I'm late to the party...
What are you connecting the NCE USB interface to?
The NCE USB interface is only for the Power Cab, if you are trying to connect your new laptop to JMRI via the NCE Power House then you need a USB to RS232 adapter, I have had good luck with the TripLite unit. I believe preferred brands are listed on the JMRI site.

Since JMRI is working in simulated mode for him, it's not a Java issue.
