DUTY STATEMENT


FISHERIES INFORMATION SPECIALIST


The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of the 22 Pacific Island countries and
territories of Melanesia, Micronesia and Polynesia. It currently has a
staff of more than 200. SPC is officially bilingual, with English and
French being the working languages.

The Coastal Fisheries Programme (CFP) comprises almost half of the SPC's
Marine Resources Division. Its mission is: "To provide a regional support
service that assists Pacific Islanders in identifying the status, and
optimising the long-term social and economic value, of small-scale
fisheries and aquatic resources in Pacific Island waters".

The Fisheries Information Specialist is responsible to the Fisheries
Information Adviser, and is based at the Secretariat of the Pacific
Community Headquarters in Noumea. The section currently has four staff.
This position is funded by the Government of France and maintains
information linkages with SPC member country and territory fisheries
activities, assists other SPC fisheries sections with publishing
information, maintains a network of fisheries special interest groups and
newsletters, and assist SPC member fisheries departments to organise their
own information.

More specifically, the Fisheries Information Specialist will:

* Produce SPC Special Interest Group Information Bulletins and other
SPC Fisheries Newsletters as required, in both English and French,
including management of the output of honorary Special Interest Group
Coordinators in other organisations;

* Author technical documents relating to fisheries development and
management, in consultation with member country fishery departments and
other Divisional staff;

* Advise and assist member country fishery departments to produce
reports and to develop fisheries information resources, both by
correspondence and by hands-on training during in-country visits;

* Provide supervision and on-the-job skills development to training
attachment staff, including the Fisheries Information and Training
Associate;

* Indentify information sources and collaborate with SPC Fisheries
staff in responding to requests from SPC member countries for detailed
technical information;

* Develop and maintain public interface via the World Wide Web;

* Organise and prepare other information Section publications (both
English and French) for printing (proof reading, technical editing and
layout);

* Assist in securing funding to finance Divisional and member country
fisheries departmental publications, and manage sectional expenditure
under the supervision of the Fisheries Information Adviser;

* Act as Fisheries Information Adviser as and when required.

QUALIFICATIONS AND EXPERIENCE

Applicants for this position should have:

* A University qualification in a relevant subject or equivalent
experience.
* At least 10 years practical experience in fisheries development work
in the Pacific Islands Region, preferably at a field level.
* Demonstrable writing and editorial skills, and experience of and
interest in the dissemination of information and popularisation of
fisheries topics to Pacific island audiences.
* Good knowledge of desktop publishing, and web design and
implementation.


SALARY AND ALLOWANCE

The starting salary for this position will be CFP420,931 francs per month
in the SPC S1 salary grade. SPC emoluments are not subject to income tax
in New Caledonia at the present time. The international currency exchange
rate at the time of writing is approximately USD 1.00 = CFP 135 francs.


TENURE

The appointment will be for a period of three years in the first instance,
subject to the satisfactorily completion of a one-year probationary
period. The contract may be renewed for a further three years subject to
performance and continued funding availability.


DUTY STATION

SPC Headquarters, Noumea, New Caledonia.


ACCOMMODATION

An SPC-owned house or flat will be made available, based on the following
deductions from basic salary:

2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%

Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.


LEAVE

Leave will accrue at the rate of 2.5 working days per calendar month of
active duty service. For expatriate staff members, home leave fares are
payable after 18 months of active duty service.


SICK LEAVE

Thirty working days per annum.

MEDICAL BENEFITS

The SPC's Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors' fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC's Staff Provident
Fund. Noumea-based staff contribute six per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised dependents,
and reasonable removal expenses by sea of personal and household effects
will be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.
