Yes, that was the problem, but the designations need to show in order to put the components in their places.

usually on the right hand side of the window there is a panel with some
tabs Layers Objects Nets 

Select layers and make sure there is an eye symbol and not a stop symbol.

It's quite common to turn off the silkscreen and other layers as they can
cause a lot of mess on screen when you are trying to lay out a board.
