I still have been unable to open 4.22 in the normal way, however I discovered that DecoderPro opened normally and I could open PanelPro from the dropdown menu. After some experimentation I now have 4.22 working, but I still can't open it from the desktop icon. I have attached a session log (now I've discovered how to do it!)

As I have removed 4.22 from all of my machines I'm not able to do that at present. I'm at this moment reloading a win 10 machine with 4.22. I will get back to you asap. In the meantime your efforts to help me are much appreciated.

That is why Dave is asking to see your session.log file and not the system console.
