Is your beacon enabled (checkbox near upper left on beacon editing panel)? If the beacon is not enabled, it will not go out, either automatically or manually. Note that beacons _are_ position reports

I can transmit messages in chat windows and at bottom of map, but the [BCN] button is greyed out, not clickable for some reason. In config-transmit, "beacon destination" is set to BEACON.

IIUC, that is where some of the abuse originates, when peoples' phone numbers get posted for public viewing
