Yes, I "Write Changes..." each time.

I set Vstart to Zero. I could not set Vhigh to Zero so I set it to One. If I'm interpreting the "Gotchas" comment this should have minimized the effect on the Speed Table. But even with the Step 1 of the Speed Table at 1 and Step 28 at 10 (a low, linear line) the loco goes like a wild stallion.
Any thoughts?
