Why don't you contact David at Slater's, they have the loco wheels for both 16.5mm and 14mm gauge the axles have a thread so the wheels screw onto the axles and the axles have a square boss on the end to fit the cranks, they're available with 9 and 10 spoke versions 2'9" dia.

Further to the above I am going to chip in that speculation and protestations that "they" and "someone" should do something about itreally don't help when I am trying to be the "They" and the "Someone". I too got an e-mail from Richard Webster but instead of blabbing to the 014 very small world I set about trying to do something about it and my heart sank when I saw it posted on here before i could even hit send on my reply to Richard.
