It's a default setting. It does not show in the compose window. So the device owner is not aware of it until someone complains. They then have to decide if its easier to ignore the complainant or figure out how to turn it off. Probably the first is easier. On my Android the second is a pain. To get to the settings I have to scroll past all my folders (there are a few) to get to the setting cog and then find the setting....
