It might be simpler to put a 100M ohm resistor in series with the high input on the 34401A in the High Z mode. Your 17.8V reading will now be 8.9V well inside the 10V limit for the 10V, 100M ohm

Try using the 34401A in hi-Z (high impedance) mode, Tony. I had to do that once about 10 or 15 years ago when measuring voltage in a low current circuit. Got weird results until I switched it to hi-Z
