Try with not connected board. Is there 5 Volts ? Mine holds the board, not tuning of course. Only rested board.

If running qrp, you could use a 50 ohm bridge with an LED as a tuning indicator. QRP Guys sell them, but they are pretty easy to make... https://www.qsl.net/va3rr/sw30/tuner.bmp
