I'm thinking that making the mapping user selected is the only true
solution. Some keyboards make the left-right easier to hit than up-down (or
the other way around) so the physical hardware would make it more sensible
which choice a user might want. Particularly if the throttle allows for a
yard mode which takes out the forward/reverse and mingles it with speed. I
would say that two other keys are needing to be considered: Idle and Estop.

Making more of the software (JMRI and WiThrottle) flexible also will help
those who are trying to use things like game controllers.
