I was running into more problems this afternoon on the 2NT. Relay was not releasing. Checked the voltage to ensure the cutoff was happening. Slightly lifting on the arm stretched it back into the correct position and QSK and delay changes are better than ever. Looking like the relay was deformed a bit by previous owner pressi down on it trying to get it working.
I wonder if the previous owner sold it because of this problem? Anyhow I just wanted to document in case somebody else comes across this at another time. The two problems with inoperative 2NT delay were bad 15M potentiometer (thanks Bob!) and the relay arm needing slight adjustment.
