It is probably related to the flow control. Try 57600 baud with no flow
control.
I had this problem a few days ago and was able to solve it with help
from the Loconet hackers list.
I had to connect the CTS to the DSR _and_ the DCD (CD). I wonder if the
UART inside my laptop was trying to be too smart.
Anyway, I added a jumper to the Locobuffer to connect pins 5,6 & 8. It
now works nicely.
