In East Texas a private repeater means a Ham owns his repeater and it is not a club, organization or etc. He can put it on any frequency except protected frequencies and any Ham can put their repeater on his frequency if they want to because it is not protected. Hams have two choices here. Not protected which is a “Back Yard” repeater or a Protected repeater which they have to apply for and get approval. Basically when we hear private repeater we know it means the Ham owns it and not a club or etc.
