For high band VCO must be 39.84Mz and VCO at 39.996MHz for lowband <16MHz.
Divider: 4kHz for low frequency and 160kHz for high frequency.

My VCO frequency is wrong is should be 39.840 MHz. 39.840 MHz divide by 40 is 996 KHz.
I have a VCO frequency of 39.100 MHz. Divide by 40 : 977 KHz. -> The 2sd LO frequency I have.
