????????????? Payment of Fees, Costs and Expenses

4.1???????? The maximum fees payable under the Contract will be paid in accordance with the second Schedule.

?

4.2???????? Where the Consultancy Services have not been performed to the satisfaction of FFA, FFA may withhold the balance of the fees in whole or in part and may:

(a)??????????????? require the Contractor to carry out whatever additional work is required to complete the Consultancy Services to the satisfaction of FFA; or?

(b)??????????????? terminate the Contract forthwith without prejudice to any right of action or remedy which has accrued or which may accrue in favour of FFA.

?

4.3???????? The travel costs (other than those paid in advance by FFA under Schedule B), DSA and reimbursable costs and expenses referred to in clause 3 shall be paid by FFA upon written application made by the Contractor to FFA at the conclusion of the Term of Engagement supported by such receipts or other evidence as FFA may reasonably require to establish that the Contractor was absent for the purpose of the Consultancy Services from the Usual Place of Residence or that the expenditure was incurred in the amount and currency and in the manner claimed.? Where an advance of DSA has been made, FFA shall require the Contractor to complete a reconciliation of advance against actual entitlement.

?

4.4 ??????? Unless otherwise agreed between the Contractor and FFA, the fees shall be paid in the currency specified in the second Schedule.? All travel costs, allowances, and out-of-pocket expenses shall be paid either in the currency in which the same were incurred or in Solomon Island dollars or partly in one currency and partly in the other, as FFA shall reasonably determine.

?

4.5???????? Whenever it shall be necessary to determine the equivalent of an amount in one currency in terms of another, the conversion shall be made at the rate which FFA shall determine was applicable at the time and place when the Contractor incurred the expenditure or converted currency into the currency of expenditure, whichever first occurred.

?

  1. ????????????? Medical and Insurance

5.1???????? All medical and insurance costs shall be borne by the Contractor and FFA shall be under no liability in respect of medical expenses of the Contractor.

?

  1. ????????????? Indemnity

6.1???????? Subject to the provisions of this Contract, the Contractor shall at all times indemnify and hold harmless FFA, its officers, employees and agents (in this clause referred to as ¡°those indemnified¡±) from and against any loss (including legal costs and expenses on a solicitor/own client basis), or liability, reasonably incurred or suffered by any of those indemnified arising from any claim, suit, demand, action or proceeding by any person against any of those indemnified where such loss or liability was caused by any wilful, unlawful or negligent act or omission of the Contractor in connection with this Contract.

?

6.2???????? The Contractor¡¯s liability to indemnify FFA under clause 6.1 shall be reduced proportionately to the extent that any act or omission of FFA or its officers, employees or agents contributed to the loss or liability.

?

6.3???????? The indemnity referred to in clause 6.1 shall survive the expiration or termination of this Contract.

?

  1. ????????????? General Covenants

7.1?? The Contractor covenants and agrees that:

(a)??? During the Term of Engagement, he shall devote the whole of his time and attention to the performance of the Consultancy Services and shall at all times act with due diligence and efficiency and in accordance with the Terms of Reference.? He shall make or assist in making all such reports and recommendations as may be contemplated by the Terms of Reference and shall at all times cooperate with FFA, its employees and agents.? After the termination of the engagement he shall continue to cooperate with FFA to such reasonable extent as may be necessary to clarify or explain any reports or recommendations made by him.

(b)??? At all times he shall act with appropriate propriety and in particular refrain from making any public statement concerning the Consultancy Services without the prior approval of FFA.

(c)???? He shall have no authority to commit FFA in any way whatsoever and shall make this clear as circumstances warrant.

(d)??? He shall report immediately to FFA any circumstances or events which might reasonably be expected to hinder or prejudice the performance of the Consultancy Services, including circumstances and events relating to his transportation and accommodation.

(e)??? All reports, notes, drawings, specifications, statistics, plans and other documents and data compiled or made by the Contractor while performing the Consultancy Services shall be the property of FFA and upon termination of the engagement shall be disposed of as FFA may direct.? The Contractor may retain copies of such documents and data but shall not use the same for purposes unrelated to the Consultancy Services without the prior approval of FFA.

?

  1. ????????????? Conflict of Interest

8.1???????? The Contractor warrants that, to the best of his knowledge, at the date of signing this Contract, no conflict of interest exists or is likely to arise in the performance of his obligations under this Contract.

?

8.2???????? If during the Term of Engagement, a conflict of interest arises, or appears likely to arise, the Contractor undertakes to notify FFA immediately in writing and to take such steps as FFA may reasonably require to resolve or otherwise deal with the conflict.? If the Contractor fails to notify FFA or is unable or unwilling to resolve or deal with the conflict as required, FFA may terminate this Contract in accordance with the provisions of clause 10.

8.3???????? The Contractor shall not engage in any activity or obtain any interest during the Term of Engagement that is likely to conflict with or restrict the Contractor in providing the Consultancy Services to FFA fairly and independently.

?

  1. ????????????? Confidentiality and Disclosure of Information

9.1???????? The Contractor shall not, without the prior written approval of FFA, disclose to any person other than FFA, any Confidential Information.? In giving written approval, FFA may impose such terms and conditions as it thinks fit. In any case, the Contractor shall be bound by protocols and policies set out in the FFA Information Security Management System in the handling and management of any Confidential Information.

?

9.2???????? FFA may at any time require the Contractor to give a written undertaking, in a form required by FFA, relating to the non-disclosure of Confidential Information.? The Contractor shall promptly arrange for all such undertakings to be given.

?

9.3???????? The obligation on the Contractor under this clause shall not be taken to have been breached where the information referred to is legally required to be disclosed.

?

  1. ????????????? Termination

10.1?????? FFA may, at any time by written notice, terminate this Contract in whole or in part.? If this Contract is so terminated, FFA shall be liable only for:

(a)??????????????? payment under the payment provisions of this Contract for Consultancy Services rendered before the effective date of termination; and

(b)??????????????? subject to clauses 10.3 and 10.4, any reasonable costs incurred by the Contractor and directly attributable to the termination or partial termination of this Contract.

?

10.2?????? Upon receipt of a notice of termination the Contractor shall:

(a)??????????????? stop work as specified in the notice;

(b)??????????????? take all available steps to minimize loss resulting from that termination;

(c)???????????????? continue work on any part of the Consultancy Services not affected by the notice.

?

10.3?????? In the event of partial termination FFA¡¯s liability to pay fees under the Second Schedule shall, in the absence of agreement to the contrary, abate proportionately to the reduction in the Consultancy Services.

?

10.4?????? FFA shall not be liable to pay compensation in an amount which would, in addition to any amounts paid or due, or becoming due, to the Contractor under this Contract, together exceed the total fees set out in the Second Schedule.

?

  1. ????????????? Default

11.1?????????? If either party is in default under this Contract on account of the failure to perform or observe any obligation or undertaking to be performed or observed on its part under this Contract, the party not in default may terminate this Contract in whole or in part without prejudice to any right of action or remedy which has accrued or which may accrue in favour of either party.

?

  1. ????????????? Waiver

12.1?????? A waiver by either party in respect of any breach of a condition or provision of this Contract shall not be deemed to be a waiver in respect of any continuing or subsequent breach of that provision, or breach of any other provision.? The failure of either party to enforce at any time any of the provisions of this Contract shall in no way be interpreted as a waiver of such provision.

?

  1. ????????????? Notices

13.1?????? Any notice, request or other communication to be given or served pursuant to this Contract shall be in writing and dealt with as follows:

(a)??????????????? if given by the Contractor to FFA, addressed and forwarded to the Director, Forum Fisheries Agency, P.O. Box 629, Honiara, Solomon Islands.? Fax: (+677) 23995.

(b)??????????????? if given by FFA to the Contractor, signed by the Director or Deputy Director and forwarded to the Contractor at the Usual Place of Residence.

?

13.2?????? Any such notice, request or other communication shall be delivered by hand or sent by pre-paid registered post, facsimile or telex to the address of the party to which it is sent.

?

13.3?????? Any notice, request or other communication will be deemed to be received:

(a)??????????????? if delivered personally, on the date of delivery;

(b)??????????????? if sent by pre-paid registered post, on the day that the acknowledgment of delivery is completed by the recipient; and

(c)???????????????? if sent by facsimile, on the business day next following the day of despatch providing that the sender receives an ¡°OK¡± code in respect of the transmission and is not notified by the recipient by close of business of the next business day following the day of despatch that the transmission was illegible.

?

  1. ????????????? Entire Agreement and Variation

14.1?????? This Contract contains the entire agreement between the parties and supersedes all communications, negotiations, arrangements and agreements, whether oral or written, between the parties with respect to the subject matter of this Contract.

?

14.2?????? No agreement or understanding varying or extending this Contract, including in particular the scope of the Consultancy Services in the First Schedule shall be legally binding upon either party unless in writing and signed by both parties.

?

  1. ????????????? Severability

15.1?????????? Each provision of this Contract and each part thereof shall, unless the context otherwise necessarily requires it, be read and construed as a separate and severable provision or part.? If any provision or part thereof is void or otherwise unenforceable for any reason, then that provision or part (as the case may be) shall be severed and the remainder shall be read and construed as if the severable provision or part had never existed.

  1. ????????????? Applicable Law

16.1?????? This Contract shall be governed by and construed in accordance with the laws of Solomon Islands and the parties agree, subject to the Contract, that the courts of Solomon Islands shall have jurisdiction to entertain any action in respect of, or arising out of, this Contract.

The Geoscience Energy and Maritime (GEM) Division provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (3) areas of scientific programming and two areas of focus within this division:

The role ¨C the Finance and Administration Assistant will provide all administration tasks and finance support under SPC¡¯s Kiritimati Island Project Management Unit (PMU), particularly those related to the Kiritimati Island Water and Energy Projects, ensuring that the Team is provided with the necessary support to facilitate effective and efficient service delivery as part of SPC¡¯s overall programmatic support to Kiribati.

Salary, terms and conditions

Contract Duration ¨C This position is budgeted until 30 June 2027 and is subject to renewal depending on performance and funding.

Remuneration ¨C the Finance and Administration Assistant is a Band 7 position in SPC¡¯s 2024 salary scale, with a starting salary range of AUD 17,139¨C21,423 per year, plus local staff benefits. An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

Background:

The PACER Plus Implementation Unit (PPIU) invites Expressions of Interest from suitably qualified locally and international based candidates who wish to provide services for Phase 1 of the feasibility study and proof of concept of a Joint System Interface?(JSI)?for the Vanuatu Foreign Investment and Promotion Agency (VFIPA), the Vanuatu Financial Services Commission (VFSC), and the Department of Customs and Inland Revenue (DCIR).

A key objective of PACER Plus is to increase inclusive foreign direct investment by improving the enabling environment. To successfully implement PACER Plus, Parties are supported through the DEC Work Programme to improve legislation, policy and the supporting systems and processes to better facilitate and promote investment and raise awareness of Vanuatu¡¯s investment opportunities.

Feedback from current and potential investors, and those officials working to facilitate investment in Vanuatu indicates that complex investment application and registration systems are a significant deterrent, increases costs and risks to investors, and are inefficient to manage. Key investment-related agencies in the VFIPA, the VFSC, and the DCIR are working with the PPIU to develop a systems interface to enhance the foreign direct investment climate in Vanuatu, fostering a more attractive and supportive environment for businesses.

Expected Outcome & Deliverables:

The objectives of the consultancy are to undertake a feasibility assessment for a joint systems interface for Vanuatu investment agencies, and develop a comprehensive Proof of Concept, Implementation Plan, and Monitoring Plan investment-related information systems in Vanuatu.

Key Deliverables include:

1.?????? Work Plan and Inception Report.

2.?????? Stakeholder Consultations Summary Report with stakeholders identified and key points from each for consideration in the JSI.

3.?????? Draft JSI Report which contains the summary of research and consultation findings, the proposed implementation plan, governance structure and monitoring framework.

4.?????? Draft Policy & Regulatory Implications Paper. Progress summary of comments and feedback received compiled, consultations on Draft Report completed. This paper will be used by relevant agencies for any proposed policy or regulatory amendments (if required).

5.?????? Final Report and presentation to PPIU/Stakeholders.

Submission Guidelines:

Expression of Interest should include at minimum:

Technical Submission: A cover letter containing an introduction to the (individual, consulting firm, consortia), a brief description of the methodology and approach to the activity, highlighting any relevant previous experience in delivering comparable services or meeting expected outcomes through earlier work (no more 2-3 pages).?

Individuals/Consortia of Individuals ¨C a current CV, demonstrating how their qualifications, skills and experience, and personal specifications can efficiently and effectively deliver the services required. Consulting Firms ¨C a list of key staff resources and highlight any particular skills or experience of the key staff relevant to the delivery of services for this activity. CVs may be included as well. Any other relevant documentation that contributes to demonstrating the candidates capacity to meet the selection criteria may be included. ¡¤???????? Financial Submission that details a proposed total cost of consulting fees to deliver outputs and outcomes defined in the Terms of Reference. A daily rate for identified consultants should be included (inclusive of management fees), or at a minimum, a cost break down of consulting fees for each output/deliverable (inclusive of management fees). The PPIU will select the preferred candidate based on the following process:

About the Role

Reporting to the Country Manager SI, and technically, to Pacific Head of Finance, Administration, Risk & Compliance, the Finance & Administration Manager will ensure the implementation of Finance, IT and Administration systems, policies and procedures in WWF-SI.? Key to this role is the adherence to strict timely reporting on KPIs, budget forecasts and other financial reporting.? Experience with ACCPAC and VENA software would be an advantage. As a member of WWF SI¡¯s country management team, the Finance & Administration Manager also shares responsibility for the overall performance of the WWF SI country programme.

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC¡¯s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME¡¯s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region¡¯s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The role ¨C the Programme Manager ¨C Pacific Fisheries Leadership Programme will be responsible for facilitating procurement of the design and implementing partner. The Programme Manager will be responsible for the day-to-day strategic management, including planning, budgeting and reporting, to ensure activities are implemented in close consultation with key stakeholders.

The key responsibilities of the role include the following:

Lead the competitive procurement and contracting process to transition from PFLP Phase I to Phase II, support establishment and implementation of governance mechanisms.

??????? Liaise with key stakeholders for the technical assessment panel.

??????? Work closely with the Procurement Unit in the lead up to the Procurement Committee.

??????? Ensure new contracting arrangements are established to maintain a maximum amount of flexibility to align with PFLP¡¯s adaptive management approach.

??????? Work with key stakeholders to establish the governance and leadership advisory mechanism for PLFP Phase II.

??????? Drawing on lessons from Phase I, the governing body for PLFP Phase II will ensure implementing partners/contractors are coordinating. and collaborating with one another to enable leadership activities to be aligned with PFLP¡¯s adaptive leadership methodology.

Provide practical day-to-day management of the full range of activities, budget, components, logistics and stakeholders of the Programme.

??????? Establish and maintain internal protocols on information and document management, risk management, training and development.?

??????? Plan logistics for all workshops and events from start to finish, according to requirements, objectives and intended impact on the target audience.

Contract Duration ¨C This vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.

Remuneration ¨C the Programme Manager ¨C Pacific Fisheries Leadership Programme is a band 11 position in SPC¡¯s 2024 salary scale, with a starting salary range of SDR (special?drawing rights) 4,206-5,161 per month, which converts to approximately XPF 622,159-763,470 (USD 5,594-6,865; EUR 5,214-6,398). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia ¨C SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Background:

The PACER Plus Implementation Unit (PPIU) invites Expressions of Interest from suitably qualified locally and international based candidates who wish to provide services for the Design & Development of Cultural and Creative Industry Strategy.

For the Cook Islands, PACER Plus provides a platform to boost their cultural and creative industries by facilitating access to larger regional and international markets, increasing their trade in services. By reducing trade barriers and improving the business environment, PACER Plus enables local artisans, performers, and cultural enterprises to expand their reach and gain greater exposure. This increased market access can lead to higher incomes, more job opportunities, and the preservation and promotion of the Cook Islands' unique cultural heritage on a global scale.

In developing a Cultural and Creative Industry Strategy, the Cook Islands can leverage the benefits of PACER Plus to foster growth within these sectors. The strategy can focus on capacity building, enhancing creative skills, and encouraging innovation within the cultural industries. By aligning with PACER Plus objectives, the strategy and Implementation Plan can also prioritize infrastructure development, such as digital platforms for e-commerce and creative content distribution, to help local creatives compete internationally. Furthermore, the strategy can address intellectual property rights, ensuring that artists and cultural practitioners are adequately protected and can benefit financially from their work. Overall, PACER Plus serves as a crucial catalyst for the Cook Islands to develop a robust and sustainable cultural and creative industry. In order to implement this initiative, the Business Trade and Investment Board and the Ministry of Cultural Development is seeking the services of a consultant that will ensure the smooth implementation of this work.

Expected Outcome & Deliverables:

The objectives of the consultancy are to develop a strategy, implementation plan and monitoring framework to increase the number and size of Cook Islands¡¯ cultural and creative industries, creating a vibrant economy that fosters creative thinking and diverse artistic expressions. It will seek to boost economic income sources for the Cook Islands, broaden the range of industries available for investment while enhancing and preserving the cultural art forms of the Cook Islands through their development and innovative use.

Key Deliverables include:

1.?????? Detailed Inception Report ¨C including:

i)??????????????????? A detailed work plan.

ii)?????????????????? A list of the data to be collected.

iii)???????????????? Draft survey methodology.

iv)???????????????? Constraints of the assignment and proposed mitigation measures.

2.?????? Draft Strategy, Implementation Plan, and Monitoring and Evaluation Framework. The M&E system would be a basic database to store and organize information, facilitating trend analysis and providing robust data to inform policy decisions by BTIB and MOCD.?

3.?????? Facilitate and lead National Validation Workshop.

4.?????? Final Strategy, Implementation Plan and Monitoring and Evaluation Framework ¨C that reflects and addresses comments on the draft Strategy, IP and M&E Framework.

A key objective of PACER Plus is to increase inclusive foreign direct investment by improving the enabling environment. To successfully implement PACER Plus, Parties are supported through the DEC Work Programme to improve legislation, policy and the supporting systems and processes to better facilitate and promote investment and raise awareness of Cook Islands¡¯ investment opportunities.

The Cook Islands aims to develop a comprehensive National Investment Policy, serving as a guiding framework for foreign direct investment. This initiative aligns with the objectives outlined in PACER Plus, emphasizing the facilitation of trade and investment within the Pacific region. The policy will delineate clear guidelines and procedures, ensuring transparency and coherence for all stakeholders involved. It aims to provide clarity on investment rules and scope, along with outlining the responsibilities of the Business Trade and Investment Board (BTIB) tasked with managing these activities.

Expected Outcome & Deliverables:
