First are you testing in SSB or CW?
IF CW you should see power with keydown.
IF SSB you will see nearly nothing (microwatts) without audio input.? Are you putting audio in?
First places to look, Mic element is electret and the shell is ground is the mic plug and
matching connector wired correctly to pass audio?
