You didn't mention manufacturer or where you got it. On Amazon, the price
for the Tinysa ultra seems to vary from $159 to roughly $240 depending on
manufacturer and ad contents.

Yes,
it can. It has eliminated several test instruments from my bench. It is a
spectrum analyzer, RF signal generator (cw, am, fm), sweep generator and
frequency generator. You can sweep filters and IF's. It has several other
functions I have yet to explore.
I
got first tinysa a couple years ago. Now paired with the tinysa ultra, the
only piece of test equipment on the bench I now use is the scope.
