ASSOCIATE

1. The Secretariat of the Pacific Community invites applications for
the position of Pacific Islander Computer Network Associate. This is a
one-year contract position and it is desirable that an appointment be made
as soon as possible. Closing date for applications will be 15 July 2000.

DUTY STATEMENT


PACIFIC ISLANDER COMPUTER NETWORK ASSOCIATE


The Secretariat of the Pacific Community (SPC) is a technical advice,
assistance, training and research agency serving 22 Pacific Island
countries and territories of Melanesia, Micronesia and Polynesia. SPC
currently has more than 200 staff members and is a bilingual organisation,
with English and French as its official working languages.

The Information Technology and Communications unit (IT&C) is part of the
"Integrated information services" division and has responsibility for
provision of high quality Information Technology solutions to the
organisations staff, regardless of location.

The Secretariat of the Pacific Community has a modern heterogeneous
computer network encompassing PC's, Macintoshes and UNIX computers as well
as Internet communications.


POSITION

This will be a position for a suitably trained but inexperienced computer
support engineer from a Pacific Island Country or Territory. The
successful applicant will be provided with on-the-job training and given
the opportunity and support to sit for professional external exams. The
position will be based at the SPC headquarters in Nouméa, New Caledonia.
The position may require limited travel to the regional office in Suva,
Fiji, and throughout the region in support of conferencing services.

At contract end, the Associate will be an experienced network
administrator, who will take the newly acquired skills and knowledge back
to his/her home country or territory.


DUTIES AND RESPONSIBILITIES

* Carry out daily management of the SPC computer network including
software upgrades, configuration, backups and security.
* Participate in Helpdesk services.
* Assist in the provision of technical support to conferences and
workshops, throughout the region.
* Other tasks as directed by the Senior Support Engineer.


SKILLS AND QUALIFICATIONS

Very Important

* Relevant post-secondary qualifications in Information technology or
communications or equivalent relevant experience.
* Demonstrated competence as flexible team member with good
interpersonal skills.
* Good oral and written communication skills in either English or
French.
* A minimum of one year's IT related work-experience.
* Demonstrated aptitude and enthusiasm for Information technology and
communications.
* Citizen of one of the SPC Pacific Island Countries and Territories.
* Demonstrated commitment to utilise experience for the enhancement of
appropriate uptake of Information Technology in Pacific Island Countries
and Territories;

Important

* Experience in the advanced use of Microsoft Office products.
* Experience in the management of Microsoft Windows NT network
systems.
* Experience in the use of Linux operating system.
* Experience in trouble-shooting, diagnosing and repairing desktop
computer systems.


SALARY, TERMS AND CONDITIONS


SALARY AND ALLOWANCES

The salary for this position will be CFP 325,731 per month in the PO3
salary range. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. Where appropriate, other allowances such
as child and education allowances may be payable. SPC emoluments are not
subject to income tax in New Caledonia at the present time.


TENURE

The appointment will be for a period of one year.


DUTY STATION

Noumea, New Caledonia.


ACCOMMODATION

Provided by the Secretariat, based on the following rates of basic salary:

House/flat 2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15%


LEAVE

Leave will accrue at the rate of 2.5 working days per month of active duty
service.


SICK LEAVE

Thirty (30) working days per annum.


MEDICAL BENEFITS

The Secretariat's staff Medical Benefits Scheme, to which the appointee
would contribute 1.5% of basic salary, reimburses doctor's fees, cost of
prescribed medicines, surgical and hospital costs, etc., up to certain
limits.

PROVIDENT FUND

The appointee will be eligible for membership of the Secretariat's Staff
Provident Fund. The staff member contributes six per cent of basic salary
with a matching contribution by the Secretariat.


FARES AND REMOVAL EXPENSES

For an appointee recruited from outside New Caledonia airfares by the most
direct and/or economic route for the appointee only and reasonable removal
expenses by sea of personal and household effects will be met by the
Secretariat on appointment and termination.


SMOKE-FREE WORKING ENVIRONMENT

Smoking will not be permitted at the workplace.


MICROSOFT OFFICE

SPC has a standardized computing environment based on Microsoft Office
running under Microsoft Windows.
