Floyd, The HT-44 is out of my ball park, but those rivets are everywhere. Why not try measuring the ohms from the socket [whatever pin needs the ground] to the chassis using a good meter for the job,

While shorting the mic connector mic lead to ground didn't eliminate the noise, shorting the hot lead to ground for either of the coax runs to the mic level control kills the noise completely.? I

Good point This particular Dual section FT Germany cap is rated at 450 working voltage for 34,000 hours. It states your allowed 500 volts 5 x a minute. I think that is the standard greater than 315

One thing to remember about electrolytic capacitors; A capacitor rated at Xuf at Yvolts means that at at Yvolts it will react as a X value capacitor. The max voltage on the capacitor is another spec.
