Oh how little Audio experience here! Any real Hi-fi amps using comp-sym pair will have a low resistance (1 down to even below 0.1 ohms) in each emitter, and a bit of extra resistance between bases

First are you testing in SSB or CW?
IF CW you should see power with keydown.
IF SSB you will see nearly nothing (microwatts) without audio input.? Are you putting audio in?

Try adding a clip on ferrite core. I had to add one to prevent similar
issues while I continue to mod the transmitter section.
