JMRI does not. But your operating system does, sort of.
Yes, it is under user access and protections. You create separate *users*: one
"admin" user, who is solely allowed to modify Panels (or and other JMRI
resource), one (or more) non-admin users, who are not allowed to modify Panels
(or and other JMRI resource). The users all share the JMRI profile directory,
which is world or group *readable*, but only the admin user has write access
to the files (typically by being the owner).

*I* can explain how to do this under Linux, but I have no clue how to do this
under MS-Windows, but I believe MS-Windows can do this to, although most
MS-Windows don't generally make use of these features. I guess there is
documentation somewhere about how to set this up.
