Stephen, Most users I've worked with are only adding one piece of hardware at a time and testing it. That is a strongly recommended practice. They then move the usernames to the new hardware system

That does seem strange. I am not at all an expert but I simply copy them onto my USB and take it into the house. I have done this many times with no problem.
