Howard,
When the PR4 lights alternate Red/Green, that means that the PR4 is in "Ops programming mode". You will need to press the "ops" button to "exit ops mode". This is mentioned in the Digitrax

Managed to sort out the com port issue. the PR4 is now on Com4. and the MRC is still on Com 3.? which is a worry if there is a problem which I not seen yet as Rich in this thread as Rich has the

Basically you can’t, because it isn’t a single decoder. It’s two decoders
and you will need to treat it as such.

These are actually two decoders in one Lok. So you may need to program them separately.
Look at the CV15/16 protocols.
This is similar to the Blue Line Loks that has OEM sound, but required a

I think, now there were two entries. One for motor decoder one for sound. They shared a common address, this the locking step to program and/or read each one.
Then again reading was often problematic

Single roster entry would also mean you can't reliably read back values
anymore - two decoders on the program track... which would you expect to
respond?

In the days of the BLI blue line locos the approach was to lock the sound decoder and program the motor decoder. Then reverse the process. That way any overlapping functions would remain uniquely set.
