It's a default setting. It does not show in the compose window. So the device owner is not aware of it until someone complains. They then have to decide if its easier to ignore the complainant or figure out how to turn it off. Probably the first is easier. On my Android the second is a pain. To get to the settings I have to scroll past all my folders (there are a few) to get to the setting cog and then find the setting.... Sadly, my employer recently insisted that I get my phone set up so that I can at least check my work e-mail from my phone when I'm on call. Are you looking for SMP release 4 or truly looking for SMP/e release 4? I have GC28-0673-5 OS/VS System Modification Program (SMP) System Programmer's Guide which says it is for 04.10.
