PeterU: I can agree with you about this not being a JMRI issue. But the OP did say he tried 3 MRC decoders. So, it's not the decoder either.
It must be the way he programs them.
As for a PR4 vs a SPROG. I'd prefer the SPROG. But since the original question refers to a "Digitrax DN163K1B in a Kato SD70ACe", then I'd choose the PR4.
And Wouter: He did say it runs both directions on DC.
