I agree. Once you confirm that the compression is low, the next logical step is a leakdown test. Below is a YouTube video that explains the test.

I would check gauge accuracy and make sure you are taking compressions at engine operating temperature, with a good starter and battery giving you at least 200-400 RPM and the throttle plate is held
