I disagree here. One of the most popular vhf/uhf mobile antennas (at least on this side of the pond) is the 5/8 wave antenna. It's not resonant but it has a low angle of radiation so it's more effective in relatively flat terrain or high up on mountains (it doesn't do that well i valleys, though).
It's not resonant but a loading coil in the base matches the 50 ohm coax and radio.
