Look up "pi attenuator"..

for 10dB, 50 ohms, the shunt resistor is 96.25 and the series resistor
is 71.15 - normally you pick something "close enough".

for 15 dB, shunt 71.6, series 136

for 20 dB, shunt is 61.1, series is 247


In the board photo you sent, there's a pair of series resistors in the
10dB, so each would be 35.5-ish ohms.

The 20 and 30 dB pads look like two pi attenuators in series. Either two
10s and two 15s or a 10 and a 20.

When they're in series, you can combine the output shunt resistor of the
first with the input shunt of the second.

There's also online calculators that can give you values for generalized
networks.
