A quick google search tells me this – but again my friend, I have never tried this on a windows machine.
To enable IP forwarding on Windows, modify the registry by setting the IPEnableRouter value

I have no idea how to set this on a Windows machine as the host – but do you have IP Forwarding set to on? In Linux, which I am familiar with this is required, and I would imagine it is for windows

it now works after starting hercules in administrator mode.
However i still cannot ping from inside z/OS to the external.
My z/OS IP address is 192.168.0.66
the interface start ok.

Stick to TK5 as the compiler is the same other than a patch on tk5 to fix xref.
You need to provide more of your source code for anyone to work out the issue BUT assume the problem is YOUR coding.

This has no sense. TK4- is the same MVS with the same COBOL compiler.
Both TK4- and TK5 uses the Ansi Cobol compiler (Cobol 68).

If so: no support with this version of the compiler.
If not: it would be better to see the rest of the source as well
