In this day and age all loco's and rollingstock should be designed for the chassis to be completely insulated from any electrical contact, which makes it more DCC friendly as well as for dead rail or battery powered operation, the days of using the chassis or body as part of the electrical circuit are long gone around the rest of the world, you fella's in the UK seem to want to stay living back in the last century.
