Tar.gz and .deb is for Linux. Unless you have Ubuntu or a Raspberry Pi Buster OS then that is for them
Download the .exe file. This is executable for Windows. Download, it will bring up a warning and ignore it, start the install and it will appear on your desktop once completed.
