This is always going to be true because all the trains have access to all the cars at Golden yard.? So another solution you can try, is to build the Idaho Springs and Black Hawk trains BEFORE you build the Golden switcher.?

You could also manually assign destinations to your cars while they sit in Golden Yard, picking which ones go to I.S. and which ones to B.H., and the program will execute your wishes...
