good info all around, and same for the other responses.
I was doing my classic?overthinking and making sure I didnt?damage the IC-7300.
I opened up the amp and nudged connectors?and a bit and reset one and it now keys up by shorting the PTT line to ground. (Palstar suggested?I open it up and look around)

Then I found the pin inside the 13pin plug was not keying the amp. Gave that up and went directly on the radios's?PTT/SEND jack to the amp and it worked. Simple. I was avoiding that route because the 7300 book says I need a diode across the PTT line. But, I can investigate further later.

Palstar tech responded I can also use the DB9 connector to the 13pin plug plus add band data there. I will do that later on. I know the amp has instant band switching good for most uses so maybe Im fine as-is.

Fantastic amp. and tuner.

If I may suggest a simple troubleshooting suggestion, in case you have not already done so:

Connect the amp to AC power.
Connect ONLY an RCA cable to the amp's "PTT" terminal.?
Touch the screen? button to put the amp into "Opr."?
Physically short the other end of the RCA cable to see if the relay clicks.

?If not, then your cable or the jack on the amp are the problem, or there is an internal problem with the amp.? I would then try to short the RCA jack on the back of the amp directly with a short jumper of wire.? If any of these work, then the problem is elsewhere"

See if when you key the rig, it actually brings the Key line to ground;? possibly there is a defect in the rig.
