This strictly not true. Signalling does not rely on sections at all!
I have three layouts without 'Section's that have been running for up to 8 plus years under JMRI...

That sounds like a dispatcher message and likely a hang over from SSL.
SML is really section based, with a section going from one mast to next. Switchs don't have exit signals so you always have 2

What you describe is what I'd expect to see.
With MQTT, the report will only change if the reporting hardware sends a new message indicating the section is empty. That's a decision you need to take

The location and date are correct for the tag in the ID Tags table. There is no last message in the Reporter table (it and the current message get cleared after a brief interval -- to short to verify

I see the behavior with Rfid Connection, selected ?¡°MERG Concentrator¡± [actually sending messages via sketch on ESP32 emulating MERG Concentrator; JMRI RFID monitor shows correct messages
